High level view of education in Ontario including costs, salaries, results, etc. Education is big piece of provincial budgets as such needs to be discussed as part of assessing government policies.

3. Government Spending/Ontario
Source – Government of Ontario, Stats Canada and Federal Government of
Canada
% of Expenses /Spending
Analysis Commentary
• Harris spent close to 40% on healthcare as compare to McGuinty and
Wynne that spend approximately 38% on healthcare
• LHINs and CCAC were created but have done little in terms of improving
wait times and/or controlling of costs
• Education received more money, but we have more grads having hard
time finding jobs. Meanwhile. Ontario has significant skills gas that could
influence FDI
• Wynne pledge to bring the debt down to 26% of GDP. If Wynne were to
bring the debt down then should need to reduced the debt by $10B per
year.
• Drummond report was virtually ignored and it was succinct in terms of
Ontario has spending problem. Ontario is spending from 18.5 to 17.5%
of GDP of government and only taking in 16.8% in revenue. More
taxation is not the answer
4. Teachers Salaries
https://www.thestar.com/yourtoronto/education/2015/11/25/canadian-teachers-among-top-paid-worldwide-study-finds.html
Canadian teachers are well paid: salaries after 15 years of experience are among the highest across OECD countries at
$90 (U.S.) per teaching hour for secondary school teachers and more than $65,000 (U.S.) per year,” says a summary
of the Canadian portion of the data. (All figures are in U.S. dollars.)
“Across OECD countries, the average statutory salary per teaching hour after 15 years of experience and with typical
qualifications is $53 for primary teachers, $63 for lower secondary teachers and $71 for upper secondary teachers in general
education. In Canada, salaries per teaching hour are $84 at the primary level and $90” at the secondary level.
Secondary teachers wages, averaging $66,700 are the fourth highest internationally, after Germany, Luxembourg and the
Netherlands.
Teachers in Ontario recently ratified three-year tentative agreements that include a 1.5 per cent pay increase over
the life of the contract. In Toronto, elementary teachers currently begin their careers earning $42,283 to $55,404, up
to a maximum of $94,707 (all figures Canadian) — or roughly $71,000 U.S. — after 10 years.
5. School Closures
https://www.thestar.com/yourtoronto/education/2017/05/04/121-ontario-schools-slated-to-close-report.html
Ontario school boards have recommended closing 121 schools in
Ontario over the next three years, hitting rural communities the
hardest, according to a new report by People for Education.
The study, based on numbers provided by the province’s 72 school boards this
spring, was an attempt to paint a clearer picture of an emotionally-charged issue
that cuts to the heart of communities, said Annie Kidder, executive director of the
research and advocacy group.
School closures have generated protests and outrage from families across the
province during the current school year, but how many of the province’s 4,900
schools are vulnerable has been subject to dispute.
6. Budget Cuts / Niagara Catholic School
Board

NIAGARA, ON – Niagara Catholic District School Board workers, represented by the Canadian Union of
Public Employees (CUPE), are questioning why the board is talking about a ‘balanced portfolio’ when front-
line school board staff, including 32 CUPE 1317 members, are being laid off as early as June.
“We find it disingenuous for the board to be trumpeting their balanced budget while staff layoffs and the
impact of these cuts are being downplayed,” said Anna Maxner, president of CUPE 1317. “Our members
keep the schools clean and safe and deliver services to enhance students’ educational experience. When
you cut 32 positions that are vital to the school system, there will be an impact on school operations – yet,
as far as we know, none of this has been raised publicly in meetings or with the parents.”
Maxner is referring to recent media reports of the board touting their budget being balanced while there
appear to be no plans in place to address the issue of layoffs and how these cuts will impact services in
schools. Thirty-two school board staff, including twelve Designated Early Childhood Educators, seven
Communicative Disorder Assistants, six custodians, five administrative staff and two Child and Youth
workers, have been given layoff notices in the past weeks.
