Terrorism as recently practiced in Paris and the emergence of the Islamic State in the Middle East make it becomes imperative to create a new legal superstructure and international policy to address these new issues, that is, the structuring of a world government because no great power will be able to defeat him for more power which has, or act in coalition with other great powers. The preservation of peace is the first mission of every new form of world government. It would aim to defend the general interests of the planet making it compatible with the interests of each nation. The world government would also work as mediator in international conflicts and build consensus among all nation states to make every national state respects the rights of its citizens, and seek to prevent the spread of global systemic risks. Actions to be a global governance was objective of Nations Covenant in 1815, the League of Nations in 1920 and of the United Nations in 1945 that were in vain because the great powers chose to impose their will on the world.

HOW TO COMBAT TERRORISM AND TO BUILD A WORLD PEACE

Masked terrorists killed 12 people rifle shots and wounded 11 on January 7 last in the
writing of satirical newspaper "Charlie Hebdo" in Paris. It was the attack with the
highest number of deaths in Europe since 2005, when bombs exploded on the subway
and a bus in London, with 52 victims. The dead included eight journalists of the French
weekly, four cartoonists --including the newspaper's editor, Stephane Charbonnier and
Georges Wolinski, exponent of the genre in the country-- and two policemen. Following
the action, the gunmen shouted: "We avenge the Prophet Muhammad". Since 2006,
when it began to publish cartoons of the founder of Islam prophet, "Charlie Hebdo"
suffers threats and extremist attacks. This terrorist attack committed by Islamic
fundamentalists raises questions about the interaction between the resident Muslim
community in Europe and the its peoples.
A study released by the European Union warns of the increasing wave of
"Islamophobia" in Europe - suffered discrimination at work and in the streets to violent
attacks on Muslims and their descendants born in the continent. Carried out by the
European Monitoring Centre on Racism and Xenophobia (EUMC, its acronym in
English), the document "Muslims in the European Union: Discrimination and
Islamophobia", 118 pages, shows that in 2004, 50% of Europeans saw all Muslims as a

Islamic fundamentalism in the Middle East rose from the political scene from the Shiite
revolution in Iran of the ayatollahs in 1979. The movement was seen as a major
mobilization of Islamic energies dormant by the presence of modernity. Its sudden
appearance was due in large part by the political failure of the Arab secular states to
give an efficient fight against the State of Israel which is seen as the great political and
theological enemy and withdraw their countries from economic stagnation situation.
Just as fundamentalist Christians who defend the Bible with extreme fervor, Islamic
consider as its basic policy to return to the laws of the Koran, the spirit of the laws of
the Holy Scriptures of the Prophet Muhammad. Islamic fundamentalists consider that
Western ways result of perversion, modernity is Satan's empire when using instruments
such as seductive music, drink, good clothes, expensive cars, etc. as a way of degrading
the purity of true Muslims. The political ideal of Islamic fundamentalists is the
establishment of an Islamic Republic, a theocratic regime that is the literal translation of
the ancient laws inspired directly in the will of the Prophet Muhammad. As for customs,
Islamic fundamentalists advocate radical and urgent breaking with everything that feels
"Western". Women should go back to using the chador or burka should not receive
instruction, or not be served by male doctors. Teaching at any level should prioritize the
religious and common laws must accept the Koran rules (whip or stoning for adulterers,
public executions accompanied by lashes, etc.).
To combat the freedom of expression, not recognized in Islamic law, Islamic religious
leaders take hold of the fatwa (religious ruling) that may order the offender to death.
The intellectual or writer writing a novel or something considered blasphemous or
heretical is subject to being killed by any follower of the faith. This will be sure to have
not committed a crime because it was done in the name of the purity of Islam. Hundreds
of journalists, intellectuals and thinkers, especially in Egypt and Algeria, are threatened

with their lives due to feather fatwa. The most exemplary case is what was applied
against the English writer Selman Rushdie, who has ten years his price on his life.
It should be noted that terrorism such as the bombing of Paris is used by organizations
as a means to an end. Terrorism differs from guerrilla regarding the targets to be
achieved in their actions. While the guerrillas choose military targets, enemy forces,
their logistics, ammunition depots, terrorism seeks to achieve civilian and military
targets indiscriminately. Terrorism does not seek selective attack, but the mass attack.
According to François Gere (La Nouvelle Géopolitique. IME à Baume-les-Dames,
2012), a terrorist movement can, depending on the correlation of forces, use
simultaneously or separately terrorism, guerrilla and conventional military operations
provided that he have sufficient capacity. This is the case of so-called Islamic State that
has recently emerged in the Middle East
Currently, terrorism reached large in the Middle East with the rise of so-called Islamic
State that aims to expand his caliphate throughout the Middle East, which characterizes
itself by the Sharia, the Islamic Law interpreted from the Koran, establishing
connections in Europe and other regions of the world in order to carry out attacks that
may confer upon them authority through terror. On August 29, 2014, the Sunni terrorist
group Islamic State - which has also been termed as Islamic State in Iraq and Syria
(EIIS) and Islamic State in Iraq and the Levant (EIIL) - also known by the acronym EI,
announced that its leader, Abu A-Bagdhadi, had self-proclaimed caliph of the region
located to the northwest of Iraq and part of central Syria.
The story of the terrorist group Islamic State is related to the process of political crisis
that was unleashed in Iraq after the war started in 2003. As we know, the Iraq War took
place two years after the terrorist attacks of September 11, 2001 in New York, led by
members of the Al-Qaeda organization, then led by Osama Bin Laden. Al-Qaeda had
great performance space in Iraq and part of Syria. The Islamic State was born as a
branch of Al-Qaeda based on the same principles of this organization. However, shares
of EI were gradually more radical, even for Al-Qaeda standards, which caused the
separation of the two terrorist organizations.

Until the emergence of a world government, international relations will be governed by
the law of the strongest. And this is the worst scenario because no powerful country will
be able to build world peace or solve the planet's problems. The economic, financial,
ecological, social and political crisis, the development of illegal criminal activities and
terrorist advance show that they are insoluble without the existence of a world

government. One must understand that the problems affecting the world economy and
the global environment and that contribute to the advancement of terrorism can only be
resolved with the existence of a truly democratic world government representative of all
the peoples of the world. International law cannot be applied and respected in the
absence of a world government that is accepted by all countries and to ensure their
governance.
