This document discusses the issues and challenges of implementing electronic health records (EHRs) in primary care settings. It notes that EHRs include all information in a traditional health record plus time-based information across multiple providers and episodes of care. Some challenges of EHR implementation in the Philippines include cost, stakeholder engagement, needs assessments, user training, and changes to management and workflows. Additional deployment challenges involve technical support, behavioral adaptation, policies, equipment ratios, ethical and legal issues, and environmental factors. Post-deployment, monitoring and evaluation are needed as well as promoting data use for decision-making, building data capacity, and overcoming barriers to sustained use.
