Analysis of the Agropastoral Sector
during the Year 2018-2019

2. GDCA is an umbrella organization with subsidiary units working in different
thematic areas: They are: Community Life Improvement Programme (CLIP),
School for Life (SfL), Simli Radio, Simli Pong and Dalun Simli Centre.
GDCA has been implementing projects since 1986 through partnering with
Ghana Venskab (GV) a Danish NGO, and from 2015 with Acting for Life (AfL).
Since its creation, GDCA has contributed to bringing positive changes in
various areas such as, food security and livelihoods, water, hygiene and
sanitation, agropastoralism, education, local governance and community
mobilization.

4. Successfully, introduced PAMOBARMA to key stakeholders through project
inception workshops in the Northern and Upper East Regions.
Trained 20 community level facilitators on the content and methodology of
the Livestock Trading in West Africa Module.
47 livestock sector key stakeholders gained increased knowledge in
livestock production, marketing and in the challenges facing the sector value
chain through assisted informed debates in the Northern and Upper East
Regions.
Increased capacity in the application of the KoboCollect Tool in field
activities monitoring and data collection.
Produced and presented diagnostic/perspective report to AFL on
agropastoralism in the GDCA intervention territories.
KEY ACHIEVEMENTS
5. Data from 5 Livestock markets in the Northern and Upper East Regions
collected and transmitted to AGRHYMET using KoboCollect Tool.
Four (4) corridor monitoring committees formed along the developing
livestock corridor in the Bawku West District after communities and key
actors sensitization exercises.
Facilitated land acquisition and documentation for the construction of
Livestock Market infrastructure at Gushegu and Buipe (10 and 6 acres
respectively) in the Northern and Savanah Regions.
Identified and secured site for water point and grazing reserve in Karaga
District of the Northern region.

8. National Pastoral Policy and Strategy document submitted to the Ministry
of Food and Agriculture for consideration.
The strategies in the Ghana pastoral document makes provision for the
approaches promoted by PAMOBARMA (corridors, water points, grazing
reserves, markets, etc.).
The policy document has the full endorsement of the Ghana Cattle
Ranching Committee, a body setup to advise government on pastoralism
management in the country.

9. The development of this current policy relied extensively on wider key
stakeholder consultations for both ideas generation and validation thus,
is widely endorsed by the key sector actors.
The Policy is therefore, expected to ensure a more efficient pastoral
industry that provides mechanisms acceptable to all stakeholders to
increase livestock productivity in a free environment for all.
Ghana hosted the 6th Edition of High-level dialogue for a peaceful cross-border
transhumance and security in the Sahel and in West Africa.
The drivers of the livestock sector policies in Ghana expanded their appreciation of
pastoral management within the sub region and pledged to conform to regional
(ECOWAS & UOAMOA) protocols on transhumance.

10. Pastoral Associations/Organizations in Ghana participated in a Regional Meeting
between the pastoral organizations of the Coastal and Sahelian countries for the
sharing and capitalization of experiences on the modes, approaches of prevention
and management of mobility related conflicts.
Experiences gathered from the exchanges will be replicated in the management of
farmer – herder conflicts in our territories.
The meeting also provided an opportunity to learn about the Project for Integrated
and Secure Livestock and Pastoralism in West Africa (PEPISAO) and work of other
pastoral organizations in the sub region.

11. Conflicts between crop farmers and herders continue to
pose challenges in some target project territories.
Crop farmers and herders clashes in the Northern region (Karaga) resulted in destruction of
herder community and displacement of herders.
Wife's of Fulani herders abandon their community to seek shelter leading to husbands
relocating their herds from their original preferred camps.
Temporal restriction on movement of cattle herds due to fear of retribution thus, limiting
access to key resources (water and pasture) in the area.
Temporal decline in number of herders presenting livestock at the Gushegu market hence
affecting trade.
Increased animosity between indigenes and Fulani herdsmen in the Karaga area following
the clashes.
Drawback of GDCA efforts in the area to promote peaceful coexistence between crop
farmers and herders.

12. Secure and demarcate 20km of transhumance movement corridor in
Bawku West District
Negotiate for 30km transhumance movement corridor in Bawku West
District
Construction of 2 Livestock Markets in Gushegu Municipal and Central
Gonja District (Buipe)
Construction of 1 loading ramp in Pusiga District (Upper East)
Secure 1 grazing reserve in Karaga District
Secure 1 camp site at Zangoiri in Bawku West
Construct 2 water points (Karaga and Bawku West)

13. Updating data and maps on the territory of intervention
Data collection on impact of Informed Debates in Northern and
Upper East Region
Put in place statistical tools on agropastoral infrastructure (data
collection in 5 markets in Northern and Upper East Regions)
Elaborate a note each semester analyzing the situation in your
territory (contextual explanations for fluxes in market data, conflict
situation, etc…)
Collection and submission of field data to AGRHYMET each semester.
