Each year the jail receives more than 40,000 visitors and has an intake of more than 22,000
inmates. It is the largest rated jail in South Carolina.

Project Scope: The project was selected to be a design-build contract with a 13 million
dollar construction budget which would increase the overall rated capacity of the jail by
an additional 448 inmates. Programing requirements included; a private staff eating area
along with food service warming kitchen; sight and sound separation of male and female
inmate population, video visitation and retrofits to existing facility, secure and efficient
connector to existing facility. Ongoing operations of existing facility to remain
uninterrupted throughout construction phase.

My involvement:
Selected as the Project Architect by the PIC, I spearheaded the graphic design and
development of the conceptual design along with coordination of Teaming partners to
secure the award for the Requests for Qualifications and Design Services. The proposal
time limitation was less than two weeks.

I was tasked with the comprehensive planning and coordination of all design elements
throughout the entirety of the project including: site layout, floor plans, security
envelope, equipment and devices, vertical elements, structural grid layout, roof plan and
equipment, interior finishes and equipment, coordination of MEP. Furthermore I was
responsible for overall Life Safety, exiting evacuation routes and meeting all local, state
and DOC requirements.

Onsite Representation:
Monthly onsite visits, observation of construction, fast track solutions to RFI’s, project
meetings and minutes.

Results:
The project was constructed one month ahead of schedule and $300,000.00 under budget.
The $12.7 million expansion was built at a cost of about $30,000 a bed, less than half of the
national per bed average. The mission to build the maximum number of beds at the lowest cost
and still meet or exceed all state requirements was successfully met. The project provided the
local economy with an additional 36 law enforcement staffing positions.

My direct involvement would be a deciding factor in the selection of the firm for an
additional $7 Million dollar Juvenile Detention Facility for the County of Greenville, SC,
less than a year later.

General Description of Solution:
Inmates are grouped and housed according to four security levels: Special Housing, Maximum,
Medium and Minimum

The Special Management Unit first floor consists of a 64-total-bed single level/single cell
layout, designed as an indirect podular unit. Each “pod” consists of 16 single cells arranged in a
linear format. A Dayroom is provided, each with two (2) four-man steel tables. Each pod also
has its own designated secure exterior recreation yard. Secure officer station providing remote
operations and secondary means of control.


The Second Floor Level (Bridge Connector) consists of two 64-bed direct-supervision housing
dormitories, which can also be remotely operated if necessary from the main control room located
on the fifth floor.

The Third Floor Level is similar in design to the second floor level, and is comprised of two 64-
bed direct-supervision dormitories, all located on a single level. The combined flexibility of these
two-floor arrangements give Greenville County 256 dormitory beds that can be used by male or
female inmates in a very staff-efficient manner.


The Fourth Floor Level consists of two (2) 64-bed direct-supervision housing units with eight-
person cells. Each of these two pods was designed to include a mezzanine level for maximum
efficiency of space design.

The Fifth Floor Level is the central control center for the entire addition as well as
having the capability to control the entire jail complex of roughly 1,500 inmates.


“Lessons Learned”

Exploration of “Jail within a Jail” Concepts: The design of fully decentralized housing units
is the first step towards the development of a “jail within a jail” concept. Each housing unit is
designed to only allow inmate movement for either release or to the courts.
This design significantly reduces staff-intensive movement of inmates out of the units.

Creating a Setting where Objective Classification and Housing Types Help Each Other:
This design created a solution where all housing units are in a direct supervisory setting (with the
required exception of the first floor SMU). With the total annex housing “pod” total of 10 total
distinct housing areas, Greenville County Jail officers have numerous options by which to operate
this facility.

Project Scope: Greenville Jail is situated at the “gateway” into the city atop a high bluff.
The client wished to meet State Regulatory Standards for Juvenile’s and expand their existing
campus to include a new 48 bed Juvenile Detention Home. The client’s only undeveloped area in
which to build this new facility sat adjacent to the north of the adult facility on a sloping
embankment of over 40 feet in drop. The project called for separate male and female single bed
sleeping arrangements with direct access to physical exercise areas, educational classrooms and
linked to a secure and private vehicle sally port intake receiving and also to convenient public
visitation.

My involvement:
Selected as the Project Architect by the PIC, I spearheaded the graphic design and development
of the conceptual design along with coordination of teaming partners to secure the award for the
Requests for Qualifications and Design Services. The proposal time limitation was less than two
weeks.

Results:
The design of this State of The Art Facility was literally functioned to meet the site constraints
first, and later formed into a secure, yet pleasingly modern facility.


General Description of Solution: Medical Exam and Nurses Station on the lower level;
Detention Housing, and Main Control on the Mid- Level; and Dining, Educational /
Administration functions on the upper level

I was able to utilize the sloping grades to my advantage whereby all intake, storage and
Initial processing would occur on the lower level off Henrietta Street. First response and
mechanical connections were also integrated off of existing utilities at this level.

The secure vehicle sally port will be large enough to allow the turn-around of an
emergency ambulance or extended van transport vehicles. Additional temporary parking
areas for the local Sheriff department shall be provided for as well. The building will
required an elevator and two stair towers for emergency egress.


The intermediate level contained four distinct sleeping areas for both male and female
Juveniles. Supervision was podular remote with the central control located adjacent to
the housing units. All units would have direct access to an outdoor recreation area large
enough for an open air, yet securely enclosed full-size basketball court. This recreation
yard would also serve as an emergency containment area for up to approximately 70
individuals.

Staff entry and food delivery is off the mid-level adjacent to the existing adult facility
service entrance. The new facility required an emergency generator and fuel storage tank
for three day duration.


The upper level contained administrative offices, educational classrooms and attorney
related areas. Public access would be off existing parking through a grand entrance
plaza. Natural lighting into the classrooms was introduced through secured clerestory
windows. All levels were linked via a secured stairwell and elevator.

Greenville County’s plans to build a standalone juvenile detention facility next to the adult
jail have been put on hold because of the economy, said Scotty Bodiford, jail administrator.

“We’ll take very good care of it and protect it.” “Without exception, it is one of the finest, most well-
designed facilities on the East Coast,” he said.

Project Scope: In late November, 2009, the new $30 million Craven County Judicial Center on
Clarks Road was opened. The state-of-the-art facility has 113,000 square feet and can house up to
292 prisoners, providing maximum, medium and minimum security along with housing units for
both male and female inmates.

The new complex houses the new sheriff’s office, detective offices, and a state of the art forensic
lab, administrative offices, squad rooms, conference rooms, command room and an exercise and
break rooms for deputies. It also includes a criminal evidence lab with three times more storage
area and equipment than the previous facility.

District and Magistrate courtrooms, along with offices for Judges, attorneys and secretarial
support are conveniently accessed and secured by having all public subject to pre-scanning and
metal detection at the main entrance. All other entranceways are secured by the addition of key
pad access, CCTV and name/badge recognition. A separate public video visitation room is linked
to all housing units so that inmate transportation is kept to a minimum and so the public is
maintained outside of secured perimeters.

The kitchen area is equipped to feed more than 600 inmates. All intake and deliveries are via a
secured vehicle loading area and separated vehicle sally port. Inmate movement has been
dramatically curtailed in comparison to the old downtown jail. A new inmate medical wing
includes exam rooms, dental and x-ray rooms, nurse stations, doctor offices and secured inmate
waiting areas.

My involvement:

I was tasked with the comprehensive planning and coordination of all design elements throughout the
entirety of the project including: site layout, floor plans, security envelope, equipment and devices,
vertical elements, structural grid layout, roof plan and equipment, interior finishes and equipment,
coordination of MEP. Furthermore I was responsible for overall Life Safety, exiting evacuation routes
and meeting all local, state and DOC requirements.

Faced with a new Development:
The Judicial Center began as a typical design, bid, build project, under the guide of another project
manager. During the Schematic Design phase the principal in charge suddenly and unexpectedly fell
seriously ill for over six months, recovering from a massive heart attack. Also at this time, the project
manager decided to part ways with the company, leaving me entirely on my own to take over the entire
job, with little and incomplete documentation by the previous manager. Eager to prove my loyalty to the
company and given the lack of leadership in the office, I immediately took the task in hand and assumed
all management roles on the project, from client meetings and correspondence with the owner’s CM to
continuation of the project design documents, coordination of all engineering, specifications, security
design, scheduling, and all preparations for the bid.

It should be mentioned that the owner’s Construction Manager placed an added burden on the design
team by changing the terms of the AIA contract into a Multiple Bid scenario in lieu of the single prime
more than half way through the project. A year’s worth of work had to be broken down into a total of six
Packages and coordinated with all aspects of the design, engineering documents and specifications so that
they could begin site preparations before the onset of winter. Time to complete this task was less than
two months.

Further complicating matters was the realization that the previous Project Manager did not document
early design decisions and the owner’s selection of critical items such as mechanical system preferences.
The entire design was originally set up for roof top HVAC units. The previous project manager instructed
the Mechanical engineers to design based on this information even though the owner requested that the
design for mechanicals be based on a four pipe system from day one. During life cycle cost analysis and
preliminary project cost estimates, the previous project manager changed the design without an expressed
notification to the client of this decision.

Craven County Judicial Center - New Bern, NC

With only a couple months to bid date, I was faced with revising the entire mechanical system from roof
top units to a four pipe system. The entire mechanical ductwork and coordination of structural and
architectural elements had to be re-investigated. My direct involvement in this this matter was crucial in
successfully coming to a solution that met the owner’s needs, limited construction cost escalation and
maintained the design and construction schedules. Due to this change in mechanical systems I was
required to value engineer over $1 million out of the project. I did so successfully without compromising
the design or security of the facility.

(March 2006), it's taken the county some time to get the financing in place," Wilson said.
"Now that we have it, we need it as soon as possible because of prison population and the
need for the sheriff to have additional space."

To alleviate overcrowding in the existing Jail, a separate prison facility was required to
house up to 250 inmates. All sentenced prisoners would be relocated to this new facility
and plans to expand the Moss Justice Center could begin. In order to expedite the
construction of the Prison Camp Facility, the project would be bid in multiple packages.

The new 57,000 Square Foot Facility was designed and ready for occupancy in less than
12 months.

As the project manager and Architect, I was instrumental in establishing and coordinating
all design work on these various packages and furthermore establishing the design and
construction schedules to complete this “Fast Track” project on time and on budget.


The complex was divided in two by a continuous fire rated assembly. A centralized
control room with visual sightlines into all pods was placed off the main corridor.
Three minimum dormitory style male housing units with secured recreation yards faced
west, while the maximum rated housing units were on the east side of the building.
Segregated female and mini-dormitory housing were included to add flexibility for
staffing and maintain separation of inmate classifications.

Staff and Public parking was separated along with a controlled delivery and
work/release parking area. Reception, Restrooms and Public Visitation were placed off
the main entrance lobby and monitored by staff at the reception desk along with a metal
detector unit. Administration, Sheriff’s Office, clerical support, officer conference and
weight room could be accessed only by staff through a separate and secure entrance.

A conveniently located, yet secured, medical area with inmate waiting, nurse reception
station, exam rooms, dental exam room and doctor’s offices was also incorporated into
the design.

I felt quite honored when my friend, Richard Novitsky, asked me to write a letter of reference for
him. I have known Richard professionally for approximately three years and have worked closely
with him on several major projects.

During this time, Richard has consistently maintained only the highest standards in his

The project was completed ahead of schedule and is planned for an additional housing
unit to bring the rated capacity up to 500 inmates. All site utilities and MEP
requirements were designed to handle this future addition. The phase II plans would
incorporate the addition of a full service kitchen.

To my knowledge, Sheriff Jimmy Ramsey and his staff are very pleased with the new
facility and I was selected as the Project Manager for the expansions and renovations to
the existing Jail Facility because of my direct involvement with this project.

Approved architectural design services related to the Moss Justice Detention Center
(Jail) Expansion Project as part of the 2002-2010 York County Facilities Expansion
Program


The Detention Center is located at the Moss Justice Center and is a 331-bed direct supervision
facility that opened in March of 1995. The Detention Center is charged with holding individuals
who have been arrested by various law enforcement agencies in York County and held until they
post bond or are ordered released by a court or transferred to a state institution after court
sentencing. The Detention Center also houses inmates for the US Marshal Service and
Immigration and Customs Enforcement under an agreement that provides compensation to the
county.

This expansion included site improvements, new emergency generator, emergency vehicle
roadway, and connections to existing utilities. The new addition consisted of approximately
33,500 square feet to provide a 64-bed Special Management Housing Unit, a 72-bed General
Population Housing Unit plus other support spaces. Renovation to the existing facility was
approximately 21,000 square feet and included door replacement at Detention Housing Unit A
plus renovations to accommodate a new public video visitation room and system.


The former York County Prison underwent an extensive renovation to accommodate
additional bed space needs for the Detention Center. The completion date for the former
Prison Camp renovation was June of 2009 and the expansion completion date for the Jail
Expansion was April 2010. Upon completion of the renovation and expansion projects
the facility will have a bed capacity of over 550 beds.

Guilford County Jail - Greensboro, NC

“GREENSBORO Guilford County commissioners got a surprise Wednesday when they found
out the county will likely save nearly $10 million from the estimated cost of the new jail”

In 2006, while working on the Craven County Judicial Center in New Bern, I was
requested to help on the proposal to secure the RFQ for the New Guilford Jail by the PIC.
I was the Lead Architect as part of a three man team that developed conceptual designs
and a PowerPoint presentation for the RFQ that was awarded by the City of Greensboro.
The new 1000 bed facility would be a high rise structure located adjacent to the
existing jail and would require a means to transport officers and inmates back and forth
via a connector link. In a few short weeks I created plans and massing studies, along
with building sections that clearly showed the client how all this could be achieved. I
personally created the presentation boards & studies that were used during the job
interview and the subsequent award of the project.

After the award of the project in early 2006, I requested from the VP in charge to be
placed in charge of the project as the Project Manager. My offer was turned down by the
PIC for another in the office who had closer ties with the jail administration staff. The
early schematic design work was produced by an intern and handed over to a design team
of about six others. In January of 2009, I was requested by the PIC/VP to take over the
project due to the lack of progress of the Construction Documents. It had been in the
office for over three years without a single full set of documents compiled and reviewed.
It would be my task manage and revitalize the team and to go through the entire project,
correct errors, omissions, coordinate specifications, Architectural, Interiors, MEP,
Structural, Security, Civil and expedite the deliverables for bidding. This task was given
high priority and was to be completed ASAP.

My review found that: The structural precast was designed too big for any crane to lift
them. The entire column grid was uncoordinated and columns not located properly. The
building was not oriented on the site, skewed and impeded on adjacent property lines and
setbacks. Inmate bus transport turning radii did not function and furthermore impossible
to drive through the secured parking area. I found holes in the floor where structural
had been left out, elevator shafts that were too small and not lined up from floor to floor
with no structural supports or access for motors and rails. The penthouse had no
maintenance access and the roof had massive holes where the plans were never updated
and exterior wall panels had no structural means for support. The tunnel connection
headroom was too low and there was nowhere for utilities and fire suppression lines to
run. Additionally the design lacked foundation drainage with no, or incomplete,
connections to existing utilities and no secondary emergency means to pump water out of
the basement should primary systems fail. The structural precast details and the
architectural details were completely wrong and not coordinated between trades along
with the precast manufacturer’s recommended details. Mechanical access and means to
replace HVAC units were non-existent and impracticable. The Life Safety plans were
incorrect, including: egress routes, exiting lighting, and furthermore the mechanical
smoke compartments did not match between Architectural and Mechanical plans (All
code violations). Numerous security breaches, inadequate security bar reinforcing, and
lack of continuity of secure perimeter were discovered. The connection tunnel and
existing jail locations were incorrect and the entire project had no relationships to
existing and established benchmarks, or means to provide accurate information for the
layout of the entire building. Many ADA code violations and incorrect handicap
clearances and heights were discovered. The exiting stairs were incorrect and not
coordinated with Civil and grading plans. All detailing of public walkways and
landscaping details were missing. Security communications and locking devices of
perimeter gates were uncoordinated along with an incorrect vehicle gate specification
and details.

In all, along with a few trusted associates, I spent 8 months to correct these
inadequacies. Luckily voting for the referendum to fund this project was delayed and all
official plan reviews were in place in time to bid the project without delay. It was my
dedication, due diligence and keen sense of construction document detailing that was the
primary reason that this project was bid successfully, 10-20 million dollars under budget.

Rowan County Satellite Jail - Salisbury, NC

Rowan County Satellite Jail Facility is a minimum security 160 bed adult facility. The project
will be a standalone I-3 Use facility that is extremely staff efficient. Open dormitory housing
with four direct supervision pods shall be located adjacent to the main control center for
maximizing officer observation of inmates. One way mirrored security glazing will also be
utilized to reduce the inmate visibility to controlled areas.

All dormitories will have direct access to natural daylight and a recreation yard directly accessible
from each day room. Video visitation will allow inmates to have video conversation with family
members. As a smaller jail facility the spaces have been efficiently programmed and
furthermore, will accommodate the needs as outlined by the client.

Booking with an enclosed sally port allows direct transfer of inmates out of sight of the general
public. A warming kitchen to serve 320 inmates will be provided along with laundry services.
Due to a tight construction budget the kitchen will be cored for immediate needs only. As part of
phase 2 expansion, the kitchen equipment will be relocated to a larger space capable of serving
600 inmates.

Administrative offices with private break-room and conference for staff shall be provided. The
total gross square footage is 27,000 square feet.

The project was originally intended to be based on a pre-engineered structure; however, during
schematic design phase it became apparent to me that traditional bearing wall construction would
be the most cost effective and secure means of construction. All mechanical systems will be
enclosed in mezzanines and accessible by maintenance staff without having to travel through
secured areas. My direct involvement in building program and the schematic layout was
paramount in maintaining secured areas, allowed the ability for future expansion and prevented
the company from making critical design errors. Preliminary construction estimates at the time of
SD phase were on track with the owner’s budget and the design schedule was on time. This
project was designed in the Revit modeling program.
