1. INTERVIEW ADRIAAN KAMP (2015)

This is what energy consultant and former Shell manager Adriaan Kamp says. In his
view, almost everyone, from green entrepreneurs to fossil multinationals, loses sight of
the big picture: the need for a new 'energy architecture'.

Adriaan Kamp can rightly be called a Shell veteran. Shell recruited him in 1987 after
studying Applied Physics in Delft, trained him in the famous international oil class in
Noordwijkerhout, kept him out of military service and sent him to Oman, where he
became a supervisor in the construction of oil and gas installations. He then traveled the
world for Shell. He lived and worked in Norway, Syria, Scotland and The Hague. There,
at the head office, he gained insight into the big picture of Shell's investment decisions.
3 times uncomfortable at Shell
In 2009, Kamp felt increasingly uncomfortable in his role as manager at Shell. He spent
part of his work on unconventional plays, as projects for the extraction of shale oil and
oil sands are called in Shell jargon. 'I saw many people with a passion for their work
raise their eyebrows at the high injection pressures and large amounts of chemicals
needed to press shale oil from the rock layers.' Is this the fuel the world should continue
on? many people within Shell wondered.
Kamp also worked with Shell's famous scenarios team, which tries to predict the energy
world in the coming decades. He saw the team's struggle with predicting the future of
energy supply. 'After adding up all the pluses and minuses, we actually had to conclude:
we don't really know.'
The third point that Kamp viewed with increasing discomfort was the view of Shell's
drivers on electric transport. In his view, it was far too pessimistic. “With shale oil I heard
too big a houzee and with electric cars I heard the opposite,” he says via Skype from
Oslo where he lives and works.
Energy For One World
These three inconveniences in his otherwise comfortable job at Shell forced Kamp to
leave the multinational and found Energy For One World. With this think tank and
consultancy firm, he wants to put vision and leadership in the energy transition high on
the agenda of the energy world. For example, he set up a renewed energy transition
curriculum for Nyenrode University. Today he advises universities and energy
companies; although he must admit that he has unfortunately not yet succeeded in
converting those who need him most – oil and gas companies – into customers.
'Technically, there is no reason not to switch to sustainable energy. Not economically
either. We should have done it 10 years ago,” Kamp explains his choice to leave Shell.

2. From a historical perspective, he thinks it is fair and fair that Western countries, which
were the first to burn fossil fuels, are also the first to switch to new energy. “Then why
don't we do it?” he wondered. “With that question, I walked out of the Shell group in
2009 with my head held high.”
Lack of leadership
Six years later, his answer to that question is: lack of leadership. 'Every energy
company and every energy architecture in this world can be improved, so that the
availability, affordability and sustainability of energy is increased for everyone. However,
there is always a reason why it is not necessary. Most recently it was the economic
crisis. We need to get rid of those excuses. We need a different skill than simple
business leadership.' According to Kamp, Carlos Ghosn, CEO of car manufacturer
Renault-Nissan, who is fully committed to electric vehicles, is a good example of the
kind of visionary leader that is needed.
Energy architecture
When Kamp outlines the energy transition, he does not talk about wind turbines or solar
panels, but zooms out, leaving his story somewhat abstract. For him, an 'energy
architecture' (in other words: infrastructure, MvB) that transcends national borders is
crucial.
In addition to small-scale, local energy generation, he envisions large-scale industrial
wind farms and an international infrastructure. The regional infrastructure must be so
large that it is almost never windless everywhere in the region. “And if that should
happen in Northern Europe, Norwegian hydroelectric power stations will provide a
backup.”
The Netherlands
In the Netherlands, Kamp would like to see a program office for a new energy
architecture. Such a program office must issue or supervise tenders on behalf of the city
and country. Implementation must take place together with the business community. He
speaks of 'strong local and international collaborations and major change plans.' The
Netherlands can put itself back on the map by actually investing in sustainable and
innovative technology. To in concrete terms: the Netherlands should start by making
houses energy neutral and electrifying cars. This should be supplemented with
decentralized and central generation and a regional energy architecture. The latter
remains crucial in his view.
For the time being, there is a lack of vision and decisiveness in the Netherlands. 'The
energy transition has come to a standstill in the Netherlands because of the gas lobby.
The Netherlands has no idea what to do next if the gas field under Groningen is empty.
That will be within ten years and it is not yet on the radar, even though it makes up
fifteen percent of our economy. Germany and Denmark do have a clear vision. The
Dutch gas lobby should actually become a sustainable electricity lobby.'
Uninhabited island

3. About the answer to the question: which three executives from the energy world does
Adriaan Kamp want to teach for a week on an uninhabited island in what he considers
necessary leadership? he doesn't have to think long. Dick Benschop, director of Shell
Netherlands; Jeroen de Haas, CEO of Eneco; and Henk Kamp, Minister of Economic
Affairs (no relation, ed.). 'After that week they know that it is possible and responsible to
build a new architecture and they feel responsible for organizing that big step forward.'
Best friend
Back in the Netherlands, they could start working straight away. “Minister Kamp and De
Haas will enter into a coalition with Germany, Denmark and Norway to build a regional
energy architecture,” Kamp dreams. Dick Benschop immediately goes to his CEO Ben
van Beurden and says "Ben, I have seen the light," Kamp jokes.
'Shell will use natural gas to support the energy transition. Gas will not remain at the
forefront, but will become the last man of the energy transition team. Renault's Carlos
Ghosn becomes Shell's best friend.'
Shell could then take on the role of aggregator and financier of the new energy
infrastructure. “Shell has a lot of money and a lot of experience in implementing large
programs.”
'Too happy'
It all sounds logical. What is still holding Shell back? 'The oil and gas world is still far too
happy about extracting oil and gas. Despite all the negative reports, these are golden
times. The money is flowing nicely. The world economy is growing. Moreover, the oil
and gas industry thinks that cleantech is still too expensive and too small.'
Within Shell, which invested in solar panels, for example, the development of
sustainable energy has been consciously or unconsciously assessed too negatively,
according to Kamp.
Shell managers still have limited vision and leadership, Kamp believes.
'They talk about individual matters, not about the architecture. It is irresponsible
behavior to stop the energy transition. Due to its conservative culture, Shell is unable to
manage or lead the energy transition.”
Engineers
It is not the engineers who are blocking the transition, he says. According to Kamp –
himself a physics engineer – engineers are always looking for better technology. “Of
course, oil and gas engineers want to help create a better energy architecture in which
sustainable energy can flourish.” According to him, it is the managers with the
spreadsheets who are an inhibiting factor. 'Within Shell, the focus is on profit
maximization with its own products and services. In doing so, they deprive engineers of
their passion for good.'
Low oil price
The low oil price could have positive consequences, Kamp thinks. Oil and gas
companies are scaling back their investments in new oil and gas projects, because

4. certain projects can never become profitable at an oil price below seventy dollars per
barrel. So there is money left, he concludes optimistically. “They could invest that money
in building a new energy architecture.”
Kamp has no financial interest in his call for leadership at Shell, he answers when
asked. “I have no shares, only a pension from Shell.”

Dat zegt energieconsultant en voormalig Shell-manager Adriaan Kamp. In zijn ogen
verliest bijna iedereen, van groene ondernemer tot fossiele multinational, het grote
geheel uit het oog: de noodzaak van een nieuwe ‘energie-architectuur’.
Adriaan Kamp
Adriaan Kamp kan met recht een Shell-veteraan worden genoemd. Shell haalde hem
binnen in 1987 na zijn studie Technische Natuurkunde in Delft, leidde hem op in het
befaamde internationale olieklasje in Noordwijkerhout, hield hem buiten militaire dienst
en stuurde hem naar Oman, waar hij supervisor werd bij de bouw van olie- en
gasinstallaties. Voor Shell ging hij vervolgens de wereld over. Hij woonde en werkte in
Noorwegen, Syrië, Schotland en Den Haag. Daar, op het hoofdkantoor, kreeg hij inzicht
in het grote plaatje van Shells investeringsbeslissingen.
3 keer ongemakkelijk bij Shell
Kamp voelde zich in 2009 steeds ongemakkelijker in zijn rol als manager bij Shell. Een
deel van zijn werk besteedde hij aan unconventional plays, zoals projecten voor het
winnen van schalieolie en oliezanden in Shell-jargon heten. ‘Ik zag veel mensen met
passie voor hun werk hun wenkbrauwen optrekken bij de grote injectiedrukken en grote
hoeveelheden chemicaliën die nodig waren om schalieolie uit de steenlagen te persen.’
Is dit nu de brandstof waar de wereld op verder moet? vroegen veel mensen binnen
Shell zich af.
Daarnaast werkte Kamp met Shells befaamde scenario’s team, dat de energiewereld in
de volgende decennia probeert te voorspellen. Hij zag de worsteling van het team met
het voorspellen van de toekomst van de energievoorziening. ‘Na het optellen van alle
plussen en minnen moesten we eigenlijk concluderen: we weten het niet goed.’
Het derde punt waar Kamp met steeds groter ongemak naar keek, was de visie van
Shells bestuurders op elektrisch vervoer. Die was in zijn ogen veel te pessimistisch. ‘Bij

omgekeerde,’ vertelt hij via skype vanuit Oslo waar hij woont en werkt.
Energy For One World
Deze drie ongemakken in zijn verder comfortabele baan bij Shell, noopten Kamp om de
multinational te verlaten en Energy For One World op te richten. Met die denktank en
consultancyfirma wil hij visie en leiderschap in de energietransitie hoog op de agenda
van de energiewereld zetten. Hij zette bijvoorbeeld een vernieuwd
energietransitie-curriculum op voor Universiteit Nyenrode. Tegenwoordig adviseert hij
universiteiten en energiebedrijven; hoewel hij moet toegeven dat het hem helaas nog
niet is gelukt om degenen die hem het hardst nodig hebben – olie- en gasbedrijven – tot
klant te maken.
‘Technisch is er geen enkele reden om niet over te schakelen op duurzame energie.
Economisch ook niet. We hadden het 10 jaar geleden al moeten doen,’ motiveert Kamp
zijn keuze om Shell te verlaten. Hij vindt het vanuit historisch perspectief eerlijk en fair
dat Westerse landen, die het eerste begonnen met het verbranden van fossiele
brandstoffen, ook als eerste overschakelen op nieuwe energie. ‘Waarom doen we het
dan niet?’ vroeg hij zich af. ‘Met die vraag liep ik in 2009 met opgeheven hoofd de Shell
groep uit.’
Gebrek aan leiderschap
Zes jaar later is zijn antwoord op die vraag: gebrek aan leiderschap. ‘Ieder
energiebedrijf en iedere energie-architectuur in deze wereld kan worden verbeterd,
zodat beschikbaarheid, betaalbaarheid en duurzaamheid van energie voor iedereen
wordt verhoogd. Er is echter altijd wel een reden waarom het niet hoeft. Recentelijk was
dat de economische crisis. Van die excuses moeten we af. We hebben een andere skill
nodig dan eenvoudig business leadership.’ Carlos Ghosn, CEO van autoproducent
Renault-Nissan, die vol inzet op elektrische voertuigen, is volgens Kamp een goed
voorbeeld van het soort visionaire leider dat nodig is.
Energie-architectuur
Wanneer Kamp de energietransitie schetst, heeft hij het niet over windturbines of
zonnepanelen, maar zoomt hij uit, waardoor zijn verhaal wat abstract blijft. Voor hem is
een ‘energie-architectuur’ (anders gezegd: infrastructuur, MvB) die landsgrenzen
overschrijdt, cruciaal.
Hij ziet naast kleinschalige, lokale energieopwekking grootschalige, industriële
windparken en een internationale infrastructuur voor zich. Die regionale infrastructuur
moet zo groot zijn dat het bijna nooit overal windstil is binnen de regio. ‘En mocht dat in
Noord-Europa een keer gebeuren dan zorgen Noorse waterkrachtcentrales voor
backup.’
Nederland
In Nederland zou Kamp graag een programmabureau voor een nieuwe
energie-architectuur zien. Zo’n programmabureau moet namens stad en land

6. aanbestedingen uitschrijven of begeleiden. De uitvoering moet samen met het
bedrijfsleven plaatsvinden. Hij spreekt van ‘stoere lokale en internationale
samenwerkingen en grote veranderplannen.’ Nederland kan zichzelf weer op de kaart
zetten door daadwerkelijk te investeren in duurzame en innovatieve technologie. Om
het concreet te maken: Nederland zou moeten beginnen met huizen energieneutraal te
maken en auto’s te elektrificeren. Dit zou moeten worden aangevuld met decentrale en
centrale opwekking en een regionale energie-architectuur. Dat laatste blijft cruciaal in
zijn ogen.
Vooralsnog ontbreekt het aan visie en daadkracht in Nederland. ‘De energietransitie
heeft in Nederland stilgestaan vanwege de gaslobby. Nederland heeft geen idee hoe
het verder moet als het gasveld onder Groningen leeg is. Dat is binnen tien jaar en het
staat nog niet op de radar, terwijl het vijftien procent van onze economie uitmaakt.
Duitsland en Denemarken hebben wel een duidelijke visie. De Nederlandse gaslobby
zou eigenlijk een duurzame elektriciteitslobby moeten worden.’
Onbewoond eiland
Over het antwoord op de vraag: welke drie leidinggevenden uit de energiewereld wil
Adriaan Kamp op een onbewoond eiland een week onderwijzen in, in zijn ogen,
noodzakelijk leiderschap? hoeft hij niet lang na te denken. Dick Benschop, directeur van
Shell Nederland; Jeroen de Haas, CEO van Eneco; en Henk Kamp, Minister van
Economische Zaken (overigens geen familie, red). ‘Na die week weten ze dat het
mogelijk en verantwoord is om een nieuwe architectuur te bouwen en voelen ze zich
verantwoordelijk om die grote stap voorwaarts te organiseren.’
Beste vriend
Terug in Nederland zouden ze direct aan de slag kunnen. ‘Minister Kamp en De Haas
sluiten een coalitie met Duitsland, Denemarken en Noorwegen om een regionale
energie-architectuur op te bouwen,’ droomt Kamp. Dick Benschop gaat onmiddellijk
naar zijn CEO Ben van Beurden en zegt ‘Ben, ik heb het licht gezien,’ grapt Kamp.
‘Shell gaat aardgas gebruiken om de energietransitie te stutten. Gas blijft niet de spits
maar wordt de laatste man van het energietransitie-elftal. Carlos Ghosn van Renault
wordt Shells beste vriend.’
Shell zou dan de rol op zich kunnen nemen van aggregator en financier van de nieuwe
energie- infrastructuur. ‘Shell heeft heel veel geld en heel veel ervaring in het uitvoeren
van grote programma’s.’
‘Te senang’
Het klinkt allemaal logisch. Wat houdt Shell nog tegen? ‘De olie- en gaswereld voelt zich
nog veel te senang bij het winnen van olie en gas. Ondanks alle negatieve berichten
zijn het gouden tijden. Het geld stroomt lekker. De wereldeconomie groeit. Bovendien
denkt de olie- en gasindustrie dat cleantech nog te duur en te klein is.’
Binnen Shell, dat investeerde in bijvoorbeeld zonnepanelen, is de ontwikkeling van
duurzame energie volgens Kamp bewust of onbewust te negatief ingeschat.

7. Shell managers hebben nog steeds beperkte visie en leiderschap, vindt Kamp.
‘Ze praten over individuele zaken, niet over de architectuur. Het is onverantwoordelijk
gedrag om de energietransitie tegen te houden. Door zijn conservatieve cultuur is Shell
niet in staat om de energietransitie te managen of te leiden.’
Ingenieurs
Het zijn niet de ingenieurs die de transitie blokkeren, zegt hij. Ingenieurs zijn volgens
Kamp – zelf natuurkundig ingenieur – altijd op zoek naar betere technologie. ‘Natuurlijk
willen olie- en gasingenieurs meehelpen aan een betere energie-architectuur waarin
duurzame energie kan bloeien.’ Het zijn volgens hem de managers met de
spreadsheets die een remmende factor vormen. ‘Binnen Shell ligt de focus op
winstmaximalisatie met eigen producten en eigen diensten. Daarmee ontnemen ze
ingenieurs hun passie voor het goede.’
Lage olieprijs
De lage olieprijs zou positieve gevolgen kunnen hebben, denkt Kamp. Olie- en
gasbedrijven schroeven hun investeringen in nieuwe olie- en gasprojecten immers
terug, omdat bepaalde projecten bij een olieprijs van onder de zeventig dollar per vat
nooit winstgevend kunnen worden. Er is dus geld over, concludeert hij optimistisch. ‘Dat
geld zouden ze in het opbouwen van een nieuwe energie-architectuur kunnen
investeren.’
Kamp heeft geen financieel belang bij zijn roep om leiderschap bij Shell, antwoordt hij
desgevraagd. ‘Ik heb geen aandelen, alleen een pensioen van Shell.’
