3. POLITICAL CONTEXT – IRELAND 1912
Ireland was united with the British Empire. The country had lost its home parliament under
the Act of Union of 1801, a consequence of the 1798 rebellion. Constitutional nationalists
from the mid-19th century attempted to regain a parliament in Dublin. This was known as
Home Rule Movement.
Ireland was ruled directly from the Westminster Parliament
in London. Elected Irish MP's travelled to London to take
part in government.
Home Rule would mean a Parliament in Dublin to deal with
domestic Irish affairs while taxation and defence issues
would continue at Westminster.

1911

BRITISH POLITICS
• Two Houses governed the United Kingdom:
House of Lords & House of Commons
• The House of Lords had a lot of power and
could veto (stop) bills that the House of
Commons wanted to bring into law.
• In 1911 King George V insisted the lords pass
the Parliament Act which weakened their
power; they could now only delay bills for 2
years.
SIGNIFICANT POLITICAL PARTIES
• Irish Parliamentary Party (IPP or Home Rule Party – Leader John
Redmond
• Conservatives (Tories) - Leader Andrew Bonar Law (opposed
Home Rule)
• Liberals – Leader Herbert Asquith
Key development:
• The Liberals were in power since 1906.
• In two elections 1910, they lost their overall majority and needed the
support of Redmonds IPP to stay in power.
• In return for this support Asquith introduced a 3rd Home Rule bill.
• Because of the Parliament Act the Lords could only block it for two
years, therefore it seemed certain to become law by 1914.

1. Open with a broad statement. E.g. During the
period 1912-1914 Ireland was indeed irreversibly
affected by the threat of physical force on the
island. (This is your argument)

To conclude:
With two private armies, civil war threatened. To avert it,
King George V called a conference at Buckingham
Palace in July 1914. Redmond, Dillon, Carson and Craig
attended along with the leaders of the Liberals and
Conservatives. Excluding Ulster from Home Rule was
considered but talks broke down over which side should
get Tyrone and Fermanagh. World War I broke out in 1914
when Home Rule was expected to become law. The British
