This document provides an overview of the evidence for the Housing First approach. It describes three founding Housing First programs - Pathways to Housing in New York City (1992), Houselink in Toronto (1977), and Beyond Shelter in Los Angeles (1988). While these programs have differences, they share a core philosophy of providing housing without requiring treatment compliance. The document then reviews the academic literature on Housing First, noting a focus on single-site studies of single adults and a lack of multi-site or Canadian studies. It concludes by calling for more rigorous evidence to fully understand the Housing First approach in different contexts.
