The two-day Nepal School of Internet Governance 2018 was held at IOE Pulchowk in Kathmandu from January 19-20. Sessions included a role play to discuss challenges to the internet from different stakeholder perspectives such as civil society, private sector, and government. Challenges identified included limited technical capacity, lack of awareness, infrastructure issues, and more. Participants expressed that collaborating across stakeholders is important to make the internet more inclusive and accessible. A presentation and video from the event are available online.

Various government bodies, organizations, associations and agencies have been involved in IG discussion at different names and forms.
Right before APrIGF 2016, some of major stakeholders (DoIT, ISOC Nepal, FDE, ISPAN and IOE) had a meeting at Department of Information Technology on conducting a full stakeholder’s meeting for wider consultation. An informal meeting with IGF MAG Chair Lynn St. Amour, and NRI’s focal Anja Genjo was held during ICANN 57 [5th November 2016] in Hyderabad, India.

E-Assessment: an E-Business Enabler in Higher Education
In the context of higher
education, e-business can be viewed as the
series of interconnected processes initiated
with student application for entry and
completed upon graduation. While
e-learning is an integral component of this
process, the assessment component remains
primarily manual. This leads to an
educational paradox whereby students are
encouraged to e-learn, on one hand, while
they are imposed in old-fashioned
assessment practices, on the other. It also
establishes a business paradox whereby
universities strive to maximize their
financial incomes through research funding
but still do not exploit ICTs to minimize
their costs in the pillar of assessment. As
ICT skills span the requirements of
university students horizontally and across
departments, developing an e-Assessment
System for ICT skills could address both
paradoxes. This paper presents an
e-Assessment system implemented within a
nursing university department setting with
79 participants in Cyprus. Findings of a
quasi-experimental design that validated
the system’s effectiveness indicate that
performance of students who used the
system were significantly different than
those students who followed a traditional
learning process.

Simon Delakorda from the Institute for Electronic Participation in Slovenia presented on establishing and facilitating deliberative internet public debates. Some of the key issues discussed included how to moderate debates without censorship, ensuring legitimacy and inclusiveness, addressing privacy concerns for participants, and getting policymakers to include the results of internet debates in adopted legislation. Delakorda argued that internet debates can increase visibility, legitimacy, and participation for NGOs, but present challenges around resources, expertise, and ensuring impact. Active moderation, unbiased reporting, and follow up are important to maximize the democratic potential of online debates.
Capacity Building for Digital Governance

Living Labs create open ecosystems to engage stakeholders, stimulate collaboration and enable behavior transformation. ENoLL currently supports 236 European Living Labs and 38 outside of Europe, working to expand globally. Thematic subnetworks focus on issues like smart cities, health, and sustainability. ENoLL is developing a Public-Private Partnership initiative to support research, education, large-scale pilots and international collaboration to address challenges through user-driven open innovation.

In 2023, under the United States’ Chairship of the Freedom Online Coalition (FOC) and in line with the activities outlined in the 2023 Program of Action, the FOC aims to increase ties between FOC multilateral policy development and country-level development activities.
