Evaluation Proposal for Determining Instructional Purposes Program
Submitted to: Far West Laboratory for Educational Research and Development

Introduction
In October 2014, Far West Laboratory for Educational Research and Development (FWL)
requested proposals to evaluate their training program aimed at school administrators and
graduate students in educational administration. L & L Educational Associates submits this
proposal in response to their request.
Description of Program
Determining Instructional Purposes (DIP) program provides training on a set number of
instructional objectives to school administrators and graduate students in educational
administration. This program consists of a Coordinator’s Handbook and three training units.
These training units contain four to six modules that provide training on a set number of
instructional objectives. Reading materials are included in each module. Opportunities for
individual or small group activities and feedback for practice activities are also included. The
cost is $8.95 per unit and $24.95 for the set of three units. The coordinator’s handbook has
directions for coordinating the three units at a cost of $4.50 a copy.
Each unit was designed to be self-contained. These units may either stand on their own or to be
used in combination with the other units. Units 1 and 3 require an estimated 10-15 hours, while
Unit 2 requires approximately 12-18 hours. The administration of each unit is to be done by a
program coordinator. Each unit may be done as a short-term workshop or in individual sessions
over a period of several days or weeks. As stated by FWL, the program coordinator does not
need any prior knowledge of content area. The program coordinator’s role is to organize, guide,
and monitor activities.
Evaluation Method
Far West Laboratory wishes to determine the future of the DIP program. Many stakeholders
must be addressed in this evaluation to determine the evaluation method that would fit best for
this project. The goal of this evaluation is to provide feedback on whether or not FWL should
commit resources to market the DIP program. Before a recommendation regarding DIP’s
training package, we must first determine the effectiveness of the program in a real-world
setting.
At the onset of the evaluation process, L & L will meet with FWL stakeholders to determine the
goals and objectives of the DIP program. From these communications, L & L will create data
instruments and share them with stakeholders prior to administration. L& L is interested in the
feedback of stakeholders before continuing the evaluative process. Feedback received will allow
L & L to customize the data collection instruments to make certain the learning outcomes are
addressed in them.
L & L has secured the participation of three area school districts to pilot the DIP program with
materials furnished by FWL. School administrators and graduate students have agreed to be
placed into groups and participate in each unit. Units will be administered over a two-week
period. Prior to beginning the DIP program, all participants will be required to complete an
online survey about the content of the program. A similar survey will be required at the end of
their participation to determine if learning outcomes were achieved.
During the pilot phase of the evaluation, one team member from the L&L team will be present to
observe portions of all units and modules within them and be available for support, if necessary.
The team member will have a solid understanding all DIP program materials and be
knowledgeable in the administration of all units in the program. The team member will also
conduct videotaped interviews with a select group of participants.
Throughout the pilot phase of the DIP program, participants will be required to take part in
online focus groups. These focus groups will contain a variety of question styles. Multiple
choice, Likert scale, and open-ended questions will relate to the instructional objectives as well
as participant’s feelings regarding the contents of the DIP program. Program coordinators will
have a set of questions that are specific to the administration of the program. These questions
will determine if the program coordinator’s role is to organize, guide, and monitor activities or if
they felt as though subject area background was necessary prior to administration.
At the end of the pilot phase, another online survey will be required of participants. This survey
will include open-ended questions regarding the benefits of the DIP program, where their
districts might implement a program such as DIP, and what improvements, if any, should be
made to make the DIP program stronger. Opinions regarding overall satisfaction of the contents
and cost of this program and the willingness to purchase this program will be welcomed.
After all data collection instruments have closed, L & L will review and compile all data
received. Data from interviews and surveys will be summarized and presented to FWL for
review. FWL will review summary of data and share input with L & L. After all feedback has
been received, a final evaluation report with findings and recommendations will be given to
FWL.

Project Personnel

Tracy Maxwell, Senior Research Associate, has worked with L & L for 8 years. Tracy has been
involved with numerous educational evaluations and believes in a research-based approach to
evaluation. Her specialties are client communication and incorporating research skills into each
evaluation.
Keri Omega, an evaluation and research associate that has been with L & L for 5 years, will
provide all clerical duties for this evaluation. Keri values a collaborative work environment, and
her impeccable organizational skills keep each project flowing smoothly.

  • 1. Evaluation Proposal for Determining Instructional Purposes Program Submitted to: Far West Laboratory for Educational Research and Development Evaluator: L & L Educational Associates Denise Holder
  • 2. Introduction In October 2014, Far West Laboratory for Educational Research and Development (FWL) requested proposals to evaluate their training program aimed at school administrators and graduate students in educational administration. L & L Educational Associates submits this proposal in response to their request. Description of Program Determining Instructional Purposes (DIP) program provides training on a set number of instructional objectives to school administrators and graduate students in educational administration. This program consists of a Coordinator’s Handbook and three training units. These training units contain four to six modules that provide training on a set number of instructional objectives. Reading materials are included in each module. Opportunities for individual or small group activities and feedback for practice activities are also included. The cost is $8.95 per unit and $24.95 for the set of three units. The coordinator’s handbook has directions for coordinating the three units at a cost of $4.50 a copy. Each unit was designed to be self-contained. These units may either stand on their own or to be used in combination with the other units. Units 1 and 3 require an estimated 10-15 hours, while Unit 2 requires approximately 12-18 hours. The administration of each unit is to be done by a program coordinator. Each unit may be done as a short-term workshop or in individual sessions over a period of several days or weeks. As stated by FWL, the program coordinator does not need any prior knowledge of content area. The program coordinator’s role is to organize, guide, and monitor activities. Evaluation Method Far West Laboratory wishes to determine the future of the DIP program. Many stakeholders must be addressed in this evaluation to determine the evaluation method that would fit best for this project. The goal of this evaluation is to provide feedback on whether or not FWL should commit resources to market the DIP program. Before a recommendation regarding DIP’s training package, we must first determine the effectiveness of the program in a real-world setting. At the onset of the evaluation process, L & L will meet with FWL stakeholders to determine the goals and objectives of the DIP program. From these communications, L & L will create data instruments and share them with stakeholders prior to administration. L& L is interested in the feedback of stakeholders before continuing the evaluative process. Feedback received will allow L & L to customize the data collection instruments to make certain the learning outcomes are addressed in them. L & L has secured the participation of three area school districts to pilot the DIP program with materials furnished by FWL. School administrators and graduate students have agreed to be placed into groups and participate in each unit. Units will be administered over a two-week period. Prior to beginning the DIP program, all participants will be required to complete an
  • 3. online survey about the content of the program. A similar survey will be required at the end of their participation to determine if learning outcomes were achieved. During the pilot phase of the evaluation, one team member from the L&L team will be present to observe portions of all units and modules within them and be available for support, if necessary. The team member will have a solid understanding all DIP program materials and be knowledgeable in the administration of all units in the program. The team member will also conduct videotaped interviews with a select group of participants. Throughout the pilot phase of the DIP program, participants will be required to take part in online focus groups. These focus groups will contain a variety of question styles. Multiple choice, Likert scale, and open-ended questions will relate to the instructional objectives as well as participant’s feelings regarding the contents of the DIP program. Program coordinators will have a set of questions that are specific to the administration of the program. These questions will determine if the program coordinator’s role is to organize, guide, and monitor activities or if they felt as though subject area background was necessary prior to administration. At the end of the pilot phase, another online survey will be required of participants. This survey will include open-ended questions regarding the benefits of the DIP program, where their districts might implement a program such as DIP, and what improvements, if any, should be made to make the DIP program stronger. Opinions regarding overall satisfaction of the contents and cost of this program and the willingness to purchase this program will be welcomed. After all data collection instruments have closed, L & L will review and compile all data received. Data from interviews and surveys will be summarized and presented to FWL for review. FWL will review summary of data and share input with L & L. After all feedback has been received, a final evaluation report with findings and recommendations will be given to FWL. Task Schedule The following task schedule is contingent upon the start date of November 1, 2014. If a different start date is agreed upon, this schedule will be adjusted accordingly.
