The Memorandum on Transparency and Open Government was the first executive action to bear the President’s signature, and the President has pledged his Administration to work toward “an unprecedented level of openness in Government.”
Over the past two and a half years, Federal agencies have done a great deal to make government more transparent and more accessible, to provide people with information that they can use in their daily lives, to solicit public participation in government decision-making, and to collaborate with all sectors of the economy on new and innovative solutions. These Open Government efforts are now entering a new phase, as we collaborate with other countries in the global Open Government Partnership (OGP).

As it developed a U.S. National Action Plan (“National Plan”), the Federal Government engaged in extensive consultations with external stakeholders, including a broad range of civil society groups and members of the private sector. It solicited input from the Administration’s own Open Government Working Group, comprised of senior-level representatives from executive branch departments and agencies. White House policymakers also engaged the public via a series of blog posts, requesting ideas about how to focus Open Government efforts on increasing public integrity, more effectively managing public resources, and improving public services. Responsive submissions were posted online.
This National Plan builds on, but does not replace, the Open Government Initiative inaugurated by the President’s Memorandum on Transparency and Open Government. The National Plan will briefly highlight what has been accomplished thus far and lay out some of our goals and plans for the future.

Both parties develop party platforms. These platforms may sound great but often do not go into the details needed to effect the actual policy. We will look at one policy position, health and examine the developments since this platform was written in 2012.
Start with the descriptions of Health Care from the respective parties on page 147.
Your book states the Democratic parties support universal health- care plan as permitted under the Affordable Care Act.
Your book states that the Republicans believe that health care decision should be between a patient and health care professionals and should be protected from government intrusion. It also states that the Republican Party demands the immediate repeal of the patient Protection and Affordable Care Act but does not state the replacement of the particular health care policy.
Background information:
An alternative to universal care through the Affordable Care Act are Health Savings Accounts (HSAs).
Proponents of Health Savings Accounts believe it encourages people to be value-conscious shoppers in the health care marketplace. For example, a 2012 study from the Rand Corporation, a policy research institute, found that families with consumer-directed health coverage, like HSA plans, spent an average of 21 percent less the first year after switching from traditional coverage. And that if half of those with employer-sponsored coverage were in such plans, health care costs would fall by $57 billion.
Defenders of ObamaCare—including New York Times economist Paul Krugman—do not believe people can make value-conscious health care decisions. Their preferred option is to insulate patients from almost all costs of care—otherwise known as national health insurance— and then control costs by imposing price controls. ObamaCare doesn’t get them all the way there, but it’s a big step in that direction.
However, if individuals and businesses have access to HSA plans, that might help offset the health care spending explosion that ObamaCare creates. Even now health insurers are warning of quickly rising premiums under ObamaCare. So HSA plans may be the only “affordable” option.
The real question is whether health insurers will offer HSA options at a reasonable price. One of the dirty little secrets is that health insurers offer an HSA plan, but price it so high that the more expensive, comprehensive coverage looks like a better deal. The insurance companies approved of ObamaCare in exchange for the anticipated extra patients signing up. This however, does nothing to decrease the cost or increase the ability of the individual to make decisions outside of the insurance company. Recently we have seen the insurance companies asking to be bailed out
because not enough younger people have signed up to compensate for the elderly on the plan. In fact ,both Aetna and United Health Care have threatened to pull out of the health market in 2016/2017.

Affordable Act Care has been a significant issue in Texas State for the past seven years. Texas governor, Greg Abbott has been on the frontline in fighting the implementation of the Act in Texas and America. The governor's office claims that the penalties related to avoiding the Act are unconstitutional and not democratic (Toussaint, 2017). Furthermore, the Governor argues that the Affordable Care Act should be put on halt while the cause is being liquidated. However, the governor does not concentrate on improving the policy rather than doing away with it. Greg Abbott believes the pre-existing conditions are the major barriers for the effectiveness of the act. The Affordable Care Act allows people to purchase the policy even with pre-existing conditions. In favor of the governor, the act should limit the purchase of the act during such conditions with the aim of reducing the cost as well as the rates of insurance. Therefore, an appeal can be made based on the governors value since most Americans are complaining about the same issue (Toussaint, 2017).
Affordable Act Care was implemented under the executive administrative policy. In America, an executive order is directed by the president on the managers of various federal governments with the aim of forcing policy to law. In 2013, former president of America Barack Hussein Obama issued a directive on the implementation of the Affordable Care Act (Rovner, 2018). The current President, Donald Trump began fighting the Act by attacking the executive committee and even dismantling it. An executive order is written, signed and published by the president's office and directed to various federal departments. The Executive order directed all agencies responsible under the Affordable Care Act provision that will provide a regulatory and fiscal burden on entities that will be reluctant on adopting a policy. Also, the Executive Order directs the same agencies to offer greater flexibilities and collaboration on implementing such healthcare policies.
Since the implementation of the Affordable Care Act in 2010, the policy has suffered various criticisms in its debate. For those who believed that the primary goal of the Act was to make insurance more affordable didn’t achieve their purpose. However, the policy has caused more Americans to have access to medical insurance hence fostering a healthy nation. Since the Act is applicable in improving the public health of all Americans, it includes various resources in healthcare like materials, funds, personnel and other things that can be utilized in the provision of healthcare service. The act is also responsible for ensuring all medical care institutions have the necessary resource for effective operations (Ba.

it's unclear if lawmakers will do anything about it next session despite their opposition to it.

The Hawaii law granting public access to government records has been suspended for 293
days as of Monday under one of dozens of executive orders that Gov. David Ige issued at the
start of the pandemic. The move was not popular among state lawmakers and there is no
indication of when the governor might lift his order. But it's also not an issue that lawmakers
have plans to address yet, at least directly, as they head into the 2021 session, which starts Jan.
20. “We haven't really looked at the specificity of bills in that regard,” Senate President Ron
Kouchi said Thursday. Some lawmakers have said it may come up as part of a broader effort
by the Legislature to examine the GOVERNOR'S EMERGENCY POWERS. At least one
state on the mainland took that step and forced public agencies to comply with the records law
even during times of emergency.
Ige suspended the laws governing public records and open meetings in March in his first
round of EMERGENCY ORDERS to deal with the coronavirus pandemic. At the time, it
was considered the most restrictive order on government transparency in the U.S. The
governor partially walked back the suspension in May and added more specific instructions
regarding how agencies must respond to requests from the public. But the ongoing suspension,
now extended to Feb. 14, has hampered the work of government watchdogs, the media and
even some legislators.
Kouchi remarked how the Senate's special COVID-19 committee has made dozens of requests
for documents from departments, some of which have dragged their feet in responding.
Kouchi said senators have been focused on how the Capitol will operate when the session
opens. “We haven't gotten around to the policy stuff, as far as formal discussions go,” Kouchi
said, adding that much of the Senate's focus has been on finding a way to safely conduct
session and ensuring the public can still participate.
Sen. Gil Keith-Agaran says the records law, Chapter 92F, already gives government agencies
the flexibility to delay records requests. In April, he and Sen. Karl Rhoads wrote a letter to the
governor demanding that the suspension be lifted. “He didn't have to suspend the law as
broadly as he did,” Keith-Agaran said. But Keith-Agaran says forcing the records law back
open with a new law could be problematic since the current statute already provides avenues
for delaying records requests. Keith-Agaran, the Maui senator, thinks discussion of the Hawaii
records law may come up as legislators dig into the GOVERNOR'S EMERGENCY
POWERS.
That's something House Speaker Scott Saiki says lawmakers may focus on next session. Ige
first instituted a COVID-19 EMERGENCY PROCLAMATION, WHICH HAS BEEN
EXTENDED 16 TIMES SINCE THEN. “I'M NOT SURE IF THE INTENT OF THE
CURRENT STATUTE WAS TO ALLOW THE GOVERNOR TO EXERCISE
EMERGENCY POWERS ON AN INDEFINITE BASIS,” Saiki said.
2. Besides the duration of emergency orders, the Legislature might also home in on the SCOPE
OF THE GOVERNOR'S POWERS. Keith-Agaran said there's interest in granting other
officials, like the Department of Health director, some emergency authority.

retain the government's flexibility in responding to an emergency while adding certain checks
and balances on that power. Foremost among them is the addition of a legislative check on the
governor's ability to indefinitely extend emergencies. In addition, there must be internal
checks on the breadth of emergency action so that government restrictions on fundamental
free- doms remain narrowly tailored to achieve a specific, rational purpose.
A system of checks and balances has always been the cornerstone of the defense of freedom in
the United States. In The Federalist Papers, James Madison wrote at length on the fact that
constraints on those who govern are the primary guarantee of liberty and guard against
despotism. As another Founding Father, John Adams, put it: “Power must never be trusted
without a check.”
IN ITS CURRENT FORM, HAWAII'S EMERGENCY MANAGEMENT LAWS
ALLOW FOR THE EXTENSIVE EXERCISE OF UNCHECKED POWER. THIS IS
NOT A PROBLEM THAT CAN BE FULLY ADDRESSED THROUGH THE
COURTS. THE PROPER SET OF CHECKS AND BALANCES, AS OUTLINED IN
THIS REPORT, CAN BE ADDED ONLY THROUGH LEGISLA- TIVE ACTION.
MOREOVER, THE IMPETUS FOR SUCH CHANGE MUST COME FROM THE
PEOPLE, THROUGH THEIR ELECTED REPRESENTATIVES.
The pandemic and lockdown have demonstrated the inadequacy of our state's current
emergency powers law to deal with a public health emergency of this scope. Fortunately, we
can take what we have learned from this experience and put it to good use. If we work
together, we can ensure that Hawaii is better prepared to handle future emergencies via
reforms that will protect public health without infringing upon our fundamental freedoms.

Talk to your public health officials and hospital systems so you know their capacities.
INVENTORY
Do an inventory of your nonprofits and foundations to figure out who external to government
can take part in relief and planning efforts.
SCHOOLS
Communicate with people responsible for schools
have a plan for childcare and nutrition as a result of potential school closings.
TEAMS
Consider splitting staff from every department into two teams;
1 for those who are dealing with what's happening today,
1 for those who are thinking 2 weeks out about what we need to be worried about down the road.
