economic development through the development of the country that has the potential sectors. The
effect of technology in these sectors had risen sector and area that until then had remained neglected.
The paper investigates the impact of foreign direct investment (FDI) in economic growth using
detailed sectoral FDI in Kosovo during the period 2000-2013. Sectors considered are: Agribusiness,
Tourism, forestry, services, manufacturing, mining, energy, construction, wholesale and retail trade,
hotels and restaurants, transport, telecommunications and other sectors. The negative effect of
extractive industries in creating income and environmental pollution in Kosovo is not surprising. FDI
in manufacturing industries by stimulating exports generate more income. FDI are likely to repatriate
their profits but are likely to increase employment. To ensure legal protection for foreign investors,
have signed an agreement with the Agency Multilateral Investment Guarantee (MIGA), the avoidance
of double taxation, taxes are the lowest in Europe. Investment Promotion Agency of Kosovo (IPAK),
the level of government makes the promotion of Kosovo. As a developing country taking the time
information is more difficult but efforts in this direction are great.

Since the 1990s, the world has entered a new phase of globalisation. Information and communication technology, trade liberalisation and lower transport costs have enabled firms and countries to fragment the production process into global value chains (GVCs). Many products are now designed in one country and assembled in another country from parts manufactured in several countries. Thirty percent of the value of exports of OECD countries comes from abroad. In this new context, GVCs and skills are more closely interrelated than ever. Skills play a key role in determining countries’ comparative advantages in GVCs. A lot of the opportunities and challenges brought about by GVCs are being affected by countries’ skills.
The OECD Skills Outlook 2017 shows how countries can make the most of global value chains, socially and economically, by investing in the skills of their populations. Applying a “whole of government” approach is crucial. Countries need to develop a consistent set of skills-related policies such as education, employment protection legislation, and migration policies, in coordination with trade and innovation policies. This report presents new analyses based on the Survey of Adult Skills and the Trade in Value Added Database. It also explains what countries would need to do to specialise in technologically advanced industries.
Executive summary
• A 534 ha Free Economic Zone situated in Kaunas, Lithuania, known as FEZ.
• Lithuania is a member of the European Union (EU) as well as a member of the Schengen area. (This
permits passport-free travel throughout the 26 countries of the Schengen area).
• Stable currency; since 2002, 3.45 Litas = €1. As from 1st January 2015, Euro replaces national currency.
• Businesses established within FEZ are totally tax-free for six years; for the next ten years, 50% reduction in
the rate of Corporation Tax. As the Lithuanian rate of Corporation Tax at present is 15%, the effective tax
rate for the first sixteen years of operation is 4.69%.
• Highly educated labour force.
• According to the World Bank, Lithuania is the seventeenth country in the world for “ease of doing
business”.
• Ability to obtain 1, 2, 3 year “temporary residence permits”, depending on individual circumstances.
• Ability to obtain Lithuanian citizenship after ten years of residence.
• Land is subleased for a term of 99 years. Pursuant to the Land Law of Lithuania, if the sublessee has
erected buildings on the land then, after the end of 99 years, the sublease will be extended until the end
of the economic life of the buildings erected on the land. The life of the building can be further extended
by continued improvements.
