This document outlines the Philippines Department of Health's health sector strategy for 2023-2028. The strategy has four main goals: 1) Enable communities to be healthy through health education programs, 2) Protect communities from health risks through disease surveillance and emergency response programs, 3) Care for health and wellness by expanding access to healthcare services and ensuring universal healthcare coverage, 4) Strengthen health institutions and workforce through training, recruitment, and competitive compensation. Specific programs and initiatives are described under each goal along with the roles of health care workers in implementing the strategy.
