This presentation discusses Bangladesh's health information system for collecting and analyzing data on health issues like coronary heart disease. It describes the 4-step process: 1) data collection from health facilities using DHIS2 and OpenMRS software, 2) ensuring data accuracy through validation rules, 3) converting data into information for health decision-making, and 4) making health information available nationwide. Challenges include inadequate ICT infrastructure, financial problems, resistance to change, and lack of clear eHealth policies. The presentation recommends developing a comprehensive national eHealth policy and providing more training to improve usage and acceptance of the health information system.

Bangladesh has made remarkable progress in developing and deploying a country-
wide health information system (HIS) which includes a robust routine health
information system (RHIS). Several of it’s HIS and eHealth initiatives, coming
mainly from the Government, are being appreciated and recognized both at home
and abroad. This presentation will focus on how health information system in
Bangladesh collects data from the health sector and other relevant sectors, analyses
the data and ensures their overall quality, relevance and timeliness, and converts
data into information for health-related decision-making addressing especially
coronary heart disease.

Step one: Data collection on a health issue

According to (GIZ, 2014) the Directorate General of Health Services has equipped almost
every public sector health facility in the country from specialised tertiary hospitals to
community clinics with computers and internet connections and trained relevant
personnel to use DHIS2 to submit their routine reports electronically. DHGS also use
OpenMRS. The OpenMRS software complements DHIS2 to collect patient specific data
from hospitals. As hospitals begin using OpenMRS, paper records such as containing the
results of diagnostic tests will give way to electronic ones.

The accuracy of data captured in DHIS2 is enhanced by the use of data validation
rules, such as the designation of minimum and maximum values for specific fields,
which trigger warnings when data is entered which falls outside the given range.
DHIS2 greatly reduces the opportunities for data entry errors. DHIS2 also help to
improve the completeness of reports.

Having a policy in theory is not enough, implementing rules are needed. The
importance of legal support, national standards and policies are also a great concern
in the various study reported by some researchers. Rules and regulations are
important for a new system or current system more thoroughly. The policymaker and
government in Bangladesh should develop comprehensible national eHealth policy
and strategies to enable the acceptance of e-Health based health information system.
Most of the physicians and nurses are not familiar with e Health and the benefits they
might bring. There is a need for training concerning the use of eHealth systems.
Training for doctors, nurses, even patients are necessary in familiarizing with eHealth
and breaking their fears.

The analysis shows that the overall situation health information system in
Bangladesh is good but not adequate. The service recipients are not well
known with these services. In this respect, it can concluded that service
provider have to build a quality ICT based health service that must be
easily and widely available throughout the country.
