World Class Institutions Scheme
Announcement was made in Budget 2016 and the Scheme was launched in 2017.
To provide an enabling regulatory architecture to ten public and ten private Higher
Educational Institutions to emerge as world-class Teaching and Research Institutions.
The guidelines and regulations comprehensively provide everything right from
recruitment around the world to providing financial assistance to meritorious students.
These Institutions shall be called as ‘Institutions of Eminence (IoEs)’
Categories
Existing Government educational institutions.
Existing private higher educational institutions to upgrade themselves to Institutions of
Eminence.
Sponsoring organizations for setting up of new Institutions of Eminence
Objectives
To provide for higher education leading to excellence and innovation
To provide for high quality teaching and research and for the advancement of knowledge
To aim to be rated internationally for its teaching and research as a top 100 institutions
in the world over time.
To pay special attention to teaching and research in unique and emerging areas of
knowledge.
Expectations
 Multi disciplinary
 Inter-disciplinary including areas of emerging technology.
 Good proportion of foreign or foreign qualified faculty.
 Reasonably good mix of foreign and domestic students
 Transparent merit based selection in admissions.
 The admission process should be need-blind.
 The faculty student ratio should not be less than 1:10.
 Laboratory facilities that do cutting-edge scientific research, research and field work, in frontier
areas using the latest methodologies.
 World-class library with subscriptions to reputed journals with a reasonable number of global
universities.
 Accredited by national assessment and accreditation council.

Govt. Institutions Upto Rs. 1000 Cr in span of five years

Mix of technical institutions, management and arts institutions

 Administrative, Academic and Financial Autonomy.
 collaborate with other top 500 Institutes across the world for IoEs.
 freedom to employ people from Industries with expertise over an area.
 freedom to recruit foreign faculty up to 25% of their total faculty
 admissions of foreign students up to 30% of the total admitted students
 UGC Inspection shall not apply to Institutions of Eminence.
Selection Process
Application
• Submission of application to UGC.
• a fifteen year strategic vision plan as well as a five year implementation plan
Selection
• Appraisal by Empowered Expert Committee (EEC) formed under UGC.
• Based on the recommendations of UGC and EEC orders will be issued by MoE
Notification
• The strategic and implementation plans for each selected IoEs would be
converted into a MoU.
Monitoring and Review
 By Empowered Expert Committee.
 Review once in a Three Years.
 Monitoring of progress every year.
 Any other shorter periodicity decided by EEC for guiding and supervising.
 Self report and public display of certain information.
Penalties
 Removal of IoE status
 Withdrawing of any or all additional incentives
 Any other penal provision available in the Statute under which the
Institution was set up.
 Stopping of admission for specified number of years.

  • 2. How do you recognize a World Class Institution:  Everyone Wants One!  No One Knows What It is!  No One Knows how to get one
  • 3. Criteria for Global Ranking  based on calibrated performance indicators  weightage to the presence of Nobel laureates, and foreign students and faculty members
  • 6. World Class Institutions Scheme Announcement was made in Budget 2016 and the Scheme was launched in 2017. To provide an enabling regulatory architecture to ten public and ten private Higher Educational Institutions to emerge as world-class Teaching and Research Institutions. The guidelines and regulations comprehensively provide everything right from recruitment around the world to providing financial assistance to meritorious students. These Institutions shall be called as ‘Institutions of Eminence (IoEs)’
  • 7. Categories Existing Government educational institutions. Existing private higher educational institutions to upgrade themselves to Institutions of Eminence. Sponsoring organizations for setting up of new Institutions of Eminence
  • 8. Objectives To provide for higher education leading to excellence and innovation To provide for high quality teaching and research and for the advancement of knowledge To aim to be rated internationally for its teaching and research as a top 100 institutions in the world over time. To pay special attention to teaching and research in unique and emerging areas of knowledge.
  • 9. Expectations  Multi disciplinary  Inter-disciplinary including areas of emerging technology.  Good proportion of foreign or foreign qualified faculty.  Reasonably good mix of foreign and domestic students  Transparent merit based selection in admissions.  The admission process should be need-blind.  The faculty student ratio should not be less than 1:10.  Laboratory facilities that do cutting-edge scientific research, research and field work, in frontier areas using the latest methodologies.  World-class library with subscriptions to reputed journals with a reasonable number of global universities.  Accredited by national assessment and accreditation council.

Benefits  Administrative, Academic and Financial Autonomy.  collaborate with other top 500 Institutes across the world for IoEs.  freedom to employ people from Industries with expertise over an area.  freedom to recruit foreign faculty up to 25% of their total faculty  admissions of foreign students up to 30% of the total admitted students  UGC Inspection shall not apply to Institutions of Eminence.
  • 13. Selection Process Application • Submission of application to UGC. • a fifteen year strategic vision plan as well as a five year implementation plan Selection • Appraisal by Empowered Expert Committee (EEC) formed under UGC. • Based on the recommendations of UGC and EEC orders will be issued by MoE Notification • The strategic and implementation plans for each selected IoEs would be converted into a MoU.
  • 14. Monitoring and Review  By Empowered Expert Committee.  Review once in a Three Years.  Monitoring of progress every year.  Any other shorter periodicity decided by EEC for guiding and supervising.  Self report and public display of certain information.
  • 15. Penalties  Removal of IoE status  Withdrawing of any or all additional incentives  Any other penal provision available in the Statute under which the Institution was set up.  Stopping of admission for specified number of years.
