This document outlines strategies for intermediate level Open Global Campus for Democratic Participation (oGCDP) clusters to implement between 70-150 exchanges while maintaining quality standards. It recommends focusing recruitment and marketing efforts on specific target universities and colleges. Local chapters should have 1-3 vice presidents managing 4-9 teams. Front office strategies include focused raising and matching of exchanges from targeted universities and recruitment of most oGCDP members from partner institutions. Back office support involves training exchangers and ensuring self-matching to improve engagement. Capitalizing on relationships with certain countries and segmenting issues can also help drive exchanges. The goal is effective partnership development and multi-dimensional collaboration with institutions.
