4. KAZAN AND CULTURE
In 2014, the city announced the "Green
Record" program. 140 000 trees and 64
000 shrubs were planted in Kazan, and
more than half a million square meters of
new lawns were laid. As a next step, part
of the "Blooming Kazan" program, more
than 6 million flowers are planted every
year in the city, while local establishments,
business companies and social
institutions come up and design amazing
art objects flowers-made.
5. GOALS AND THE PROJECT IMPLEMENTATION
The goal of the project is to improve the
quality of life of the population by
improving the city environment, and by
creating comfortable and safe conditions
for leisure, recreation and leisure.
The city project "Parks and public gardens of
Kazan City" is aimed at beautifying and
creating public spaces for the city’s residents
and visitors. The basic principle of the
project is to actively involve local residents
and urban communities into the process of
parks and public gardens beautification via
open public project discussions.

facilities to be implemented in
the parks, but also valuable
comments on the management
of public spaces.
Local residents and activists in particular
have shown an increased interest in the
management of the city’s public parks
through the “participatory design” process.
As the top green area, parks are in a way
"lungs" of the city. Therefore, it is important
to preserve them, as well as to educate in
citizens sense of environmental
responsibility. Ecological communities are
involved in the parks design.

7. EVALUATION
There are no specific evaluation mechanism
in place regarding this Initiative. However, it is
to be noted that the number of events and
holding applications from organizers in
renovated public spaces has been increasing,
generating higher business activities within
park territories. During the summer season
2017, over 600 events were held in parks and
public gardens. There was also an increase of
the number of parks’ visitors, including in
winter time. During the winter holidays (from
December 22, 2017 to January 8, 2018), 10
key park areas were visited by 178500
people.

Today’s definition of public space is
originated in the ideas which came from
the eighteenth century, when the
society was considered more as a
commercial realm. It was different from
previous condition, because individuals
used to be related with others in
traditional ways, such as kinship and
clan. To change this situation, a new
cultural framework which could make a
better communication among all the
strangers was needed.

According to Madanipour (2003: 232-233), ‘Public
Spaces can be described as places outside the
boundaries of individual or small group control,
mediating between private spaces and used for a
variety of often overlapping functional and symbolic
purpose. Descriptively, therefore, public spaces have
been multi-purpose: accessible spaces,
distinguishable from and mediating between
demarcated exclusive territories of households and
individuals.’ Public spaces should be accessible and
open to members in a community.
