  vannýttar eða ofnýttar en hvoru tveggja er samfélagslega
  óhagkvæmt

 Eigandi er meðvitaður um eðli og takmarkanir
  auðlindarinnar og hefur hag af
að nýta auðlindina og koma í veg fyrir ofnýtingu og vannýtingu.
