20% have been in a mental hospital (From 1955 - 1990 the population of mental hospitals declined from 558,922 to 92,059)
From 1974 - 1983 there was a 50% increase in people living below the poverty level but a 20% decrease in low-income housing.  By 1985 demand exceeded supply by 100%.  The problem has only grown since then.
