10. PHASE 1: ASSESSMENT OF EXISTING BUILDING
1 PROGRAM/PLAN DEVELOPMENT
Assessment of existing building program – We begin with a
detailed and thorough analysis of your existing building program,
including a review of all existing architectural plans and conditions,
space and strategic plans, master plans and other planning materials.
A technical tour of your facility/campus will also be conducted to gain
an overall perspective of existing conditions and infrastructure.
Within a compressed time frame, HBE will provide:
• Detailed schematic drawings
• Project development schedule
• Guaranteed lump sum amount for architectural design, engineering,
Group 1 equipment and construction.

11. 2 PHASE 2: DESIGN DEVELOPMENT & BUDGET PREPARATION
Refining the solution – Once you determine there is value in the design
solution, we will assign appropriate personnel to work directly with
you as follows:
1. The vice president of project development will:
a. coordinate HBE internal technical resources to refine our
solution so that it is yours and,
b. price the solution.
2. A design architect will work with you and your staff to
assure the design solution meets your organizational needs.
Letter of Authorization – When you recognize a distinct value in
HBE’s approach to a design solution and ready to move forward with
HBE on an exclusive basis, a brief Letter of Authorization (LOA) is all
that is required.
This LOA signifies that the hospital and HBE will work through a
planning process intended to result in a specific project. The LOA
also clearly spells out the HBE guarantee of “no up-front risk” for
the hospital.
