The aim of this digital artifact is to inform the general public, particularly the Central African States, about the different financing options available to the World Bank Group through its International Development Association (IDA) in its Private Sector Window (PSW). We present a practical example of how IDA uses its PSW funding strategy as a solution for the economic recovery of Fragile and Conflict-affected States (FCS) such as the Central African Republic. Finally, as sustainable development is a participatory process, we present some premises on which these poor countries or FCS must work in order to allow an effective exit from poverty and underdevelopment to prosperity.
Make in India can be a path breaking campaign provided it is grounded by right policy measures and innovation ecosystem. Technology has a pivotal role in this and the efforts of the nation in promoting technological innovations have so far yielded limited success. Technology transfer requires easing FDI limits and other fiscal incentives. However, the past experience of technology transfers in military indicated failure to deliver by foreign partners. Liberalization as well as stringent conditions is hence important to make technology transfer through collaborations. Indian government has announced some fiscal incentives and welcomed collaborations. In the light of this, the need for developing competences for technology absorption has gained attention. The paper presents technology transfer and absorption issues for the success of Make in India.

12. The second area is in enhancing capabilities. SPETA, together with SIMTECH, has developed a simulator for training computer numeric control machinists, which can significantly reduce the hours and machine resources required, compared to traditional training methods. In other words, trainees would be able to practice different and more types of machining requirements within the same allocated training time. With this additional preparation, trainees would have a shorter learning cycle when they start working with the companies. I am pleased to note that the Institute of Technical Education (or ITE) is already in discussion with SPETA to integrate this simulator into their training curriculum.

create โmega industrial parksโ, wherein
all infrastructure should be under control
of a single entity, PPP or Private Mega
Industrial Parks, which would provide
common facilities like STP, ETP,
Transformer, DG, UPS, Packaging,
general utility support, logistics
management, storage facilities etc. In
t h i s s c e n a r i o , p r o s p e c t i v e
manufacturing units would only need to
set up their plant and machinery without
worrying about land acquisition and
related challenges. Land acquisition is
also one of the deal-breakers for
multinational companies as well. The
plug-and-play infrastructure facility
should disaggregate assets like land,
building, common infrastructure,
services and plant & machinery, while
allowing easy transfer of machinery if
the project is not viable. Easy and value-
for-money rentals in the mega parks
should also be considered to encourage
more participation.
Global Trade Wars have been
making headlines almost every day in
the recent times. Uncertainty is looming
over both developed as well as
emerging economies making economic
survival and viability unpredictable. In its
quest to become a self-sufficient nation,
promote domestic production and
discourage imports, Government has
been aggressively promoting โMake in
Indiaโ initiative. It has also launched
several other schemes to support
budding entrepreneurs and established
manufacturing units.
Being a self-sufficient nation is an
ideal situation but requires higher
Government intervention and support.
The MSME sector, considered to be the
engine of growth for any nation, is
currently facing multiple challenges in
India. Absence of adequate and timely
organized finance, limited knowledge,
non-availability of suitable technology,
high cost of credit and overregulation
are factors impending growth of this
sector. Adding to the woes, currently,
banks, NBFCs and other financial
institutions are facing severe
turbulence, thereby further choking the
liquidity pipeline and growth engine of
the nation.
Proposed Model :
Government should start by
identifying one cluster for import
substitution and emerging export
industry. Within the cluster, at least 10%
of the space should be reserved for
common services like banks, logistics,
R&D labs, Packaging, Product
Displays, Staff Transportation etc. It
should provide interest subvention of
5% for all investments in these specified
clusters and support developers to

Hitherto, investment in land was a
good investment as the land was
expected to appreciate and thus many
entrepreneurs would invest in land to
set-up their production facilities.
Contrary to this, in the current scenario,
land prices are high, stabilized and not
expected to appreciate in the near
future, thus being a discouragement for
many companies and entrepreneurs.
Land acquisition is anyways considered
to be a challenge and most people
would like to avoid.

growing global trade wars, Government
needs to encourage growth in domestic
manufacturing capacities. It should

initiative and needs to be supported by
not only ease of doing business or
finance facilities, but should also be
backed by easily available, hassle-free

Based on the above case study, it
may be observed that there has been in
overall reduction of ~28% in funding
requirement as well as reduction in
project gestation period by one year,
having an impact of ~15% reduction in
