The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, springs, and wells. It is extremely important to eliminate as many contaminants in drinking water for the public health. As such high demands in the county for clean drinking water, there is a need to create a new water management policy, which includes the development of a new drinking water treatment plant to respond to this critical need. The proposed drinking water treatment plant could produce close to 3 million gallons of drinking water per day diminishing the water crises. In addition, the county could potentially sell water to neighboring counties and the agricultural sector to help increase local revenue to the county. The policy requires an initial outlay of $20M and subsequent annual outlays of $5M for the foreseeable future.
How would I approach this task?
The first step would be to convene an interdepartmental capital allocation committee to examine the proposed policy in combining existing capital improvement projects and the overall county master plan for land use. If committee members agree to the feasibility of moving forward the next step would be to update the existing capital improvement plan (CIP), which spans multiple years to ensure adequate resources are available for the proposed water management policy and new facility. Edits to the existing CIP would include the follow:
1. Capital budget manual – contains a calendar or flowchart of the process, instructions, and forms for departments to use when completing requests

Background
The town of Levinton was located on the Pacific coast of California, some 200 miles north of LA. It had been incorporated In 1800s, during the time of California’s gold rush, when it was popular with miners who had “struck it rich” in the hills to its east. Over the years it had grown and matured, and now was home to some 2000 permanent residents. About 30 new homes had been built each year over the past several years, mainly by retirees or people who wanted to leave LA and live simpler life. Many of these people purchased a local business and tried to make a go of it, or they started their own business, usually as professionals (stock brokers, accountants, lawyers)
Levinton was a popular summer vacation spot, but the citizens, via their Board of Selectmen (3 people elected to staggered 3-year terms), had always voted to maintain the town’s small village feel by not allowing expansion in the number of tourist facilities (hotels &inns, beach parking, beach concession stands). As a result, the town had sleeping accommodations for only about 500 tourists at any one time, although due to vacation schedules and lengths, some 4000 people spent more or all of their summer vacations in Levinton each year. The town Manager estimated that another 2000-3000 people were “ day visitors” during the summer.

For over 20 years, the town’s water and sewer system had been operated by the Municipal service department. As Exhibit 1 indicates, from 2007 to 2009, the department had incurred sizable operating deficits. A deficit meant that the general tax revenues budgeted for the department ($0.5 of the general property tax) were insufficient. And tax revenues had to be diverted from other uses to eliminate the deficit, which had angered some residents. In 2009, the Board of Select men had told the town Manager to see to it that the department ran a surplus or incurred only a small deficit. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, springs, and wells. It is extremely important to eliminate as many contaminants in drinking water for the public health. As such high demands in the county for clean drinking water, there is a need to create a new water management policy, which includes the development of a new drinking water treatment plant to respond to this critical need. The proposed drinking water treatment plant could produce close to 3 million gallons of drinking water per day diminishing the water crises. In addition, the county could potentially sell water to neighboring counties and the agricultural sector to help increase local revenue to the county. The policy requires an initial outlay of $20M and subsequent annual outlays of $5M for the foreseeable future.
How would I approach this task?
The first step would be to convene an interdepartmental capital allocation committee to examine the proposed policy in combining existing capital improvement projects and the overall county master plan for land use. If committee members agree to the feasibility of moving forward the next step would be to update the existing capital improvement plan (CIP), which spans multiple years to ensure adequate resources are available for the proposed water management policy and new facility. Edits to the existing CIP would include the follow:

Background
The town of Levinton was located on the Pacific coast of California, some 200 miles north of LA. It had been incorporated In 1800s, during the time of California’s gold rush, when it was popular with miners who had “struck it rich” in the hills to its east. Over the years it had grown and matured, and now was home to some 2000 permanent residents. About 30 new homes had been built each year over the past several years, mainly by retirees or people who wanted to leave LA and live simpler life. Many of these people purchased a local business and tried to make a go of it, or they started their own business, usually as professionals (stock brokers, accountants, lawyers)
Levinton was a popular summer vacation spot, but the citizens, via their Board of Selectmen (3 people elected to staggered 3-year terms), had always voted to maintain the town’s small village feel by not allowing expansion in the number of tourist facilities (hotels &inns, beach parking, beach concession stands). As a result, the town had sleeping accommodations for only about 500 tourists at any one time, although due to vacation schedules and lengths, some 4000 people spent more or all of their summer vacations in Levinton each year. The town Manager estimated that another 2000-3000 people were “ day visitors” during the summer.

For over 20 years, the town’s water and sewer system had been operated by the Municipal service department. As Exhibit 1 indicates, from 2007 to 2009, the department had incurred sizable operating deficits. A deficit meant that the general tax revenues budgeted for the department ($0.5 of the general property tax) were insufficient. And tax revenues had to be diverted from other uses to eliminate the deficit, which had angered some residents. defined in the standard. Normally there are three such time intervals defined based on which a

sent its data through the channel and the receiver node needs to send a Acknowlegement (ACK)

DCF Inter frame Spacing (DIFS). The DIFS is the longest time duration and hence of least

duration. Once the channel is sensed idle, the AP waits for DIFS period of time to transmit data
through the channel. If the channel is sensed busy, then it backs off for a period of time based on
the minimum and maximum value of a contention window. During the back off period, if the
node senses the channel as busy, then it freezes the backoff counter and starts the backoff(with
the remaining time left) once the channel is idle. In this manner, the nodes which have waited
longer get higher priority over others which accessing the channel. Once the node sends the data
after accessing the channel, the receiver waits for SIFS duration of time to finally send the
acknowledgement to the sender. In order to tackle the hidden terminal problem, the DCFWMAC
employs an additional mechanism called as the RTS-CTS mechanism, in which any node that
