2.1 Hercogiste Beginnings
2.1.1 The project’s authors began the Hercogiste
project in 2009. In 2010, Belokon Holdings purchased
about 800 hectares of land near Madonas after a
close analysis of the territory in the Liezere region
of east central Latvia. Key factors that determined
this acquisition were the beautiful landscape, a green
untouched environment, local cultural traditions and
the geographic position. Together with the purchase
of the land preparatory research work started,
including project strategy, long-term development
guidelines and the beginnings of an economic model.
In 2011 the project was presented to Madona Region
Council.
2.1.2 .Terra Libre LLC. at Riga is the project
management company undertaking the Hercogiste
project implementation. The location is 57 degrees 1’
31” N 25 degrees 55’ 32” E
2.2 Hercogiste Vision: A Future Town

2.2.1 Valeri Belokon, the instigator of the project
stated, ‘We have taken the initial steps is this very
long-term vision. We hope to create a plan that will
guide the development of a socially, environmentally
sustainable small town. We envision an innovative
tourism development as the core of the community
and hope that over time other sustainable businesses
will be drawn to this location. - Hopefully, it will be a
place for ‘greener’ life, where people can learn about
and enjoy harmony with nature.’
2.3 Star Leisure-Lighthouse Creative Inc
2.3.1 Star Leisure Development Consultants of Cape
Town South Africa with Lighthouse Creative, Inc
Vision Planners and Designers of Orlando, Florida,
were invited to join the development team as
planners, programmers and creative architectural
consultants. The combined Star Leisure-Lighthouse
Creative team met in Latvia at the beginning of
September, 2011, firstly to inspect the site, then to
understand the objectives of the Terre Libre client
group before they began a contribution to a overall
physical, economic and market feasibility being
conducted by Happold Consulting of London,
scheduled for completion in early October.
2.4 Hercogiste: Duration of Project
2.4.1 TheHercogiste concept has a 10 – 20 year
duration span. The project concept of Valeri Belokon
came through discussions with Prince Charles, British
heir to the throne.
2.5 Land Review
2.5.1 The intention of the Hercogiste Resort & Spa
project is to create a unique Latvian ‘tourist driven’
destination at the center-east portion of the country.
The location is two and a half hours driving time from
the main population center of Riga. The eight hundred
hectares lie within the Liezere province near Madonas
comprising wooded valleys, forested gulleys, upland
grassy slopes, low marsh areas and small lakes that
wander in many directions across the property. The
value in the land, apart from the size, lies in its’ natural
beauty. This is the silence of a country with very low
regional density. The master plan should respect this.
2.6 Hercogiste- Terra Libre Happold
Studies
2.6.1 JSC Hercogiste, with their partner Terra Libre
LLC chose Happold Consulting, a London based
consulting company to prepare the preliminary
development plan for the sustainable city.
2.6.2 ‘The town is not intended to be a rapidly built
real estate project for short-term profit. The goal is
to realize a unique vision about community that will
serve as an example for other communities in Latvia.
A key feature of the project is implementation of a
town concept that consists of three main components:
first of all, eco-friendly tourism, secondly – education
and knowledge and finally – an eco friendly way of
living. In support of this vision the development plan
of the territory will seek to retain, even improve the
natural beauty of existing forests as well as creating
nature parks for both visitors and residents. The town

3.1 Hercogiste-Terra Libre
3.1.1 In August 2011: Stage one of the three-stage
integrated development plan (IDP) for Hercogiste-
community was concluded. During the first phase
of development plan Happold carried out in-
depth analysis, evaluating economical, territorial,
environmental, social and other aspects of the project.
Happold Consulting conducted interviews with more
than 40 experts who represented various Latvian
industries. On the ground local conditions and data
analysis, were defined. This includes a vision of the
driving force for economic development in Liezere,
development of social environment and possible ways
of developing the local infrastructure. All suggestions
anticipate maximum usage of regional advantages,
conditions and previous development plans,
implementing sustainable, long-term solutions.
3.2 Star Lighthouse:
Latvia Work September 1 - 7 2011
3.2.1 In Latvia Star Leisure-Lighthouse Creative
team reviewed the considerable work effort that
has been previously applied in Happold’s feasibility
studies. Accepting the overarching name, aims
and connotation of Hercogiste, the team explored
alternative different models of development at various
scales of investment and return on investment.
3.3 Star Lighthouse: Early September
2011:
3.3.1 With a view to the creation of ‘do-able’ projects
that fit within the philosophical and commercial aims
of the client the Star Lighthouse team spent four
days at the beginning of September producing six
different land options appropriate in scale within the
context of location and landscape. One of the models
rejected as unsuitable for this site is a casino resort.
This is because there is not a close proximity airfield
of less than thirty minutes to the site. The team also
considered the impact of an Eco City model for a
future urban habitat and found the land generally
unsuitable by a city’s obvious density implication,
and because of the high start up cost in capitalization
required to create the critical mass. They considered
residential possible, and subject to the success of the
early phases of the tourist initiative proposed in this
document, a town could develop in time.
3.4 Star-Lighthouse:

3.5 Responding to markets
3.5.1 The challenge is to imagine and size a destination
that is not only unique in Latvia, but draws on wider
markets than the country of Latvia itself (2.2 million
population). This means identifying themes that
can appeal to visitors from north Europe, including
Germany(11%), and the Russia Federation (15%),
currently major sources of foreign visitors. The
project we conceive commences as tourist driven,
later morphing into one in which outlying residential
districts play a part. Once this model is established
plans for a new town can take place.
3.5.2 This project will be of considerable magnitude,
investment of money and enterprise. The Russian
border is not far way, and potentially the market of
western Russia that reaches as far as Moscow and
St Petersburg in the long term is attractive. Selected
projects need to be considered for their strength
of drawing power, sustainability, and potential for
change.
3.6 Star-Lighthouse: Owner Directive
3.6.1 At the team’s presentation in Riga on September
5, Valeri Belokon, gave clear indication to Star-
Lighthouse that the option he wished to study was
the Grand Wilderness Resort, Spa with Attractions
and Residential.
RURAL FARMS
“The soul of Latvia is revealed in the typical rural
farmyard, where one lives in harmony with nature's
laws and rhythms. It is a place where ancient tradi-
tions are respected and annual festivals are joyously
celebrated. On Jāņi (Summer solstice) the tradi-
tional bonfire is lit in almost every farm. Līgotāji (the
celebrants of the festival) who, during the day have
gathered colourful Jāņu zāles (field flowers), head
off in pairs to seek the legendary secret fern blos-
som that blooms only once a year on this night. The
single-family farm is an integral part of the Latvian
landscape. Many still look just as they did centuries
ago. The Latvian landscape is also unimaginable
without its stately old trees; oaks that are several
hundred years old can be found in farmyards, as
well as in the fields. Here as well, Latvia has become
home to 9,000 - 10,000 pairs of white storks. To-
day, an increasing number of farmers are opening
their farms to tourists. More than 140 farms offer
bed-and-breakfast services and a variety of leisure
activities.”

Welcome to ‘The Realm’ Grand Wilderness Resort Spa and Districts.
5.1 Initial Market Assumptions
5.1.1. Star-Lighthouse are leisure and hospitality planners with a deep knowledge of leisure and hospitality
projects. We apply economic models that enable approximate calculations to be made regarding attendance
impact, frozen density, and peak day ‘ in project’ projections. We believe that this project should be designed
to handle between 500,000 visitors a year rising to one million visitors. Too small and the project will not have
sufficient “critical mass” to draw visitors from beyond the Latvian borders, too big and the project will require
massive funding and major marketing not only by Terre Libre, but the Government of Latvia.
5.1.2 Attendance is based on an assumption that with effective marketing, quality concepts and attractions, the
Realm project can provide a maximum of two days attraction offer, (athough hotel guests may stay longer)

5.2.1 The Grand Wilderness Lodge and smaller villages provide for on-site lodging for 2,000 people. Against
the 500,000 per annum model up to 4,000 people arriving for the day should be accommodated by car and
bus parking spaces. Accordingly, in addition to the hotel parking, 2,000 car parking spaces are designed in the
structured covered park near the Orientation and Transportation Center.

5.2.2. This Hercogiste complex constitutes a significant critical mass where the sum of the whole will exceed
the value of the parts. Secondary and tertiary opportunities will exist for the development of hotels, convention
and sports facilities, supporting retail, restaurant and other venues as the complex grows and matures.
5.3 Back Story
5.3.1 At the Riga meeting the Star-Lighthouse team emphasized the importance of story telling as a
fundamental building block to the creation of the ‘high concept.’ Once this story line (also called the back
story) is established and agreed upon, development tasks identify the location of spaces on the land that
will ultimately contain content within appropriate scaled building masses of unique and original architecture.
Architecture wraps content, and without content architecture is a shell in which content has to modified or
adapted at a later moment. Story telling is of the utmost importance, and for ‘story’ the word ‘theme’ may be
used. Themes and stories lend character to the experience, and in themselves may become the inspiration for
specific and varied attractions. Attractions at different levels of scale are considered as magnets, and it is these
magnets of attraction that draw out the visitor across the land and contribute to the visitor day.
5.3.2 The broad themes of this resort include, but are not limited to: Back to Nature. Back to History: Pastoral;
Battles; farm work; invaders (Swedes; Teutons; Russian; Germans; Poles; Lithuanians;). Recreation of battles;
Outdoor Theaters (performers good and cheap locally) space frame tents: Horse rings; Sports rings. Music
location: Bands (on circuit); local folklore festivals. Christmas festival: Santa Claus; Reindeers; Christmas
markets; Winter Wonderland; Skating Rinks; Sleigh rides; Open Fires; Cross country skiing; Ice Village (eg: Dr
Zhivago) Sports: Golf Academy; Basketball; Golf Academy; Football Academy (associated with Blackpool FC);
Training facility for other football clubs; Football Hotel Self sufficiency; Eco friendly; Eco Best Practice.
5.4 Tracking and Dwell Time
5.4.1 Because of the relatively long travel time to the location (limiting an individual’s day hours in the project )
and because of an absence of surrounding hotels our concept plan proposes a two day attraction value with
sufficient elements to occupy all segments of the market. This is called “turns per hour“. Here the objective
is to slow the visitor to spend longer time in each of the destination districts. Time in the project is of
considerable importance. This can be achieved not only by the period spent in each of the districts’ attraction,
but in “tracking,” the dimensional walking time or time spent in the transportation experiences that convey the
visitor around the site. Because of the pastoral nature and significant distance between the districts this can
be necessarily slow. The combination of “attraction experiences” and “tracking” are the main contributors to
the length of stay. The total stay is known as “Dwell Time.”
5.5 Hourly Entertainment Capacity Calculations
5.5.1 Star-Lighthouse further calculates the power and holding capacity of attractions in hourly entertainment
capacity units. an attraction that occupies the visitor has a calculated capacity. This study ensures that capital
for the development of these attractions is used properly and effectively.

6.1 Guiding Principles Vision Plan
A Vision Plan is a projection of how we imagine
the project to be at build out. A project will rarely
achieve all the aims of the Vision Plan because time
and operation will change the dynamics. Imagining
the future and working backward from the Vision
plan is one way of guiding development. This
proposes an optimistic view that removes obstacles
to development. Our long term aim is to make the
project sustainable and to allow the first phase of
construction to become the future building blocks
for expansion projects that lead to the eventual
establishment of a community. Whether this might
be a town or a city is too early to tell, but the plan
provides tourist activities at start up. The value of
the land is in its’ pristine state, and other than for the
massing of the district concepts the aim is to leave
the land as it is; to silence and nature.

7.1 The Big Picture: Districts
7.1.1 The destination project envisaged occupies small
portions (districts) of a land that generally slopes
from a higher elevation in the north to a lower in the
south. Ten development districts, and (three support
areas) represent aspects of an environmentally
sensitive world presented in past, present and future
themes imagined to be powerful enough to attract a
European visitor. This is a ‘must see’ destination when
visiting Latvia.
7.2 Districts Definition
7.2.1 At various places across The Realm individual
districts are thematic in nature and represent cultural
and ecological stories of the Baltic States, Russia,
Finland, Poland, Germany, Lithuania, Estonia, Sweden
and Norway, as they pertain to the Latvian experience.
Our objective is the creation of stand-alone villages,
some with lodging, that reflect unique architecture
but give reference to history; the stories of the
Vikings, their influence in Russia, the Hansa League,
etc. There are precedents for this workable concept.
The Polynesian Culture Center on Oahu, Hawaii, the
content of the Norway Pavilion at EPCOT in Orlando,
the Viking Village at Jorkvik, York in England.
7.3 Land Use Strategy Maintain Land
Values
7.3.1 In every case the intention of the Hercogiste
Vision Plan, and subsequently the conceptual master
plan and districts plans is to preserve the natural
beauty of the land. Some of the stated themes of
the districts represented may well be translated by
astonishing architectural interpretations inspired by
tradition but contemporary in nature. The abundance
of timber might suppose that many structures that
contain the content are wood (perhaps taken from
the property given curing time), metal, glass and
concrete. Some structure may be buried within the
folds of the land or contained within the natural
contours of the land. Either way our initial analysis
of the land is to suppose that we build within
appropriate places within the forest, or at its’ edges.
7.4 Lakes and River
7.4.1 By building up banks and damming at the
southern edge the low laying marsh and peat areas
may become deep enough to form river and lakes.
Peat lakes differ from other lakes. Peat has formed
from the build up of partially rotted plant material in
the wet environments and may be seen as bog. Peat
soils have a marked effect on the physical, chemical
and biological nature of peat lakes. For example, the
water is usually stained a brownish color due to the
high levels of dissolved organic matter leaching from
adjoining peat soils. Water in the bottom of the lake
is usually mildly acidic and often low in dissolved
oxygen. Peatlands take many thousands of years
to develop. They develop where the rate of plant
growth is greater than the rate of decay, and contain
plants that are specially adapted to the waterlogged
conditions and low nutrient levels.
7.4.2 Peatlands are fragile ecosystems that are
susceptible to fire, increases in nutrients and the
effect of drainage. Find out more about how bogs

9.1 District 1:
The Grand Wilderness Lodge and Spa
Arrival
9.1.1 A wide processional entryway from the Riga-
Madonas Road leads the guest to a covered parking
place, or if staying overnight to parking adjacent to
the hotel. Within 800 hectares of pristine land. The
Realm is an elegant resort of interconnected narrow
tramways, verdant wooded acres, a serpentine river
and lakes. A members-only championship-caliber golf
course beckons with stunning greens and vistas of
forest and marsh.
Passing by the guardhouse we arrive at the hotel
along a magnificent landscaped drive that bends
towards the Porte Cochere. Proximity parking for cars,
buses, VIP and Handicap parking form two curving
wedges heavily landscaped beneath the mature tree
cover. The covered porte cochere provides shelter for
guests in inclement weather.
9.1.2 Inside the hotel’s vestibule a magnificent hall
opens to the views with inward facing floors at
varying levels. The Grand Wilderness Resort Lodge
is inspired by the great retreats of the nineteenth
century and as such honors Latvian craftsmanship
and artistry, celebrating the majesty of the unspoiled
wilderness of the Hercogiste properties. The Grand
Wilderness Lodge is a five-hundred room guest hotel
complex with its own spa set in verdant landscape. It
is an impressive five and six story hotel in the grand
manner occupying a hillside site with superb sylvan
and meadow views in all directions. The drawing
demonstrates its presence and potential, imagined as
a construct in timber and stone.
9.1.3 The theme of the hotel is ‘harmony with nature’.
Authentic decor and genuine artifacts pay homage
to the Baltic cultures and the pioneering spirit of all
world explorers. From its stunning lobby, built from
local pine, to its’ 20m-tall lobby fireplace, the resort
is as beautiful, as it is impressive. Its’ guest rooms
offer themes of wildlife, nature and native Latvian
designs. Whirlpool tubs are included in the suites.
Outside on the resort terraces bubbling springs flow,
tumbling into sparkling waterfalls. In fine weather a
swimming pool surveys the landscape. An indoor pool
is available when the days grow shorter and colder.
Outside recreation areas including tennis and swim
club can be found in the grounds. The naturalistic
landscape is a masterpiece of design using the local
natural rock forms embedded as markers.

12.1.1 Within the contemporary-classic form the Amber
Spa, here shown as a crossbow ground plan, contains
swim pools, massage and treatment, hot stone rooms,
tepidarium, frigidarium, Finnish sauna and Health
Club. The interior is decorated with themes from the
Amber Road, the great trading route that crossed
Latvia from south to north. Under the northern sun

Forever Wild Champion Golf Course
and Clubhouse
13.1.1 Set lower in elevation than the hotel and with
proximity to car parking the 18 hole The Forever Wild
Golf course runs from The Grand Wilderness Lodge
north and west and east to end in a magnificent final
18th hole situtated within a natural bowl. The course
may be constructed on the Scottish principle of links

natural woodland and watery streams are designed to
take advantage of the rolling terrain. Environmentally
this is the least expensive form of golf course to
maintain.
13.1.2 Associated with the
Ozo Golf Club and Belokon
Holdings is the Riga Golf
School. The first golf sports
school in Latvia for kids and
youth ages 6-18 with the goal of popularizing the
game of golf among the young, to prepare the base
for the Junior National teams, as well as make the
game affordable to different social groups. As at Riga,
this clubhouse at the Realm provides golf equipment,
excellent training facilities and various levels of
competitive system. The best players represent their
schools in competitions outside Latvia, become
members of the Junior National team. Internationally
certified professionals work with new golfers.
13.1.3 The challenges of the variable weather in Latvia
create the need for viable indoor spaces, as well as
outdoor environments in keeping and scale to the
annual flux of visitors. Running, horse riding, cycling,
boating and water sports are accounted for within the
Hercogiste master plan. In winter langlauf-skiing and
other snow based sports are provided, not forgetting
year round indoor activities such as swimming, basket
ball, skating ,ice hockey and curling.

15.1 District 2. The Orientation and
Transportation Center
15.1.1 There are two entrances to the property. One,
designed for visitors of the hotel and guests or
visitors to the Districts, the other accessing the
eventual town and residential portions of the site
(See District 10). The day visitor exchanges the petrol
fueled car for an electric vehicle or slow moving road
tram. These reduce the requirement for heavy roads,
provide for clean air across the site and neighboring
properties. The trams leave on a regular schedule
from the Grand Wilderness Lodge or from the
Orientation and Transportation Center that is adjacent
to the day parking decks. There are 2,000 car parking
spaces and adjacent surface parking for buses. The
car parking construction can be phased. At the
Orientation Center visitors learn about the various
destination districts.

16.1 District 3: The Viking Route
Introduction to the Age of the Vikings!
16.1.1 At the beginning of this era more than a
thousand years ago the territory known as Latvia
today became famous as a trading crossroads. The
‘route from the Vikings to the Greeks’ mentioned
in ancient chronicles stretched from Scandinavia
through Latvian territory via the Daugava River to
ancient Rus, and beyond to the Byzantine Empire.
This District of The Realm presents the Viking cultures
within an authentic Viking village containing: Thor’s
Feast Dinner Hall, Ragnar’s Battle Stadium, the Runes
and Saga Theater, and many crafts displays and active
workshop areas. Guests, known here as “skraelings”,
may occupy a genuine sod clad Viking hut for a
memorable overnight sensation.
16.1.2 Constructed on the hill the village is fortified
with a timber and earth palisade. Authentic structures
based on those discovered at Hedeby or L’Anse Aux
Meadows in Labrador contain habitats, workshops,
halls, shops, display and attraction areas. Thors Feast,
is a reconstructed Viking Chieftain’s Long Barrow
Hall. This three hour long dinner show includes bones
thrown to the dogs beneath the table. Work halls
include an iron smithy containing a forge with iron
slag, carpentry and a specialized boat repair area by
the lake. Artifacts on display include stone oil lamps,

whetstones, bronze fastening pins. For children in
particular the surrounding fields are designed on
the shieling system, a type of animal husbandry
developed in the Scandinavian countries.
17.1.1 The operation of the Viking Village should be
imagined along the lines of Colonial Willamsburg in
Virginia. In authentic costume players and The Realm
Vikings take part in field demonstrations within a
specially constructed amphitheater to demonstrate
Viking weaponry, archery, battle tactics, axe throwing,
etc. Graphic banners wave in the air. In this theatrical
space the warriors demonstrate their shields and
double-headed axes. You might see the ghost of Kirk
Douglas among them.
17.1.2 At that moment the enemy line began to move.
It came at us not in a single organized rush, but as a
ragged, rolling charge, the Irish first letting loose a
high keening scream, which overlaid the deeper roar
of their Norse allies. They ran forward in a broken
torrent, brandishing axes, swords, pikes, spears. A
few tripped on the rough ground and went sprawling,
vanishing under the feet of their companions, but
the ones on top rushed on, determined to gather as
much speed as possible before they hit the shield
wall. When the collision came, there was a massive,
shattering crack like oak trees falling in the forest,
and into the air flew an eerie cloud of grey and
white sprinkled with bright flecks. It was the dust
and whitewash from several thousand shields that
had been carefully cleaned and repainted before the

21.1 District 4 : Nordic Adventure
21.1.1 The Nordic Adventure is a themed cultural
area within ‘The Realm’. It is a place where guests
of all ages experience the character, culture and
atmospheres of Sweden, Finland and Norway,
countries that lie just across the Baltic. In
particular,Norway is featured; a land where magic and
fairytales are very much alive.
21.1.2 Buildings are based on the traditional
architecture of Haugusund, and/or the Bryggen
district of Bergen, settlements that originated in
the middle of the fourteenth century when heavily
influenced by the North German Hanseatic League.
Here music, art, costume and dance are portrayed in
music halls, lecture theaters, film theaters and exhibit
displays.

24.1 District 5 Agroplex
24.1.1 “Latvia,” to quote the Baltic Times,” has a rich
history in agriculture and farming.” From primitive
cultivation to the farming techniques of today, to the
futuristic production of organic foods and robotic
farming of tomorrow our back-story and fascinating
content is the subject of this district that fits well
within the over-arching brand of ecology. This district
is subdivided into Past, Present and Future areas in
many hands on, or interactive displays and exhibits.
24.1.2 The focus perspective is how to feed the
mouths of the future. From a regional perspective
the traditions of Baltic farming practices that
translate into food produce and ultimately healthy
cooking in every house. The spin offs are research in
agro technology, equipment and science. Here is an
opportunity for sponsorship support.
24.1.3 Before the beginning of World War II, its
farmers had successfully competed with European
agro-producers. During Soviet times the small
individual farms were replaced by the much larger
state, or collective farms. By the end of the 1950s the
consolidation of independent homesteads was almost
complete, with over 90 percent of the farms turned
into the kolhozs.
24.1.4 Today numerous organic farms in Latvia have
different levels of certification with a large number
of the Vides Veselibas Saimes (Nature Friendly
Households) participating in the programs organized
by the Association of Latvian Organic founded in
1995. Comparative thematic interpretations of the
‘story of food’ can be seen at the John Deere Pavilion,
a Visitor Center at Moline, Illinois, and within the
Kraft Pavilion at Epcot. Interactive exhibits mingled
with farming equipment, creating a unique hands-
on, climb-on experience for visitors of all ages. There
are exhibits here to captivate guests of all ages.
From antique tractors to the giant modern combine
harvesters, to interactive touch-screen displays and
films, visitors to The Realm’s Agroplex will find a
variety of entertainment opportunities, each with a
strong educational twist.

“The Latvians call themselves a nation of singers.
The folk-song tradition is the main symbol used for
the nation’s self-identification, and this symbol has
a history of one and a half centuries. The idea that
Latvians could be more than merely an uneducated
class of farmers surfaced for the first time in the
middle of the 19th century. Jaunlatvieši (the New
Latvians), the ideologists of the first national awak-
ening, turned to folk songs in order to demonstrate
that Latvians have the right to be considered an indi-
visible nation. The folk songs were a cultural phe-
nomenon that was used to prove that Latvians have
a national distinguishing characteristic. The fact that
the folk songs originated in the distant past reaf-
firmed the nation’s antiquity, its independent history
and prospects of persevering in the future. The great
number of traditionalists and their cultural unity was
turned into a symbolic basis for the nation’s solidar-
ity. The widespread movement of accumulating folk-
lore at the end of the 19th century truly was a task
that consolidated the nation.”

28.1 District 6: The HansaStadt
Latvia and the Baltic Traders
28.1.1 Mediaeval Germany is the inspiration of District
6: The Hansa-Stadt. This village of authentic looking
buildings with stepped gables takes its’ inspiration
from the Baltic waterfront at Lübeck. Visitors to
Hercogiste become involved in the many varied
stories of the Hansa League, as well as understanding
the significance of the earlier Amber and Fur Routes.

Earlier tribes make their way through Latvia
into modern day Russia. The waterfront along a
constructed river contains a scaled shipbuilding
village. Waterside warehouses, sail lofts, netting,

In one of the small squares and courtyards is a 200

the Baltic region are explained in an audio-
visual environment. The Hanseatic League was a
sort of EFTA of the fourteenth century and as a
confederation of primary German cities, engaged in
trade throughout the entire area of the Baltic.
At Lübeck the representatives of the Hansa Cities
met to formulate policy and strategy. Two hundred
cities belonged to the League, among them Danzig,
Cologne, Riga, Bergen, Brunswick and Viterbo.

32.1.1 The anchor magnet of the southern portion
of the site the Bioscape reflects the human story of
sorts. We imagine an Eco Davos, a place of ‘People
Learning’ that exists for visitors, conventioneers
and corporations structured within attractive
contemporary architectural halls and pavilions.
Here guests are exposed to the world’s physical,
spiritual and ecological challenges. The message is
knowledge and awareness, in our world around us,
and specifically in the elements of our world at micro
and macro scales. Within these organically designed
pavilions (possibly at the edge of the forest line)
mixed media content presents an understanding of
the hidden world of science and nature.
32.2 The Bioscape Entertainment Program
32.2.1 Here are exhibits and interpretive shows
regarding natural science. True there are museums
in capitals of Europe that deal with this subject,
but few that entertain in the manner of Walt Disney
with simulators, large screen projections, computer
experiences, light and audio shows. This Latvian
interpretation will please all those interested in life
sustaining forces.
32.2.2 Mankind dominates this planet. Man has taken
control and whatever future lies for his species, lies in
his hands. As we begin to understand the molecular,
physical and metaphysical dynamics of mankind with
the help of science we realize that we stand on the
brink of forces so great as to bring all life to an end.
Enter Bioscape, an entirely novel attraction and
educational concept focused on the issues of the
balance of nature, man, humankind, body, health and
life-style. Bioscape is an international ‘thinking man’s
destination’ in its’ scope and impact on the minds
of Europeans. Like the ancient Library of Alexandria
Bioscape becomes a depository of world knowledge.

35.2.1 Seen from ground level Bioscape as a number
of interconnecting structures is enveloped in a
wilderness, where trees and water symbolize the
perfection of nature. Outdoors this environment
submits to the temperatures of northern Europe, cold
and chilly in the winter months, warm, sometimes
sunny in the summer. Vast eons of time, conveyed by
light messages and touch carry him through a time
tunnel to the point before the creation of life forces.
35.2.2 The Heritage Hub at the heart of the project is
the connector and the point from which exploration
into the various themes commences and ends.
35.3 The Big Bang Theater
Within the mini IMAX theater our guests witness the
formation of stars and galaxies and the key moments
of the first four billion years of our planet presented

formats with music, laser effects, special lighting and
projection effects.

From the arc of circulation Four Biomes, or
Destination Environments provide the guest

and religious views are explained in veneration and
understanding conducted at historical, traditional,
tribal and semantic levels. Touch, taste, sight,
smell and sound are vehicles for exploration. The
attractions of this Biome convey the visitor through
the complexity of the human spirit and mind. Dream
worlds, illusions and fantasies are the elements of this
district.

Where will man go in the future, if it is not to be on
this planet? Can man live, breathe, and survive in the
depths of oceans, building an alternative environment
beneath the waves? Likewise, can mankind master the
uninhabitable planets and satellites and moons of this
Solar System, or forever leave the Spaceship Earth to
wander amidst the intergalactic gas?
Can man control his destructive urges toward his own
kind, the slaughter of animals, the wasting of natural
Earth ? Will wars in the future end? Can man learn to
protect his fragile planet and build sustainable urban
settlements? Can man master disease - the natural
enemy? All of these questions are posed, and answers
offered in this final and dramatic Biome.

I37.1.1 n the long term the Vision Plan describes the
evolution of a township with sustainability at its heart.
Its systems process water, its windmills generate
electricity, and its utility systems reflect the bio
diversity. A town develops along the edge of the
upper lake. In the center are small shops, restaurants,
and a movie theater.
37.1.2 At the perimeter are two water based
recreational centers, one which is a full scale Olympic
kayaking course based on the Athens Olympics
facility. This venue for K2 and white water canoeing
will be the only one in the Baltic region and will
attract sportsmen and athletes. In the south part of
the town an Aquatic Center contains and adjacent
indoor-outdoor water park. In winter the kayaking
course is drained down and protected from the snow
by covers.

44.1.1 The purpose of the Staff and Service Village
is to provide housing and support facilities for the
new staff that will operate, manage and entertain the
visitors. Linked to this is an extensive Back of House
Area containing commissary, equipment, stores,
treatment plant, costume shop, maintenance building,
transportation store, etc
44.1.2 An estimated count is approximately 1,000-
1,500 full time and seasonal employees, perhaps more
because of the nature of the offer at Bioscope.
The types of employment opportunities created
at ‘The Realm’ include: executive and office
management, administration and security, guest
relations and back of house support, merchandising,
food and beverage sales, and of course, live
performance and attraction personnel.

Operations
44.1.1 Two types of operations are required to meet
the ever-increasing expectations of the public. The
front of house operations is what can be observed
and judged as to the excellence of service and degree
of enjoyment we derive from a day in The Realm.
Many of these functions may be housed within the
buildings guests see as part of the Resort. Front of
house operations include:
• Parking attendants and security officers
• Greeters and guides
• Admissions staff and ticket takers
• Retail and Food and Beverage sales staff
• Live performers, Bands & Characters
• Attraction operators and support staff
• Custodial staff
45.1.2 Back of house operations are off-stage and
unseen by the public. The site requirement to
accommodate these functions is some 60% of the
guest area, and has been estimated to be nearly

Wrexham District is the home of the 2011 National
Eisteddfod - one of the world’s greatest cultural
festivals - held from 30 July – 6 August 2011. on the
land of Lower Berse Farm, which is convenient for the
town and for those travelling from across Wales and
beyond.
Music, dance, visual arts, original performances, family
activities – there’s something for everyone at the Na-
tional Eisteddfod, and with over 160,000 visitors every
year, it’s a great place to meet up with old friends –
and make new ones.

47.1 implementation
This Vision Plan is a view of the future Hercogiste ‘Realm’ Resort at full build-out. It is like no other project
in the Baltic States. It is a social network resort designed to appeal to a broad range of markets, built on the
foundation of Latvia’s social, economic, cultural and religious history. This foundation provides an inspiration
for Latvia’s future, a place where engagement in history and culture, provide a basis for defining the country’s
future development.
47.2 Tourism and Transport Infrastructure
At build-out at least one million visitors a year will be required to sustain ‘The Realm.’ Currently Latvia is
attracting about a third of that number on a yearly basis. Given the immature tourism market in Latvia this
project will need to be done in stages. As the tourism market grows, the resort can incrementally develop the
various attractions to help grow the market.
In addition to the need for an increased tourism base the transportation infrastructure to this region of Latvia
needs additional investment. The primary way to access the site is by automobile and bus. Ideally, there should
be both rail and air access to the site, to make it more easily accessible.
We recommend ‘The Realm’ be developed in two stages:
Stage 1: The Great Wilderness Resort with attraction districts.
Stage 2: The Eco Town and residential
47.3 First Phase: Hotel and Key Districts
The Realm is a multidistrict destination resort whose attractions provide the critical mass necessary to fill hotel
rooms, and are sufficient to attract a broader domestic and international tourist market. The past, present and
future of Latvia is the overarching theme and story of the Realm. The resort’s attractions include:

The Great Wilderness Lodge is designed to be reminiscent of a country hunting lodge. This 500 room hotel
will include a full service spa, an 18-hole links golf course and club, 40 private residences with clubhouse,
an equestrian center, performance amphitheater and a meeting conference center. The Great Wilderness
Lodge will be marketed to the international business community as a unique gathering place for the world’s
environmental and global economy decision makers. There will be ample family amenities to support extended
conference stays.
There are 800 additional hotel rooms in smaller hotel associated with the districts.
47.4 Second Phase: District 8: Eco Town
The Eco Town will be founded on the infrastructure of ‘The Realm’ and will comprise a town center with shops,
offices and lodging, individual homes at the rear of the town and recreational amenities including year round
water park and an Olympic kayaking course.
47.5 Time frame, cost and funding:
The Hercogiste ‘Realm’ project with a timescale of up to 20 years includes a considerable funding requirement.
Overall costs over the entire period of the project are estimated at $1.5 billion. Project financing should
come from a number of sources, including potential governmental investment in required infrastructure and
promotion.
