Licensing Bodies (US)
National Committee for Foreign Medical Education
Accreditation (NCFMEA)
 The purpose: to review the standards used by
foreign countries to accredit medical schools
and determine whether those standards are
comparable to standards used to accredit
schools in the United States.
 NCFMEA does not review or accredit individual
foreign medical schools. The request by a
foreign country for review by the NCFMEA is
voluntary.
National Committee for Foreign Medical Education
Accreditation & the Florida Commission for
Independent Education (CIE)
 Has statutory responsibilities in matters relating
to nonpublic, postsecondary, educational
institutions.
 Core (required) clerkships are not permitted in
Florida Hospitals or clinics unless the foreign
medical school is licensed for that purpose by
the Commission.
 CIE defers to the National Committee for
Foreign Medical Education Accreditation for
the determination of comparable standards.
Educational Commission for Foreign Medical
Graduates (ECFMG)
 Through its program of certification, assesses
whether international medical graduates are
ready to enter residency or fellowship
programs in the United States that are
accredited by the Accreditation Council for
Graduate Medical Education (ACGME).
 To be certified by ECFMG, other requirements,
pass a medical science examination.
 Step 1 and Step 2 Clinical Knowledge (CK) of
the United States Medical Licensing
Examination® (USMLE®) are the exams
currently administered that meet the medical
science examination requirement for ECFMG
Certification.
Accreditation Council for Continuing Medical
Education (ACCME)
 Mission is the identification, development, and
promotion of standards for quality continuing
medical education (CME) utilized by physicians
in their maintenance of competence and
incorporation of new knowledge to improve
quality medical care for patients and their
communities.
Educational Philosophy and Resources
Summary
 Educational resources to be implemented to match
curriculum goals;
 Best evidence medical education (BEME) strategies;
 High accessibility and student-centredness;
 Research and collaborative involvement with local health
system.
THERE IS A LARGE AND GROWING UNMET
NEED FOR PHYSICIANS IN THE USA
The New York Times, July 2012
Doctor Shortage Likely to Worsen With
Health Law
“The Association of American Medical Colleges
estimates that in 2015 the country will have
62,900 fewer doctors than needed.
And that number will more than double by 2025,
as the expansion of insurance coverage and the
aging of baby boomers drive up demand for care.
Even without the health care law, the shortfall of
doctors in 2025 would still exceed 100,000.”
MEDICALS SCHOOLS IN THE CARIBBEAN;
A WELL-ESTABLISHED BILLION DOLLAR
BUSINESS
 2000 Ross University reportedly sold
for $300 M.
 2013 St. George’s University
reportedly for sale at $1 B.
 2008 University of Medicine and
Health Sciences opened its doors;
very successful operation, no federal
student aid eligibility.
ACHIEVEMENTS
 Obtaining a British University License
 Bringing Dr. Tomlin Paul on Board
 Developing and publishing accreditation approved courses
and educations programs
 Signed Memorandum of Understandings
 University of the West Indies - Mona
 Yale School of Public Health
 Achieving CAAM-HP Initial Provisional Accreditation
 Establishing physical presence by obtaining approval of
facilities and plans for the University Campus activities
 Identifying and obtaining commitments of outstanding key
Administrators and Educators
 Completing Campus design and commencing construction
 Pending CAAM-HP subsequent visit and approval, opening
doors June 2014
