Bengaluru: ISRO on
Wednesday announced
that the launch of coun-
try’sthirdlunarmission,
Chandrayaan-3mayhap-
pen next year and said
four from the Indian Air
Forcehavebeenselected
for the ambitious Gaga-
nyaan programme,
whose astronaut train-
ing would commence
soon in Russia.
The announcement
comes a day after Un-
ion Minister Jitendra
Singh said India will
launch Chan-
drayaan-3 in 2020.
Addressing a press
conference here,
ISRO chairman K Si-
van said work related
to the third lunar
mission was going on
smoothly.
It will have a lander,
rover and a propul-
sion module like its
predecessor, he noted.
He also said the
launch of Chan-
drayaan-3 may shift to
next year.
Work on both Chan-
drayaan-3 and Gagan-
yaan,thecountry’smaid-
en manned space mis-
sion,wasgoingonsimul-
taneously, he added.
Noting that Chan-
drayaan-2 orbiter’s
mission life was seven
years, he said it would
be used for the third
lunar mission as well.
Giving an estimate of
the project cost for
Chandrayaan-3, Sivan
said, “It would cost Rs
250 crore.”
On the launch pad to
come up in Tuticorin in
Tamil Nadu, Sivan said,
“Apart from the space
port at Sathish Dhawan
Space Centre in Sri-
harikota, the land ac-
quisition for a second
one has been initiated
in Tuticorin district.”
As regards the choice
of location, he said, “It
was mainly to get ad-
vantages of southward
launch especially for
SSLV (Small Satellite
Launch Vehicle).”
Observing that the
pad, once set up would
be used for launching
SSLVs initially, he
said it may be expand-
ed for big ones in fu-
ture.
On future missions,
he said, “25 missions
have been planned for
2020.”
“The missions that
were planned in 2019
and could not be com-
pleted would be fin-
ished by March this
year,” he said.
When asked what
went wrong with
Vikram lander of Chan-
drayaan-2, he said it
was due to velocity re-
duction failure.
“The velocity re-
duction failure was
due to internal rea-
sons,” he said.
Chandrayaan-2 mis-
sion was India’s first
attempt to land on lu-
nar surface. The ISRO
had planned the land-
ing on the South Pole
of the lunar surface.
However, the lander

Jaipur: While several
people like to spend
the first day of the
year, along with fam-
ily or friends and
bring about a lazy
start to their year,
Chief Minister Ashok
Gehlot, known for his
workaholic lifestyle,
ushered in the first
day of 2020 by calling
a cabinet meeting.
The meeting, which
took place in the even-
ing, was called at a
short notice wherein
the action plan of Ge-
hlot’s Nirogi Rajasthan
campaign was ap-
proved. Furthermore,
discussions were also
held on the locust issue
and the Citizenship
Amendment Act (CAA).
Notably, deputy chief
minister Sachin Pilot
could not attend the
meeting as he is out of
station. Interestingly,
Transport Minister
Pratap Singh Khachari-
yawas, who was observ-
ing no vehicle day, trav-
elled on a cycle to attend
the cabinet meet and
requested his col-
leagues to do the same
once a month.
The meeting that
lasted for an hour,
was briefed by health
and DIPR minister Dr
Raghu Sharma who
said that lengthy dis-
cussion was held on
the three issues
wherein CM Ashok
Gehlot has registered
his worry over the lo-
cust issue.
“The Chief Minis-
ter has toured the af-
fected areas and given
orders for Girdawari.
Additional resources
have been demanded
from the Central gov-
ernment,” Sharma
informed.
Meanwhile, The Ac-
tion Plan of Nirogi Ra-
jasthan was also dis-
cussed wherein the iss-
sue as to how seamless
coordination between
various departments
can prove to be a big
boon in taking this pro-
gram to each and every
individual.
“All the ministers
have been given respon-
sibilities related to
Nirogi Rajasthan and
all government depart-
ments will work on this
as a mission,” the
health minister said.
While the country
is boiling over NRC
and CAA, the Gehlot
cabinet also discussed
the issue as pertain-
ing to the situation in
Rajasthan. “The state
government has de-
manded from the un-
ion government to
hold discussions on
actual issues. The
government should
act to remove this eco-
nomic slowdown in-
stead of getting in-
volved in NRC and
CAA,” the minister
added.
Approval was given
to decisions previous-
ly taken through cir-
culation. Although
discussion was held
on three issues, no
policy decision was
taken in the cabinet

Infant with 70% burns
in neonatal unit fire dies
Jaipur: A newborn girl,
who was critically in-
jured when a fire broke
out in the neonatal care
unit of a hospital in Ra-
jasthan’s Alwar on
Tuesday, succumbed to
burn injuries, an offi-
cial said on Wednesday.
The baby girl was
admitted with 70 per
cent burn injuries at
a Jaipur hospital and
was on ventilator
support.
There were 15 in-
fants admitted to the
neonatal care unit of
the Geetanand Hospi-
tal in Alwar when the
fire broke out in an
oxygen pipeline con-
nected to a radiant
warmer around 5 am
on Tuesday.
The girl, who was be-
ing treated for pneumo-
nia, had burn injuries
on her face, chest and
shoulder, while others
kids were shifted to
other units, an official
had said.
“The girl has died
today,” J K Lon hospi-
tal superintendent
Ashok Gupta said.

government decided to

“The main event of
the 10th Guru of Sikh
religion Gobind Singh’s
birth anniversary will
be held at Kartarpur on
January 5,” the official
said, adding that strict
security measures have
been taken to avert any

sary of Guru Gobind
Singh Ji Maharaj, the
10th guru of the Sikhs.
He was born in Patna
and through the way he
led his life, emerged as
a great inspiration for
people. He unflinch-
ingly supported social
equality and stood
against tyrannies and
disparities. According
to the Gregorian calen-
dar, Guru Gobind Sin-
gh’s Jayanti falls in De-
cember or January
every year. But the an-
nual celebrations of
the Guru’s birth anni-
versary take place as
per the Nanakshahi
calendar. This year, it
falls on January 2.
On this day, devotees
gather and offer their
prayers for blessings.
Large processions are
organised and they
sing devotional songs
as well as share food
with adults and chil-
dren. Then they all
halt at gurudwaras,
their places of wor-
ship. It is here that
they offer special
prayers. Food plays a
major role in the cele-
brations and the cele-
brations are incom-
plete without it.
It was he who introduced the five ‘K’s
that the Sikhs abide by:
	z Kesh: uncut hair
	z Kangha: a wooden
comb
	z Kara: an iron or steel
bracelet worn on the
wrist
	z Kirpan: a sword
	z Kacchera: short
breeches
Guru Gobind Singh
was also a poet and
writer. He declared
the Holy Scriptures
of Guru Granth Sahib
as the permanent
guru of the Sikhs. It
is believed that the
Guru in 1699 baptised
five men from ‘lower
caste’ as his ‘Five
Beloveds’. He passed
away in 1708.

In some places
it is common for
large proces-
sions to spread
the cheer by
going through
markets or colonies on
Guru Gobind Singh Jay-
anti singing devotional
songs during the public
march and distributing
sweets and cold drinks
(like sharbat). Some of
these processions are
organised by Gurud-
waras and the proces-
sion includes the Guru
Granth Sahib being
escorted on a special
pedestal.

Jaipur: Keeping up its
promise to Resident
doctors, the Gehlot gov-
ernment has given
them New Year gift of
reduced fee. They would
also get hostel allow-
ance of Rs2500 per
month.
When resident doc-
tors had gone on strike
demanding a roll back
of fee hike among other
things, health minister
Raghu Sharma had tak-
en initiative to talk to
them and assured that
fee would be reduced.
The government had
hiked their fee to Rs
95,000, which was al-
most 20 times of their
current fee. The resi-
dents had called state-
wide strike and had re-
fused to accept health
minister’s words insist-
ing on issuing written
order by government.
Minister had prom-
ised that the fee would
be reduced. On his in-
structions, the medical
education department
immediately sent a pro-
posal to this effect to fi-
nance department.
On Wednesday, the
medical education de-
partment issued order
of reduced fee after
sanction received from
the finance department.
What’s more, another
demand of resident doc-
tors that the govern-
ment should pay them
hostel allowance to
those who don’t get hos-
tel accommodation, the
government has sanc-
tioned Rs2500 per
month.
While, the renewed
fee order would be im-
plemented from the
next academic session;
hostel allowance would
be applicable from the
month of January.

Jaipur: The Rajasthan
Subordinate and Minis-
terial Services Selection
Board on Wednesday
cancelled an exam held
earlier this week for re-
cruitment of librarians
as the question paper
was leaked, a senior of-
ficial said. A new date
for the exam will be an-
nounced soon, he said.
According to police,
the question paper and
the answer key for the
Rajasthan Subordinate
and Ministerial Servic-
es Selection Board
(RSMSSB) exam on
Sunday was leaked two
hours before the exam.
“We have decided to
cancel the exam in view
of the paper leak. A new
date will be announced
soon,” RSMSSB chair-
man BL Jatawat said.
Nearly 55,000 candi-
dates had appeared for
the exam for recruit-
ment of 700 Grade III
librarians in Secondary
Education Department.
Following a tip off,
raids were conducted at
around a dozen places
before the exam on Sun-
day. Six persons, includ-
ing two women candi-
dates, were arrested
from a hostel run by an
owner of a coaching in-
stitute in Jaipur, the po-
lice said.
The police recovered
the question paper and
the answer key.
The accused had cre-
ated a WhatsApp group
named “Jai Shree
Krishna” and shared
the paper and the an-
swer key two hours be-
fore the exam. There
were five members in
the group, the police
said. The accused were
identified as Mausam
Chaudhary and Brah-
ma Chaudhary, both
candidates, and Amit
Chaudhary, Pradeep
Kumar, Manoj Kumar
and Surendra, who had
arranged the paper,
they said.
The main accused in
the case, Sandeep Neh-
ra, who owns a coaching
institute, is absconding,
they added.
According to police, it
is suspected that a po-
lice constable was also
involved in leaking the

One Bravo sahab from the rural areas
of the state, apparently is enjoying a
lot of “power” in the Police Head Quarters
(PHQ). It is all due to
Bravo’s “power” that
those junior to him and
those senior to him are all
in line, reporting him on
various issues. Although
the Bravo is routinely
exercising his “power” however this is not
going down well with a few of his seniors
seated in PHQ who are reportedly annoyed
at the Bravo’s involvement in the PHQ
affairs. On this a few senior officials have
even alerted the CMO, however, due to a
“Bade sahab’s” blessings, the Bravo fears
none and neither does he care for anyone.
IAS OFFICIAL MANAGED TO DROP SCOOTY
PROJECT FROM DEVNARAYAN YOJANA!
Asurprising development has occurred in the state wherein
the state government could be in “trouble” due to a “ploy”
of officials. Well, a field has been “tilled” by an official who held
the charge of Tribal Commissioner during previous government’s
rule. Although not concerned with his department now, the official
somehow managed to change the scooty project of the state
government. This IAS met with concerned minister even though
the project has no role in his current posting and even without
any approval from the minister, the scooty project was removed
from Devnarayan Yojna. Moreover, not just this, the number of
scooty bikes to be given was also reduced while also removing
the provision of handing scooty to 10th pass girls in Tribal Areas.
However, if you thought this was the most surprising development,
then wait! The sahab has even managed to get all this development
approved with the concerned department’s proposal or letter to
this regard. Furthermore, the entire matter was not brought to the
notice of the Chief Minister’s Office as well! It is now believed that
the CMO can take action on the concerned officials.
RTO’S ROSTER ISSUE TAKES
AN INTERESTING TWIST
An interesting turn of events or rather a
U-Turn has occurred in the RTO roster
episode. RTO Rajendra Verma will again
have to face two “hurdles” at Jagatpura,
as the two clerks had been relieved by
the RTO nearly four days back. The clerks
had been posing as a hurdle in RTO’s way
of carrying out a roster of his own liking.
However, now it is learnt that the RTO has
received a “piece of mind” from a superior
and the headquarters also declined giving
position to both clerks and sent a letter
stating that the HQ wanted information
assistant and instead clerks have been
sent to them. Now the clerks have been
ordered to join back at Jagatpura and
now the officials are waiting for Verma’s
“Counter”.

gee, was allegedly asked
by Rajasthan Board of
Secondary Education to
provide eligibility cer-
tificate to appear for
board examination of
12th standard sched-
uled later this year.
However, State Edu-
cation Minister Govind
Singh Dotasara has said
that the girl will be al-
lowed to appear in the
exam even if the gov-
ernment has to change
rules. Dami, who came
to India from Sindh in
Pakistan a few years
ago fleeing religious
persecution, completed
her 10th from Pakistan.
She is living in Aan-
ganwa refugee camp,
near Jodhpur and got
admission in a local
school in 11th standard.
“I took admission in
the school in 2018. I
studied there for the
whole year and passed
the 11th standard. Only
one month are left for
board exams and the
school has given me a
notice stating that I will
not be allowed to ap-
pear. I have given all the
proofs. I should also get
the right to education,”
Dami said..

embassy seeking de-
tails of their
syllabus.“If we get posi-
tive response from
them, we will allow her.
Even if we get a nega-
tive response, we will
change rules and will
allow her,” Dotasara

locals on occasion of new year. A
lot of people were present in the
public hearing with their problems
and Poonia assured to resolve
them. Most people complained
about basic facilities like water,
electricity and roads.
Poonia said interaction between
representatives, public and work-
ers is very important. We meet
many times, but problems are not
analysed. To listen to peoples’
problems, arrangements for public
hearing have been made in divi-
sion. Public can report their prob-
lems to the Jansamwad Kendra,
which would then be resolved.

Jaipur: India enters the
2020 with a successful
world record, having
succeeded in breeding
of Great Indian Bus-
tard, whose global popu-
lation had plummeted
to 150, according to offi-
cials and they were less
than 75 as per the pri-
vate sector experts.
Nine eggs were col-
lected in the Desert Na-
tional Park in Jaisalmer
district during summer
of 2019. They were arti-
ficially incubated.

are females, one male

Jaipur: Only a handful
of dayshavepassedsince
a panther terrorized the
peopleof Jaipurfornear-
ly twenty four hours,
when on the first day of
the New Year, another
feline crossed over from
the jungle environs.
However this time,
the feline did not terror-
ise the people, rather
the forest officials came
out to help as it needed
medical attention. Due
to intense cold over the
past few days, the feline
was in a “frozen” condi-
tion as she was battling
cold, dehydration and
had not eaten for quite
sometime.
When early in the
morning people sighted
the panther near Ghat
Ki Guni, at first they
rushed away from the
spot thinking that the
panther would attack
them. However, on real-
ising that she wasn’t
moving, they went near
and inspected it. “Peo-
ple realised that al-
though it was alive it
was probably suffering
from some health issue
and thus they quickly
put a blanket around
the sub-adult female
and lit a fire to keep her
warm,” officials said.
Meanwhile, the for-

tiger reserves soon,
which will take the
number of tiger re-
serves in the state to
five. The Forest Depart-
ment has sent a propos-
al to the state govern-
ment to form the tiger
reserves in Kumbhal-
garh and Ramgarh
Vishdhari. An an-
nouncement will be
made regarding both
the tiger reserves as
soon as permission is
granted by the state
government.

out of Ranthambore in
search of new territory.
Similarly, the move-
ment of four tigers was
reported in Bundi’s
Ramgarh Vishdhari
corridor as well. Tiger’s
exit from the reserve
can be a threat to its life.
Currently, Ramgarh
Vishdhari does not have
the status of a tiger re-
serve, although efforts
are being made to make
it a reserve.

wait of Kumbhalgarh
having a forest area of
1280 sq km is also going
to end soon. Kumbhal-
garh has 350 sq km of
dense forest area, in
which the number of
prey base is also very
good. Moreover, grass-
lands are being devel-
oped to increase the

make Kumbhalgarh a
tiger reserve, after

Vikas Adhikari on

in Bhilwara district had

lieu of providing a cer-
tificate for lease deed of
an ancestral land.
“Recently one Muke-
sh Solanki had regis-
tered a complaint say-
ing that the official,
identified as Hansraj
Bairwa (27), had been
demanding a bribe of
Rs1000 for the certifi-
cate of registration of
lease deed to a house
belonging to his father
and relatives. After the
complaint was regis-
tered, a verification bid
was initiated during
which the man took
Rs400,” official said.
On Wednesday a trap
was laid and the official
was nabbed red handed
accepted the remaining
amount of Rs600 from
the complainant. A
case under prevention
of corruption act has
been registered and
further action in the
matter is being taken

incursions by Chinese

kh and Arunachal

troops had a 10-week
face-off at Doklam near
Sikkim, as Indian sol-
diers crossed into the
plateau to prevent Chi-
nese road construction
workers from extending
a road to the strategic
Jampheri ridge-line.

Doklam plateau an un-
disputed part of Bhu-
tanese territory, while
China considers it an
extension of its Chum-
bi Valley, a wedge of

tween Sikkim to the

KEDARNATH DISASTER VICTIM
REUNITED WITH FAMILY
New Delhi: An elderly labourer who had gone
missing in the 2013 Kedarnath natural disaster
was reunited with his family. Jamil Ahmed Ansari
belonged to Sitarganj and was working at Lam-
bagad when the tragedy struck. He lost contact
with his family due to partial memory loss. Ansari
was reunited with his kin under Operation Smile.
Ansari lived for six years at an old-age home. He
contacted the authorities when he started regain-
ing his memory. Police then found his family, his
wife and two daughters, through social media.
BJP OFFICE TO HAVE MAPS
DEPICTING J&K, LADAKH STATUS
New Delhi: With political map of India having
changed after bifurcation of Jammu and Kashmir
into two union territories, old maps of the country
are set to be replaced by the BJP at its headquar-
ters. Sources said that with the government having
released the maps of Union Territories of J&K,
Ladakh and the map of India with these changes,
the party would soon replace maps of India dis-
played in the rooms of its office bearers. Once the
process is completed at the party’s central office,
a similar move is also expected in all state BJP HQ.
NEET 2020 REGISTRATION DATE
EXTENDED TILL JANUARY 6
New Delhi: The last
date for submission of
application form of NEET
(UG) - 2020 has been
extended to January 6 (up
to 11:50 PM), to help the
candidates who were not
able to apply online due
to heavy rush on the web-
site. This is being done
following many requests
that have been received
by the Ministry of Human
Resource Development.
The date of correction of
particulars in the online
application form remains
the same, i.e. from Janu-
ary 15 to January 31 (up
to 11.50 pm). Addition-
ally, candidates from the
Kashmir Valley, Leh and
Kargil can submit the
application form offline at
the Nodal Centres fixed by
the NTA.

KERALA HEADS FOR
CONFRONTATION
WITH CENTRE
ith the central government ex-
tending a veiled threat to Kerala
directing it to implement the
new citizenship act or it will ex-
ercise its Constitutional options,
both appear heading for first-ever serious
crisis in the country’s independent history
after an opposition-ruled southern state as-
sembly passed a resolution against enact-
ing federal law.
Following the passage of CAA in Parlia-
ment and proposed National Citizens Reg-
ister, the situation seems to have come to
such where there is no meeting ground
left because the centre has turned down
the offer of an all-party meeting on the
contentious issues whereas as CPI (M) led
Kerala assembly has passed a resolution
that not only brings it in direct confronta-
tion with the centre but also all set to cre-
ate a serious political and Constitutional
crisis.
Under Indian Constitution, the states
are mandatory to implement any law that
parliament passes and if any of the states
refuse to oblige, the centre has the option
to take the Constitutional route i.e. prom-
ulgation of President rule in that particu-
lar state. Imagine the scale of the crisis in
case all opposition-ruled states follow
Kerala’s path, the country will plunge into
because domains of parliament and legis-
lative assemblies, executive and judiciary
are independent and well defined under
the Constitution.
Technically, Kerala has defied the Consti-
tution arguing that the law is against the
basic character and Preamble of the India
Constitution, the centre has gone one step
ahead threatening the state that if it did not
implement the new law, it knows how to use
available Constitutional options. Such a
conflict is bound to have its far-reaching
implications on the centre-state relations,
which were clearly described in the Sarka-
ria Commission report. In a federal demo-
cratic system like India, Centre though has
absolute powers in certain contexts, but by
and large it is duty-bound to work in tan-
dem with the states.
Practically, centre cannot get any law
implemented without the consent of states
because providing logistics and other re-
quirements are under the domain of the
states. The law minister says the states
constitutionally cannot deny implement-
ing a law like CAA, which is passed by par-
liament and “perfectly legal”. None of the
Constitutional experts have questioned
the legality of the new law, but their point
of contention is the intention behind the
enactment, as it delinks a particular com-
munity from the other which is in contra-
vention to the Preamble of the Indian Con-
stitution that describes India as a sover-
eign, socialist, secular, democratic repub-
lic. Before we reach to point of no return
still there is time left for saving federal
democracy.

W
n the game of life, destiny deals
us a set of cards – circumstanc-
es that we have no choice but to
work with. Nevertheless, we
are told that it is up to us how
we play the game. We could
have a great hand and lose, or
we could have a lousy hand,
play it right, and still win.
In order to attempt to play it
right though, we must start by
accepting what comes our way
as being the result of our own
past actions. When faced with
difficult situations, we can
curse destiny, we can cry and
rebel, or we can accept the con-
sequences of our own actions,
take responsibility, and try to
pick up the pieces.
It would be one thing if we
could simply fold and cut our
losses. But when there is no
such choice in life, if we have
to play the game whether we
like it or not, then why not play
it right?
One of the most effective
ways to help us improve our
game is to focus on solutions
and not simply on the problem.
After all, how many times have
we been able to clear a traffic
jam by swearing our way
through it? How many times
have we settled our bills by
complaining about how expen-
sive things have become? Or
how many times have we allevi-
ated pain by moaning and
groaning? Rather than spend-
ing our time and energy com-
plaining about things and not
getting anywhere, it would be a
smarter choice to try and focus
on a course of action that
would help solve these prob-
lems.
We have to be careful though,
because once we have thought
about what we need to do in or-
der to solve a problem, what
tends to set in next is worry
about the possible outcome of
our actions.
Once we take everything into
consideration and make a
mindful choice on the card that
has to be played next, then
there is no point worrying. It is
understandable to be afraid of
some of the possible results,
but what is unwise is repeat-
edly going through them in our
head and consequently multi-
plying our grief.
We can only try our best;
other than that there is nothing
else we can do. Once the batter
is mixed as per the recipe, there
is nothing else that needs to be
added to it to obtain a sponge
cake – it just has to be put into
the oven. Yes, we can pray for it
to turn out the way we would
like, but even this is not neces-
sary. Our Master will give us
that which is best for us; he al-
ways does.
We should know that there
is always some good in what-
ever he deems fit for us – it is
just a matter of focusing on
the donut and not on the
hole. After the 17th-century
scholar, Matthew Henry was
accosted by thieves and robbed
of his purse, he wrote this in
his diary:
Let me be thankful first, be-
cause I was never robbed be-
fore; second, because, although
they took my purse, they did
not take my life; third, although
they took my all, it was not
much; and fourthly, because it
was I who was robbed, not I
who robbed. As quoted in Eve-
ry Day Deserves a Chance Life
is about where we choose to put
our attention. If we conscious-
ly try to allocate our attention
to finding solutions rather
than dwelling on problems; if
we make a mindful effort to do
our best given the circumstanc-
es and then leave the rest to
him who knows better; and if
we keep attempting to focus on
the positive no matter what
may be going on in life, we will
find that it is easier for us to
cope.
Nevertheless, there will be
many times when difficult cir-
cumstances will draw our at-
tention forcibly in their direc-
tion, making us feel disillu-
sioned, debilitated and perhaps
powerless to make the neces-
sary choices.
We have been emphatically
reassured over and over again
that our worldly and spiritual
lives will be taken care of, pro-
vided we are sincere in our
meditation; that is, sincere in
our intention, our preparation
and our execution of it. If we
keep our part of the bargain
every day, come what may, our
Master will help us make the
necessary decisions.
If we do our meditation, we
will know and feel that we are
not playing the game of life
alone; that the Master-player is
on our side, cheering us on,
supporting us and doing every-
thing in his power to make sure
we end up playing it right!

We should know that
there is always some
good in whatever he

focusing on the donut
and not on the hole

kinds of people
— and not just
people. Rather,
I should say,
there are two kinds of sen-
sory styles. This applies to
animals, even to Roombas.
Knowing those styles
helps fix some common ar-
guments. Think of senso-
ry processing in gener-
al—the making sense of
the world we do for a liv-
ing—as something like the
acoustic processing done
by a submarine. Subma-
rines “ping.” Everybody
knows about those sudden
burst of sculpted sound —
PINNGGGgggg…—a sub-
marine emits in order to
listen for echoes. Echo-lo-
cation works like a strobe
light: Send out a burst of
energy, wait for the return
signal. Provide your own
illumination, interfere
with the world, let it know
you’re there.
But not all submarines
work that way. Some of
them listen to their envi-
ronment silently, emitting
no energy and offering no
clue of their existence
(“silent running”). It’s
slow work, and requires
constant attention, but
you’re much less likely to
be attacked, since others
may not notice you’re
there. As strategic choic-
es, listeners listen, and
pingers ping, but only for
the most part, because
those two strategies are
just opposite poles of the
general strategy of ping-
ing. Pinging means inter-
fering with the world in
order to learn about it.
Pinging interferes a lot,
listening only a little.
Pinging is best for reori-
entation, because it’s in-
termittent —like turning
on a room light briefly, to
remind yourself how far
away the door is, or rock-
ing a dial or a physical
object back and forth, to
locate the “edges” of its
balance to infer where the
middle is. Pinging is algo-
rithmically efficient; one
burst can illuminate a lot,
and dividing the task of
sensing into separate out-
put and input phases sim-
plifies computation. Un-
fortunately, the pinging
approach is so efficient
that it becomes addictive.
Once you become a
pinger, in practical terms
it’s hard to go back. For an
inveterate pinger (like
me), the longer I go with-
out a ping to orient my-
self, the more uncertain
and at sea I feel. It’s hard
to wait long enough to
gather the long-term data
which might ultimately
improve my listening
skills. So even now, I’m
still a pinger.
Listening is mostly used
when pings are expensive,
as in crowded classrooms
and interaction with high-
er-status people. Listening
specializes in highly sensi-
tive, long-duration data
acquisition, both during
calibration and during ac-
tual use — which are often
the same thing. Listening
best applies to social situ-
ations, felt in 3D space, be-
cause the body’s physical
and emotional resonances
can coherently accumu-
late extended signals from
other people. Listeners go
more by “feel” than rules.
My wife is a classic lis-
tener, from a family of sto-
rytellers who value listen-
ing. Her nervous system
has always been finely
tuned and sensitive, so she
could listen well and could
anticipate people’s moods.
Furthermore, when she
was growing up, people
who looked like her were
supposed to keep their
mouths shut; in her grade-
school classrooms, even
her excellent questions
were punished. So she
learned to pay close atten-
tion to other people, and
not to interfere.

New Delhi: Gross rev-
enue on account of
Goods and Services Tax
(GST) totalled Rs 1.03
lakh crore in December,
up 16 per cent in the
year-ago period, the
government said on
Wednesday.
Of this amount, the
Central GST was Rs
19,962 crore, State GST
Rs 26,792 crore and Inte-
grated GST Rs 48,099
crore (including Rs
21,295 crore collected on
imports) and cess Rs
8,331 crore (including Rs
847 crore collected on
imports). The total num-
ber of GSTR 3B returns
filed for the month of
November up to Decem-
ber 31 is Rs 81.21 lakh,
accordingtoastatement
issued by the Ministry
of Finance.
The IGST collected
from imports, the total
revenue during Decem-
ber 2019, increased by 9
per cent in comparison
to the revenue during
December 2018.
During the month,
the IGST on import of
goods saw a negative
growth of 10 per cent
but marked an im-
provement over minus
13 per cent in Novem-
ber and minus 20 per
cent in October.
The government set-
tled Rs 21,814 crore to
CGST and Rs 15,366
crore to SGST from
IGST as regular settle-
ment. The total revenue
earned by the Centre
and state governments
after regular settlement
in December is Rs 41,776
crore for CGST and Rs
42,158 crore for the

vilian prisoners and
fishermen lodged in
each other’s jails.
The Ministry of Ex-
ternal Affairs (MEA)
said India handed over
to Pakistan lists of 267
Pakistani civilian pris-
oners and 99 fishermen
in its custody.
Pakistan has handed
over a list of 282 Indian
prisoners, 55 civilians
and 227 fishermen,
lodged in the country’s
jail to the High Commis-
sion of India as part of
a bilateral agreement.
The lists were ex-
changed in keeping
with the provisions of a
2008 agreement under
which such lists of pris-
oners are shared on
January 1 and July 1
every year.
The Indian govern-
ment called for an early
release and repatriation
of Indian civilian pris-
oners, missing Indian
defence personnel and
fishermen along with
their boats from Paki-
stan’s custody.
In this context, Paki-
stan was asked to expe-
dite the release and re-
patriation of four Indi-
an civilian prisoners
and 126 Indian fisher-
men to India whose na-
tionality has been con-
firmed and conveyed to
Pakistan, the MEA said.

‘Obligation to implements laws made by Parl’
New Delhi: After the
Kerala Assembly on
Tuesday passed a reso-
lution seeking with-
drawal of the Citizen-
ship (Amendment) Act,
2019, Union Law Minis-
ter Ravi Shankar Pras-
ad on Wednesday said
that there is a constitu-
tional obligation on
every state to imple-
ment the laws made by
Parliament.
“There is a constitu-
tional obligation on
every state to exercise
the executive power in
such a way that ensures
the compliance with
laws made by Parlia-
ment,” Prasad told re-
porters here. The Kera-
la Assembly on Tuesday
passed a resolution
seeking the withdrawal
of the Citizenship
(Amendment) Act, 2019.
Before the resolution
was passed against the
Act, Chief Minister
Pinarayi Vijayan in a
special Assembly ses-
sion targetted the RSS
and said the citizenship
law is part of an agenda.
“The CAA is the part
of an agenda. Muslims
are being considered as
internal enemies by the
RSS, who is controlling
the ruling dispensation
at the Centre,” he al-
leged.
The new law grants
citizenship to Hindu,
Sikh, Jain, Parsi, Bud-
dhist, and Christian
refugees from Pakistan,
Afghanistan, and Bang-
ladesh who came to In-
dia on or before Decem-

Jodhpur: The Jodhpur
police arrested a histo-
ry sheeter early on
Wednesday morning for
created panic and ter-
rorizing people during
a new year party in the
sun city.
The man had opened
fire at a few home-guard
cops when they denied
giving him admission
for the party. One of the
bullet even grazed a po-
lice officer. Notably, re-
acting swiftly against
the man, the Jodhpur
police searched for him
the entire night and fi-
nally zeroed in on his
hideout. It was followed
by an exchange of fire.
The cops were able to
injure the man which
led to his arrest.

Jakhar has been arrest-
ed from Jajiwal area
under Jodhpur Com-
missionerate.
“Late in the night a
SUV reached a hotel lo-
cated at Circuit House
road and a few youth
got down from the vehi-
cle demanding entry in
the hotel.
The home guard offi-
cials posted there de-
nied it, informing them
of the policy that did
not allow stag entry on
that night.Upon this the
man pulled out a gun
and opened fire. One
shot grazed a home
guard’s abdomen, the
men then fled from the
spot as the guard, who
had hurried away to
shelter as the firing
started, alerted the
cops,” officials said.

and identifying the cul-
prit, formed a team.
“The cops identified
the accused as history
sheeter Sukhdev and
thus a search was initi-
ated. It was learnt that
the SUV was last seen at
Jajiwal area and thus
the team scurried to the
spot. The history
sheeter was challenged
to come out of hiding
after the cops surround-
ed the place, however
the men started firing.
The police gave a fitting
reply and one bullet hit
Sukhdev in his leg after
which the man was
brought under custody
without any difficul-
ties. Further action in
the matter is being tak-
en,” officials said.

la 1 champion to com-
pete in the Dakar Rally,
which starts on Sunday
in Saudi Arabia.
“The biggest chal-
lenge of my career,” the
38-year-old Alonso said,
referring to the world’s
most grueling race, re-
ports media. Alonso,
who won the F1 champi-
onship in 2005 and 2006,
entered the Dakar Rally,
whose 2020 edition
leaves behind South
America for Saudi Ara-
bia, as part of his quest
to become a more com-
plete & versatile driver.
About 20 F1 drivers
have competed in the
Dakar Rally over the
years, but Alonso is the
first world champion to
do so. Belgium’s Jacky
Ickx became the first
former F1 driver to win
the Dakar Rally, finish-
ing first in 1983 and sec-
ond in 1986 and 1989.
The expectations for
Alonso are comparable
to those raised by
French driver Sebas-
tien Loeb, a nine-time
rally world champion
who competed in the
Dakar Rally from 2016
to 2019, winning 13 stag-
es but never finishing
first overall.
“If Loeb still hasn’t
won the Dakar, imagine
me, who is coming from
asphalt. I think the goal
is more to approach the

to see the girl in ward.

administration and

whose leg broke in an
accident but he was
unable to get it treated.

was taken to Sawai
Man Singh hospital on
Wednesday morning
wherein doctors con-
ducted MRI and odeo-
metric tests, following
which process of plastic
surgery has been initi-
ated.
Similarly, Brijlal has
also been admitted and
is undergoing treatment
for his broken leg.
If all goes well,
Lokesh and Brijlal,
will soon be able to
live a healthy and
prosperous life.

Mumbai: A special
court here has per-
mitted a consortium
of 15 banks led by the
State Bank of India
(SBI) to utilise mova-
ble assets of former
liquor baron Vijay
Mallya towards re-
payment of his debt.
The assets, com-
prising financial se-
curities like shares of
the United Breweries
Holdings Ltd (UBHL),
were attached by the
special Prevention of
Money Laundering
Act (PMLA) court in
2016 when it declared
Mallya a proclaimed
offender. Under provi-
sions of the Criminal
Procedure Code, a court
orders attachment of a
person’s movable assets
after he or she has been
declared a proclaimed
offender.
A person against
whom a warrant has
been issued can be de-
clared a proclaimed of-
fender if the court be-
lieves that he or she has
absconded or is evading
execution of warrant.
The consortium of
banks earlier filed an
application before the
special court, seeking
release of Mallya’s
movable assets to uti-
lise them for repay-
ment of loans given to
him. Senior counsel Ra-
jeev Patil, appearing for
the consortium, said the
specialcourtonTuesday
lifted the attachment on
the movable assets. The
court has, however,
stayed its order till
January 18 to enable
the parties concerned
to approach the Bom-
bay HC in appeal.

RAJENG/2019/77764 l Vol 1 l Issue No. 207 Bengaluru: ISRO on Wednesday announced that the launch of coun- try’sthirdlunarmission, Chandrayaan-3mayhap- pen next year and said four from the Indian Air Forcehavebeenselected for the ambitious Gaga- nyaan programme, whose astronaut train- ing would commence soon in Russia. The announcement comes a day after Un- ion Minister Jitendra Singh said India will launch Chan- drayaan-3 in 2020. Addressing a press conference here, ISRO chairman K Si- van said work related to the third lunar mission was going on smoothly. It will have a lander, rover and a propul- sion module like its predecessor, he noted. He also said the launch of Chan- drayaan-3 may shift to next year. Work on both Chan- drayaan-3 and Gagan- yaan,thecountry’smaid- en manned space mis- sion,wasgoingonsimul- taneously, he added. Noting that Chan- drayaan-2 orbiter’s mission life was seven years, he said it would be used for the third lunar mission as well. Giving an estimate of the project cost for Chandrayaan-3, Sivan said, “It would cost Rs 250 crore.” On the launch pad to come up in Tuticorin in Tamil Nadu, Sivan said, “Apart from the space port at Sathish Dhawan Space Centre in Sri- harikota, the land ac- quisition for a second one has been initiated in Tuticorin district.” As regards the choice of location, he said, “It was mainly to get ad- vantages of southward launch especially for SSLV (Small Satellite Launch Vehicle).” Observing that the pad, once set up would be used for launching SSLVs initially, he said it may be expand- ed for big ones in fu- ture. On future missions, he said, “25 missions have been planned for 2020.” “The missions that were planned in 2019 and could not be com- pleted would be fin- ished by March this year,” he said. When asked what went wrong with Vikram lander of Chan- drayaan-2, he said it was due to velocity re- duction failure. “The velocity re- duction failure was due to internal rea- sons,” he said. Chandrayaan-2 mis- sion was India’s first attempt to land on lu- nar surface. The ISRO had planned the land- ing on the South Pole of the lunar surface. However, the lander Vikram hard-landed. The meeting, which took place in the even- ing, was called at a short notice wherein the action plan of Ge- hlot’s Nirogi Rajasthan campaign was ap- proved. Furthermore, discussions were also held on the locust issue and the Citizenship Amendment Act (CAA). Notably, deputy chief minister Sachin Pilot could not attend the meeting as he is out of station. Interestingly, Transport Minister Pratap Singh Khachari- yawas, who was observ- ing no vehicle day, trav- elled on a cycle to attend the cabinet meet and requested his col- leagues to do the same once a month. The meeting that lasted for an hour, was briefed by health and DIPR minister Dr Raghu Sharma who said that lengthy dis- cussion was held on the three issues wherein CM Ashok Gehlot has registered his worry over the lo- cust issue. “The Chief Minis- ter has toured the af- fected areas and given orders for Girdawari. Additional resources have been demanded from the Central gov- ernment,” Sharma informed. Meanwhile, The Ac- tion Plan of Nirogi Ra- jasthan was also dis- cussed wherein the iss- sue as to how seamless coordination between various departments can prove to be a big boon in taking this pro- gram to each and every individual. “All the ministers have been given respon- sibilities related to Nirogi Rajasthan and all government depart- ments will work on this as a mission,” the health minister said. While the country is boiling over NRC and CAA, the Gehlot cabinet also discussed the issue as pertain- ing to the situation in Rajasthan. “The state government has de- manded from the un- ion government to hold discussions on actual issues. The government should act to remove this eco- nomic slowdown in- stead of getting in- volved in NRC and CAA,” the minister added. Approval was given to decisions previous- ly taken through cir- culation. The baby girl was admitted with 70 per cent burn injuries at a Jaipur hospital and was on ventilator support. There were 15 in- fants admitted to the neonatal care unit of the Geetanand Hospi- tal in Alwar when the fire broke out in an oxygen pipeline con- nected to a radiant warmer around 5 am on Tuesday. The girl, who was be- ing treated for pneumo- nia, had burn injuries on her face, chest and shoulder, while others kids were shifted to other units, an official had said. “The girl has died today,” J K Lon hospi- tal superintendent Ashok Gupta said. G uru Gobind Singh Jayanti marks the birth anniver- sary of Guru Gobind Singh Ji Maharaj, the 10th guru of the Sikhs. He was born in Patna and through the way he led his life, emerged as a great inspiration for people. He unflinch- ingly supported social equality and stood against tyrannies and disparities. According to the Gregorian calen- dar, Guru Gobind Sin- gh’s Jayanti falls in De- cember or January every year. But the an- nual celebrations of the Guru’s birth anni- versary take place as per the Nanakshahi calendar. This year, it falls on January 2. On this day, devotees gather and offer their prayers for blessings. Large processions are organised and they sing devotional songs as well as share food with adults and chil- dren. Then they all halt at gurudwaras, their places of wor- ship. It is here that they offer special prayers. Food plays a major role in the cele- brations and the cele- brations are incom- plete without it. It was he who introduced the five ‘K’s that the Sikhs abide by: z Kesh: uncut hair z Kangha: a wooden comb z Kara: an iron or steel bracelet worn on the wrist z Kirpan: a sword z Kacchera: short breeches Guru Gobind Singh was also a poet and writer. He declared the Holy Scriptures of Guru Granth Sahib as the permanent guru of the Sikhs. It is believed that the Guru in 1699 baptised five men from ‘lower caste’ as his ‘Five Beloveds’. Often there are talks on history- Guru Gobind Singh’s life, teachings and impact, special lec- tures on his teachings and poetry recitals- for the Guru was great poet as well. In some places it is common for large proces- sions to spread the cheer by going through markets or colonies on Guru Gobind Singh Jay- anti singing devotional songs during the public march and distributing sweets and cold drinks (like sharbat). Some of these processions are organised by Gurud- waras and the proces- sion includes the Guru Granth Sahib being escorted on a special pedestal. Rajasthan Chief Minister Ashok Gehlot extended greetings and best wishes to the people on the birth anniversary of Guru Gobind Singh Ji. They would also get hostel allow- ance of Rs2500 per month. When resident doc- tors had gone on strike demanding a roll back of fee hike among other things, health minister Raghu Sharma had tak- en initiative to talk to them and assured that fee would be reduced. The government had hiked their fee to Rs 95,000, which was al- most 20 times of their current fee. The resi- dents had called state- wide strike and had re- fused to accept health minister’s words insist- ing on issuing written order by government. Minister had prom- ised that the fee would be reduced. On his in- structions, the medical education department immediately sent a pro- posal to this effect to fi- nance department. On Wednesday, the medical education de- partment issued order of reduced fee after sanction received from the finance department. What’s more, another demand of resident doc- tors that the govern- ment should pay them hostel allowance to those who don’t get hos- tel accommodation, the government has sanc- tioned Rs2500 per month. While, the renewed fee order would be im- plemented from the next academic session; hostel allowance would be applicable from the month of January. Jaipur Resident Doc- torsAssociation(JARD) president Dr Ajeet Bag- da and Dr Ramchandra Jagu have expressed gratitude to the health minister for fulfilling his promise. Jaipur: The Rajasthan Subordinate and Minis- terial Services Selection Board on Wednesday cancelled an exam held earlier this week for re- cruitment of librarians as the question paper was leaked, a senior of- ficial said. A new date for the exam will be an- nounced soon, he said. According to police, the question paper and the answer key for the Rajasthan Subordinate and Ministerial Servic- es Selection Board (RSMSSB) exam on Sunday was leaked two hours before the exam. “We have decided to cancel the exam in view of the paper leak. A new date will be announced soon,” RSMSSB chair- man BL Jatawat said. Nearly 55,000 candi- dates had appeared for the exam for recruit- ment of 700 Grade III librarians in Secondary Education Department. Following a tip off, raids were conducted at around a dozen places before the exam on Sun- day. Six persons, includ- ing two women candi- dates, were arrested from a hostel run by an owner of a coaching in- stitute in Jaipur, the po- lice said. The police recovered the question paper and the answer key. The accused had cre- ated a WhatsApp group named “Jai Shree Krishna” and shared the paper and the an- swer key two hours be- fore the exam. There were five members in the group, the police said. The accused were identified as Mausam Chaudhary and Brah- ma Chaudhary, both candidates, and Amit Chaudhary, Pradeep Kumar, Manoj Kumar and Surendra, who had arranged the paper, they said. The main accused in the case, Sandeep Neh- ra, who owns a coaching institute, is absconding, they added. I have given all the proofs. I should also get the right to education,” Dami said.. Dotasara said a letter has been written to Pak embassy seeking de- tails of their syllabus.“If we get posi- tive response from them, we will allow her. Even if we get a nega- tive response, we will change rules and will allow her,” Dotasara said. However this time, the feline did not terror- ise the people, rather the forest officials came out to help as it needed medical attention. Due to intense cold over the past few days, the feline was in a “frozen” condi- tion as she was battling cold, dehydration and had not eaten for quite sometime. When early in the morning people sighted the panther near Ghat Ki Guni, at first they rushed away from the spot thinking that the panther would attack them. However, on real- ising that she wasn’t moving, they went near and inspected it. “Peo- ple realised that al- though it was alive it was probably suffering from some health issue and thus they quickly put a blanket around the sub-adult female and lit a fire to keep her warm,” officials said. Meanwhile, the for- est officials were alert- ed and a team rushed to the spot. “The feline was rescued and rushed to Jaipur zoo for proper treatment. She has been administered fluid ther- apy and multi vitamins have been given. Life saving drugs have also been administered. Moreover, for protec- tion from cold, heater and blankets have also been provided to make her recover. The feline’s blood samples have been collected for fur- ther evaluation. The next 48 hours are criti- cal,” said Dr Arvind Mathur, veterinary doc- tor, Jaipur zoo. Nirmal Tiwari Jaipur: The state is ex- pected to get two new tiger reserves soon, which will take the number of tiger re- serves in the state to five. The Forest Depart- ment has sent a propos- al to the state govern- ment to form the tiger reserves in Kumbhal- garh and Ramgarh Vishdhari. An an- nouncement will be made regarding both the tiger reserves as soon as permission is granted by the state government. Tigers are moving out of Ranthambore in search of new territory. Similarly, the move- ment of four tigers was reported in Bundi’s Ramgarh Vishdhari corridor as well. Tiger’s exit from the reserve can be a threat to its life. Currently, Ramgarh Vishdhari does not have the status of a tiger re- serve, although efforts are being made to make it a reserve. At the same time, the wait of Kumbhalgarh having a forest area of 1280 sq km is also going to end soon. Kumbhal- garh has 350 sq km of dense forest area, in which the number of prey base is also very good. Moreover, grass- lands are being devel- oped to increase the prey base there. In fact, Speaker Dr CP Joshi had written a letter to CM Ashok Gehlot to make Kumbhalgarh a tiger reserve, after which matter pro- gressed. Recently, Chief Wildlife Warden Arin- dam Tomar had also visited Mukundra and Ramgarh and discussed the possibilities of new tiger reserves there. Experts believe tigers should also be brought in Rajasthan from out- side. If we get these ti- ger reserves, then about 40-45 tigers can be com- fortably settled there. Jamil Ahmed Ansari belonged to Sitarganj and was working at Lam- bagad when the tragedy struck. He lost contact with his family due to partial memory loss. Ansari was reunited with his kin under Operation Smile. Ansari lived for six years at an old-age home. He contacted the authorities when he started regain- ing his memory. Following the passage of CAA in Parlia- ment and proposed National Citizens Reg- ister, the situation seems to have come to such where there is no meeting ground left because the centre has turned down the offer of an all-party meeting on the contentious issues whereas as CPI (M) led Kerala assembly has passed a resolution that not only brings it in direct confronta- tion with the centre but also all set to cre- ate a serious political and Constitutional crisis. Under Indian Constitution, the states are mandatory to implement any law that parliament passes and if any of the states refuse to oblige, the centre has the option to take the Constitutional route i.e. prom- ulgation of President rule in that particu- lar state. Imagine the scale of the crisis in case all opposition-ruled states follow Kerala’s path, the country will plunge into because domains of parliament and legis- lative assemblies, executive and judiciary are independent and well defined under the Constitution. Technically, Kerala has defied the Consti- tution arguing that the law is against the basic character and Preamble of the India Constitution, the centre has gone one step ahead threatening the state that if it did not implement the new law, it knows how to use available Constitutional options. Such a conflict is bound to have its far-reaching implications on the centre-state relations, which were clearly described in the Sarka- ria Commission report. In a federal demo- cratic system like India, Centre though has absolute powers in certain contexts, but by and large it is duty-bound to work in tan- dem with the states. Practically, centre cannot get any law implemented without the consent of states because providing logistics and other re- quirements are under the domain of the states. The law minister says the states constitutionally cannot deny implement- ing a law like CAA, which is passed by par- liament and “perfectly legal”. None of the Constitutional experts have questioned the legality of the new law, but their point of contention is the intention behind the enactment, as it delinks a particular com- munity from the other which is in contra- vention to the Preamble of the Indian Con- stitution that describes India as a sover- eign, socialist, secular, democratic repub- lic. Before we reach to point of no return still there is time left for saving federal democracy. IN-DEPTH W n the game of life, destiny deals us a set of cards – circumstanc- es that we have no choice but to work with. Nevertheless, we are told that it is up to us how we play the game. We could have a great hand and lose, or we could have a lousy hand, play it right, and still win. In order to attempt to play it right though, we must start by accepting what comes our way as being the result of our own past actions. When faced with difficult situations, we can curse destiny, we can cry and rebel, or we can accept the con- sequences of our own actions, take responsibility, and try to pick up the pieces. It would be one thing if we could simply fold and cut our losses. But when there is no such choice in life, if we have to play the game whether we like it or not, then why not play it right? One of the most effective ways to help us improve our game is to focus on solutions and not simply on the problem. After all, how many times have we been able to clear a traffic jam by swearing our way through it? How many times have we settled our bills by complaining about how expen- sive things have become? Or how many times have we allevi- ated pain by moaning and groaning? Rather than spend- ing our time and energy com- plaining about things and not getting anywhere, it would be a smarter choice to try and focus on a course of action that would help solve these prob- lems. We have to be careful though, because once we have thought about what we need to do in or- der to solve a problem, what tends to set in next is worry about the possible outcome of our actions. Once we take everything into consideration and make a mindful choice on the card that has to be played next, then there is no point worrying. It is understandable to be afraid of some of the possible results, but what is unwise is repeat- edly going through them in our head and consequently multi- plying our grief. We can only try our best; other than that there is nothing else we can do. Once the batter is mixed as per the recipe, there is nothing else that needs to be added to it to obtain a sponge cake – it just has to be put into the oven. Yes, we can pray for it to turn out the way we would like, but even this is not neces- sary. Our Master will give us that which is best for us; he al- ways does. We should know that there is always some good in what- ever he deems fit for us – it is just a matter of focusing on the donut and not on the hole. After the 17th-century scholar, Matthew Henry was accosted by thieves and robbed of his purse, he wrote this in his diary: Let me be thankful first, be- cause I was never robbed be- fore; second, because, although they took my purse, they did not take my life; third, although they took my all, it was not much; and fourthly, because it was I who was robbed, not I who robbed. If we conscious- ly try to allocate our attention to finding solutions rather than dwelling on problems; if we make a mindful effort to do our best given the circumstanc- es and then leave the rest to him who knows better; and if we keep attempting to focus on the positive no matter what may be going on in life, we will find that it is easier for us to cope. Nevertheless, there will be many times when difficult cir- cumstances will draw our at- tention forcibly in their direc- tion, making us feel disillu- sioned, debilitated and perhaps powerless to make the neces- sary choices. We have been emphatically reassured over and over again that our worldly and spiritual lives will be taken care of, pro- vided we are sincere in our meditation; that is, sincere in our intention, our preparation and our execution of it. If we keep our part of the bargain every day, come what may, our Master will help us make the necessary decisions. If we do our meditation, we will know and feel that we are not playing the game of life alone; that the Master-player is on our side, cheering us on, supporting us and doing every- thing in his power to make sure we end up playing it right! Rather, I should say, there are two kinds of sen- sory styles. This applies to animals, even to Roombas. Knowing those styles helps fix some common ar- guments. Think of senso- ry processing in gener- al—the making sense of the world we do for a liv- ing—as something like the acoustic processing done by a submarine. Subma- rines “ping.” Everybody knows about those sudden burst of sculpted sound — PINNGGGgggg…—a sub- marine emits in order to listen for echoes. Echo-lo- cation works like a strobe light: Send out a burst of energy, wait for the return signal. Provide your own illumination, interfere with the world, let it know you’re there. But not all submarines work that way. Some of them listen to their envi- ronment silently, emitting no energy and offering no clue of their existence (“silent running”). It’s slow work, and requires constant attention, but you’re much less likely to be attacked, since others may not notice you’re there. As strategic choic- es, listeners listen, and pingers ping, but only for the most part, because those two strategies are just opposite poles of the general strategy of ping- ing. Pinging means inter- fering with the world in order to learn about it. Pinging interferes a lot, listening only a little. Pinging is best for reori- entation, because it’s in- termittent —like turning on a room light briefly, to remind yourself how far away the door is, or rock- ing a dial or a physical object back and forth, to locate the “edges” of its balance to infer where the middle is. Pinging is algo- rithmically efficient; one burst can illuminate a lot, and dividing the task of sensing into separate out- put and input phases sim- plifies computation. Un- fortunately, the pinging approach is so efficient that it becomes addictive. Once you become a pinger, in practical terms it’s hard to go back. For an inveterate pinger (like me), the longer I go with- out a ping to orient my- self, the more uncertain and at sea I feel. It’s hard to wait long enough to gather the long-term data which might ultimately improve my listening skills. So even now, I’m still a pinger. Listening is mostly used when pings are expensive, as in crowded classrooms and interaction with high- er-status people. Listening specializes in highly sensi- tive, long-duration data acquisition, both during calibration and during ac- tual use — which are often the same thing. New Delhi: Gross rev- enue on account of Goods and Services Tax (GST) totalled Rs 1.03 lakh crore in December, up 16 per cent in the year-ago period, the government said on Wednesday. Of this amount, the Central GST was Rs 19,962 crore, State GST Rs 26,792 crore and Inte- grated GST Rs 48,099 crore (including Rs 21,295 crore collected on imports) and cess Rs 8,331 crore (including Rs 847 crore collected on imports). The total num- ber of GSTR 3B returns filed for the month of November up to Decem- ber 31 is Rs 81.21 lakh, accordingtoastatement issued by the Ministry of Finance. The IGST collected from imports, the total revenue during Decem- ber 2019, increased by 9 per cent in comparison to the revenue during December 2018. During the month, the IGST on import of goods saw a negative growth of 10 per cent but marked an im- provement over minus 13 per cent in Novem- ber and minus 20 per cent in October. The government set- tled Rs 21,814 crore to CGST and Rs 15,366 crore to SGST from IGST as regular settle- ment. The Ministry of Ex- ternal Affairs (MEA) said India handed over to Pakistan lists of 267 Pakistani civilian pris- oners and 99 fishermen in its custody. Pakistan has handed over a list of 282 Indian prisoners, 55 civilians and 227 fishermen, lodged in the country’s jail to the High Commis- sion of India as part of a bilateral agreement. The lists were ex- changed in keeping with the provisions of a 2008 agreement under which such lists of pris- oners are shared on January 1 and July 1 every year. The Indian govern- ment called for an early release and repatriation of Indian civilian pris- oners, missing Indian defence personnel and fishermen along with their boats from Paki- stan’s custody. In this context, Paki- stan was asked to expe- dite the release and re- patriation of four Indi- an civilian prisoners and 126 Indian fisher- men to India whose na- tionality has been con- firmed and conveyed to Pakistan, the MEA said. One shot grazed a home guard’s abdomen, the men then fled from the spot as the guard, who had hurried away to shelter as the firing started, alerted the cops,” officials said. Around 8,000 play- ers will participate in the event which will be staged between Janu- ary 2 and January 6. India Tennis star Sania Mirza will also be pres- ent at the opening cere- mony. On this occa- sion, a sizeable crowd will witness various cultural programs along with horse show of 61st Cavalry and the march past by the sportspersons. Players of all the 33 districts and sports academies operated by Rajasthan State Sports Council will participate in this grand ceremony. Assembly speaker Dr CP Joshi, leader of Op- position in the state as- sembly, Gulab Chand Kataria will be the Di- rector of the function. Many ministers will also be present in this occasion. Entry will be free at the ceremony and VIP guests who are coming to participate can enter from the South Gate. Adequate security arrangements have been taken care of for this event. More than 8,000 players to participate in full-fledged State Games GRAND STAGE SET Madrid: Spain’s Fer- nando Alonso is set to become the first Formu- la 1 champion to com- pete in the Dakar Rally, which starts on Sunday in Saudi Arabia. “The biggest chal- lenge of my career,” the 38-year-old Alonso said, referring to the world’s most grueling race, re- ports media. Alonso, who won the F1 champi- onship in 2005 and 2006, entered the Dakar Rally, whose 2020 edition leaves behind South America for Saudi Ara- bia, as part of his quest to become a more com- plete & versatile driver. About 20 F1 drivers have competed in the Dakar Rally over the years, but Alonso is the first world champion to do so. Belgium’s Jacky Ickx became the first former F1 driver to win the Dakar Rally, finish- ing first in 1983 and sec- ond in 1986 and 1989. The expectations for Alonso are comparable to those raised by French driver Sebas- tien Loeb, a nine-time rally world champion who competed in the Dakar Rally from 2016 to 2019, winning 13 stag- es but never finishing first overall. “If Loeb still hasn’t won the Dakar, imagine me, who is coming from asphalt. I think the goal is more to approach the rally as an enriching experience for us,” Alonso told RTVE last Friday before leaving for Saudi Arabia. The 45-year-old Loeb was unable to take home the bronze Touareg Trophy despite being the best driver in rally history and having skills that fit the Dakar Rally bet- ter than Formula 1. Similarly, Brijlal has also been admitted and is undergoing treatment for his broken leg. If all goes well, Lokesh and Brijlal, will soon be able to live a healthy and prosperous life. Mumbai: A special court here has per- mitted a consortium of 15 banks led by the State Bank of India (SBI) to utilise mova- ble assets of former liquor baron Vijay Mallya towards re- payment of his debt. The assets, com- prising financial se- curities like shares of the United Breweries Holdings Ltd (UBHL), were attached by the special Prevention of Money Laundering Act (PMLA) court in 2016 when it declared Mallya a proclaimed offender. Under provi- sions of the Criminal Procedure Code, a court orders attachment of a person’s movable assets after he or she has been declared a proclaimed offender. A person against whom a warrant has been issued can be de- clared a proclaimed of- fender if the court be- lieves that he or she has absconded or is evading execution of warrant. The consortium of banks earlier filed an application before the special court, seeking release of Mallya’s movable assets to uti- lise them for repay- ment of loans given to him. Senior counsel Ra- jeev Patil, appearing for the consortium, said the specialcourtonTuesday lifted the attachment on the movable assets. The court has, however, stayed its order till January 18 to enable the parties concerned to approach the Bom- bay HC in appeal.
