Religion has returned to the secular state; does crisis result? Conflating variations of Marxist-Leninist states, whose godless communism” of the 20th century sought to marginalize religion as a political adversary, with the Westphalian state that sought to avoid sectarian conflict by separating the institutional state from the apparatus of religion, modern secular liberal theory has long problematized the role of religion in modern "secular" states. Critics of secular liberal modernity never fully accepted its premises and “post” modernists have sought to undo to “reform” the structures of secular liberalism to provide for a larger space for “religion” in politics and economics. This essay considers the issue of the "return" of religion from a comparative constitutional perspective. Its central premise is that where institutional religion is both protected and engaged in political life through which it seeks to harmonize institutional state and religious government, the resulting system tends to advantage a privileged religion in political life over its political rivals. It develops this thesis by weaving together several stories from developing and developed states where religion has acquired a more privileged role. These illustrate the ways that blasphemy and apostasy laws and the incorporation of religious values skew the nature and application of the rule of law, the nature and limits of direct democracy, the relationship between apostasy and treason, the language of interpretation and the power to participate in that dialogue, and the role of the foreign or minority. The effect is especially pronounced in states formally organized on global secular liberal principles of neutral and tolerant process and values neutrality. It suggests a context for the insight, at the center of secular liberalism’s solicitude for religion, that where the apparatus of institutional religion seeks to enter into the political life of a state its religious beliefs ought not to be accorded any particular deference. It will suggest the nature of the shocks to the constitutional settlement of the U.S. constitution and its now misunderstood model of secularism, which touches on the construction of a shadow religious state within American secular liberalism. To that end the Supreme Court decision in Hobby Lobby is considered in light of the prior discussion. The essay concludes that for secular liberalism the price of preserving the privileging of the practices and autonomy of religion in a multi-religious state is the disbarring of institutional religion (though not religious values) from organized political life. The alternative, privileging (institutional) religion and permitting it a broad institutional right to participate in politics, is very much in evidence abroad.

An explanation why misuse of religion by so called liberal Indo Pak Muslims made Pakistan the most dangerous place in the world.
So called secular Muslims of Indo Pak were speraheads of creation of separate Muslim majority state of India as they wanted political powers , and jobs and to monopolise the business and finance.
While the so called fundamentalist Muslims who we now call extremists were in favour of living with non Muslims in a united India !
As a matter of fact Islamic Party leader Maududi dismissed Pakistans war with India in 1947-48 as a war that cannot be termed as a Jihad.
This is very similar to case of Israel where secular Jews or Zionists wanted a separate Jewish state whereas the orthodox Jews were opposed to a Jewish state.
After all the aim of creation of a state is not religion at all ,a lthough religion may be used as like a condom to achieve an end as in case of both Pakistan and Israel !
The real aim of creation of both states was patronage and domination over jobs, business and political power and this was successfully achieved by both Muslim classes in Pakistan and Jews in Israel , both of whom were not really interested in actual essence of Islam or Judaism !
A great British author Prof Francis Robinson brilliantly researched this thesis in his magnum bonum “ Separatism among Indian Muslims” while another brilliant US professor David Lelyveld brilliantly researched the same theme in “Aligarh –The First Generation”.
As my grandfathers both paternal and maternal belong to this so called secular generation who wanted Pakistan , I can perfectly understand this !
And the net result since both Pakistan and Israel were created in name of religion whith which they had little real connection , both are destabilizing factors , and to make it more difficult both are nuclear weapon armed states !
Both were created with British support or American support and both are now biggest headaches today for the USA.But the USA cannot do anything about it !

11. Christianity in Pakistan (Statistics)
• Christianity is the second largest religious minority in Pakistan
after Hinduism. The total number of Christians in Pakistan was
estimated at 2.5 million in 2005, or 1.6% of the population. Of
these, approximately half are Roman Catholic and half Protestant.
Most Christians in Pakistan are descended from recent converts
during British rule.[3]

16. Persecution of Christians in Pakistan
• In Pakistan, 1.5% of the population are Christian. Pakistani law
mandates that "blasphemies" of the Qur'an are to be met with
punishment. At least a dozen Christians have been given death
sentences, and half a dozen murdered after being accused of violating
blasphemy laws. In 2005, 80 Christians were behind bars due to these
laws.
• Ayub Masih, a Christian, was convicted of blasphemy and sentenced
to death in 1998. He was accused by a neighbor of stating that he
supported British writer Salman Rushdie, author of The Satanic
Verses. Lower appeals courts upheld the conviction. However, before
the Pakistan Supreme Court, his lawyer was able to prove that the
accuser had used the conviction to force Masih's family off their land
and then acquired control of the property. Masih has been released.
17. • In October 2001, gunmen on motorcycles opened fire on a
Protestant congregation in the Punjab, killing 18 people. The
identities of the gunmen are unknown. Officials think it might be a
banned Islamic group.
• In March 2002, five people were killed in an attack on a church in
Islamabad, including an American schoolgirl and her mother.
• In August 2002, masked gunmen stormed a Christian missionary
school for foreigners in Islamabad; six people were killed and three
injured. None of those killed were children of foreign missionaries.
• In August 2002, grenades were thrown at a church in the grounds
of a Christian hospital in north-west Pakistan, near
Islamabad, killing three nurses.
18. • On 25 September 2002, two terrorists entered the "Peace and
Justice Institute", Karachi, where they separated Muslims from the
Christians, and then murdered seven Christians by shooting them
in the head. All of the victims were Pakistani Christians. Karachi
police chief Tariq Jamil said the victims had their hands tied and
their mouths had been covered with tape.
• In December 2002, three young girls were killed when a hand
grenade was thrown into a church near Lahore on Christmas Day.
• In November 2005, 3,000 militant Islamists attacked Christians in
Sangla Hill in Pakistan and destroyed Roman Catholic, Salvation
Army and United Presbyterian churches. The attack was over
allegations of violation of blasphemy laws by a Pakistani
Christian named Yousaf Masih. The attacks were widely
condemned by some political parties in Pakistan.
19. • On 5 June 2006, a Pakistani Christian, Nasir Ashraf, was assaulted
for the "sin" of using public drinking water facilities near Lahore.
• One year later, in August 2007, a Christian missionary couple,
Rev. Arif and Kathleen Khan, were gunned down by militant
Islamists in Islamabad. Pakistani police believed that the murders
was committed by a member of Khan's parish over alleged sexual
harassment by Khan. This assertion is widely doubted by Khan's
family as well as by Pakistani Christians.
• In August 2009, six Christians, including four women and a child,
were burnt alive by Muslim militants and a church set ablaze in
Gojra, Pakistan when violence broke out after alleged desecration
of a Qur'an in a wedding ceremony by Christians.
20. • On 8 November 2010, a Christian woman from Punjab Province, Asia
Noreen Bibi, was sentenced to death by hanging for violating
Pakistan's blasphemy law. The accusation stemmed from a 2009
incident in which Bibi became involved in a religious argument after
offering water to thirsty Muslim farm workers. The workers later
claimed that she had blasphemed the Muhammed. As of 8 April
2011, Bibi is in solitary confinement. Her family has fled. No one in
Pakistan convicted of blasphemy has ever been executed. A cleric has
offered $5,800 to anyone who kills her.
• On 2 March 2011, the only Christian minister in the Pakistan
government was shot dead. Shahbaz Bhatti, Minister for
Minorities, was in his car along with his niece. Around 50 bullets
struck the car. Over 10 bullets hit Bhatti. Before his death, he had
publicly stated that he was not afraid of the Taliban's threats and was
willing to die for his faith and beliefs. He was targeted for opposing
the anti-free speech "blasphemy" law, which punishes insulting Islam
or its Prophet. A fundamentalist Muslim group claimed responsibility.
