Rhondda-Cynon-Taff local authority in South Wales chose to adopt Moodle as its virtual learning environment over other options like Blackboard and Microsoft Learning Gateway due to its lower cost, flexibility, ease of use, and support for collaboration. The authority piloted Moodle initially and then rolled it out through a partnership with higher education, funding the project and focusing on gaining support from senior management and providing staff development to ensure long-term sustainability. Findings showed differing levels of adoption between primary and secondary schools and highlighted the importance of senior management buy-in, staff training, and a whole-school approach for successful integration of the new platform.
