2. INTRODUCTION
I am delighted to be invited to the
Annual International Convention of the
Chartered Institute of Logistics and
Transport (CILT) 2016 with the theme:
Linking North America to the world.
Africa is the investment destination and
Nigeria is the headquarter, therefore
North America, I am here to Link you up
3. LOGISTICS & TRANSPORT
• The concept of Logistics and Transport happens to
be one of the oldest sector in human civilization;
thus transportation has played and continues to
play a vital role in the socio political and economic
development of nations
• Nigerian’s present government lead by President
Muhammadu Buhari has decided to leverage the
Transport Sector as a backbone to industrialize
and diversify the Economy
• To realize this, we are focusing on reviving all
modes of transportation by:
– Rehabilitation of existing Transport Infrastructure
– Provision of New Infrastructure
– Developing Adequate Professional Human Capital
4. THE ROLE OF CILT
• The Chartered Institute of Logistics and Transport (CILT)
as a foremost International Professional body for all
sectors of the Transportation Industry has immensely
contributed to the growth and development of
professionalism in the world particularly in Nigeria.
• CILT has achieved by:
– human capital development through long and short term
educational courses and Continuing Professional Development
(CPD) Programmes
– participation and contribution of expert knowledge at various
national & international transportation
– provision of annual brainstorming platforms such as this.
5. THE ROLE OF CILT
• In Nigeria, the CILT among other roles in
deepening the practice of Logistics and
Transport, they have accredited the Nigerian
Institute of Transport Technology (NITT), Zaria
and the Maritime Time Academy of Nigeria
(MAN), Oron which are Agencies under the
supervision of the Ministry of Transportation.
• Today in Nigeria, Logistics and Transport is
studies in several Nigerian Universities at either
first degree or second degree courtesy of CILT
intervention, and developmental stride in the
country.
6. NITT, Zaria AND MAN, Oron
• The NITT is a Management Development Institute
for the transport and logistics industry. It is a career
Development and Professional Certification Centre,
providing Corporate Leadership and Strategic
Management, conducts Research and Advisory
Services, engaging in transport Intelligence and
Monitoring activities as well as developing and
adapting Transport Technology to suit the country’s
needs.
• The MAN, Oron on the other hand, is mandated to
train all levels and cadres of personnel required for
the effective and efficient operation of the different
facets of the Nigerian Maritime Industry.
7. PROFESSIONALISM IN THE SECTOR
• To encourage professionalism in the sector, on assumption of office, I directed
that all capacity building in the ministry and other related Parastatals should be
handled by NITT Zaria and MAN Oron except for trainings which they don’t
have capacity to handle.
• we are supporting the immediate concern of the CILT to have an Act of
the Nigerian Parliament that will re-enforce and give legitimacy to the
contributions and functions of the CILT, as obtains in the UK and in
other countries, where the British Royal Charter has been domesticated
by an Act of Parliament.
• This domestication, when achieved, will provide:
– the legal cover for the Institute’s control,
– monitoring of professional practice,
– registering of practitioners,
– licensing of practitioners,
– sanctioning of erring operators/practitioners and
– entrenching sound ethical practice in the profession
8. NIGERIA INVESTMENT
DESTINATION
• As I said in my introduction, the destination of
investment in this time Nigeria is the destination.
• Considering the vital role that transportation plays
in the diversification of a modern day economy, our
administration is focusing on the creation of an
effective and efficient intermodal transport system
– Land (Railway and Road),
– Maritime (Coastal and Inland Waterways), and
– Aviation
sub-sectors to serve as a backbone to the
development of other critical sectors such as
Agriculture, Mining and Manufacturing
9. INVESTMENT OPPORTUNITIES
RAIL SUB SECTOR
• The Nigerian Government has adopted a systematic dual
approach of Rehabilitating existing Narrow Gauge Rail Lines
simultaneously with the development of Standard Gauge Rail
Lines geared towards the Modernization and System
Stabilization of the Railways.
• This has opened up investment opportunities for concession
in rail operations, station assets and properties as well as
modernization of rolling stocks and locomotives. Investment
opportunities also abound in areas of construction and
operation of new lines.
• The Government has also done feasibility studies and
Outline Business Cases on the selected Standard
Gauge routes which are ready for engagement with
interested Investors.
10. INVESTMENT OPPORTUNITIES
MARITIME SUB-SECTOR
• In 2006, the Federal Government of Nigeria carried out
comprehensive Port Reform that made the Nigerian Ports
Authority (NPA) a Landlord & Technical Regulator,
delineating the Ports into 26 specialized terminals which were
concessioned to private terminal operators who are now
responsible for all aspects of cargo handling operations and
terminal upgrading. However, there is room for more
investment to capture all service areas in the expansion of
Port operations and development of Deep Sea Ports
• The country has a navigable inland waterway of
approximately 3,800 km that links 20 States out of 36 States,
constituting a natural resource that offers extensive
opportunities for Inland Water Transportation that can serve
the huge trade routes
11. INVESTMENT OPPORTUNITIES
AVIATION SUB SECTOR
• One of the Reform of the Present Administration was to
bring the Transport concerns under a single Ministry. The
following Investment Opportunities exist in the Aviation
sub-sector:
– development of perishable cargo terminals for export,
– development of Aerotropolis’
– construction of Maintenance Repair Organizations (MROs)
facilities and
– commercialization of Aviation Training Organizations
(ATOs) to deliver specialized trainings and capacity building
of pilots, ATC, simulators, technicians, aircraft maintenance
engineers and crew.
12. Public Private Partnership (PPP)
• The strategic initiative of Government is to lay the foundation and create
enabling environment for the development of a robust multi-modal
transport system
• Consequently, the government is having an appropriate and well-
articulated Transport Policy for the country. Other necessary policy, legal
and institutional frameworks are being put in place to stimulate Private
Sector involvement.
• The Nigerian Parliament is already considering four (4) Transport Sector
Reform Bills with a view of passing them into law. The bills are:
– The National Transport Commission Bill,
– The Nigerian Railway Authority Bill,
– The National Inland Waterways Authority Bill, and
– The Nigerian Ports and Harbours Bill
13. CONCLUSION
• I wish to Congratulate the Chartered Institute Of
Logistics & Transport (CILT) International for this
massive convention and also welcome all
delegates.
• In line with the theme of the Convention, I wish
to invite the whole of North America and others
to link up and invest in the Nigerian logistics and
transport market where there is prove of a high
Return on Investment (ROI).
