2013 World Tourism Organization Accessible Tourism UpdateScott Rains
The UNWTO recommendations on "Accessible Tourism for All" (2013) have been approved and endorsed by the General Assembly. Updated from the 2005 version, the recommendations outline a form of tourism that involves a collaborative process among stakeholders to enable people with access requirements to function independently through universally designed tourism products, services and environments. These recommendations were developed within the framework of the UN Convention on the Rights of Persons with Disabilities of 2007.
Accessible Tourism for All defines the appropriate measures to ensure that persons with disabilities have access, on an equal basis with others, to the physical environment, transportation, information and communications and facilities open to the public or for public use.
"Accessibility is a central element of any responsible and sustainable tourism policy. It is both a human rights imperative and an exceptional business opportunity," said UNWTO Secretary-General Taleb Rifai. "Above all, we must come to appreciate that accessible tourism does not only benefit persons with disabilities or special needs, it benefits us all," he added.
Along this line, a manual on "Accessible Tourism for All" is set to be published in late 2013, designed to guide tourism stakeholders to improve the accessibility for tourism destinations, facilities and services worldwide.
The development of the Manual is a joint effort between UNWTO, the European Network for Accessible Tourism (ENAT) and two Spanish institutions, the ACS Foundation and the ONCE Foundation. According to the World Health Organization (2011), there are approximately 1 billion persons with disabilities in the world, or 15% of the world population having a physical, mental or sensory disability. UNWTO´s "Declaration on the Facilitation of Tourist Travel (2009) underlines travel and tourism facilitation for persons with disabilities as an essential element of any policy for the development of responsible tourism.

The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) is a Medicare payment law intended to drive health care payment and delivery system reform for clinicians, health systems, Medicare, and other government and commercial payers. Deloitte’s 2016 Survey of US Physicians sought to shed light on physicians’ awareness of MACRA, their perspectives on its implications, and their attitudes and readiness for change. The survey found that many physicians are unaware of MACRA. Regardless of their awareness level, most physicians surveyed would have to change aspects of their practice to meet the law’s requirements and to do well under its incentives. A series of discrimination lawsuits brought against hospitality industry businesses under state public accommodation discrimination laws highlight the ways in which some state’s laws afford protection to a broader range of protected groups than those covered by federal law. Given the relatively recent advent of legalized same-sex marriage and civil unions under some state laws, hospitality industry businesses need to ensure they are compliant with the relevant anti-discrimination laws in their respective states. In addition, research demonstrates a positive economic impact on wedding related spending in states permitting same-sex marriage and civil unions with a significant portion of that spending going to hospitality industry businesses for wedding related tourism.

Despite the Department of Justice’s May 24 clarification and the looming Jan. 31 deadline for the installation of fixed pool lifts to existing pools, the hotel industry remains largely quiet on the issue. Two of the largest lift manufacturers say orders came to a halt early this year, and they’re only now starting to pick up again. And most hotel owners, management companies and franchisors declined comment on this suddenly hot-button issue, citing either a lack of knowledge or fear of becoming a target.
The dispute came to a head in July when a coalition of disability rights organizations launched a national boycott and awareness campaign against the hotels and chains represented on the boards of the American Hotel & Lodging Association and the Asian American Hotel Owners Association, the industry’s leading lobbying groups. The AH&LA says it is working to educate its members on the law and how to comply, but it also hopes to keep educating Congress and the DOJ on its position that portable lifts would be a better solution.
It’s the latter part that has disability rights advocates up in arms. They see the continued resistance and legislative efforts to change the law or to limit the DOJ’s abilities to enforce the law as an effort to roll back the 1990 Americans With Disabilities Act.
