The strategy focuses on delivering five essential elements: 1) Developed countries providing $100B annually by 2020, 2) The Green Climate Fund approving projects and disbursing funds, 3) Support for economic drivers of low-carbon growth, 4) Delivery of private sector finance commitments from the 2014 UN Climate Summit, and 5) A finance package for least developed and small island developing states. The Assistant Secretary-General urged representatives of development finance institutions to show leadership in moving the world to a low-carbon, climate-resilient economy.

Scaling up climate finance requires addressing several key challenges. Replication of projects needs to consider balancing mitigation and adaptation funding as well as modifying projects to local contexts. Information sharing and strong institutions are important to understand what approaches are most effective and implement climate actions. Reducing risks, costs, and delays can help attract more private sector finance for climate solutions. Future work should explore improving adaptation finance, using monitoring and evaluation to identify best practices, and incentivizing greater climate investment through a new international agreement.

Ghana faces several institutional challenges to scaling up climate finance, including a lack of coordination between climate change organizations, fragmented donor support, and different reporting systems between donors and implementing agencies. Ghana's climate change governance framework includes many organizations but with unclear roles that has led to uncoordinated activities. International principles for effective climate finance like ownership, alignment, capacity building, and harmonization have only been partially realized according to assessments. Overcoming Ghana's institutional barriers will be important to attract more private sector investment and scale up climate actions.

Are there enough resources for financing an Arab Development Transformation?
The fundamental development challenge in the Arab region is one of economic transformation or, more pertinent, a lack thereof. Heavy sectoral weights of extractive industries lead to dependence on global oil prices, even in oil-producing countries. The structure of production limits employment generation for skilled and semi-skilled labour. Low-skill services and informal activities then absorb the labour force, with corresponding harm to aggregate productivity and living standards. The slow emergence of manufacturing capacities distinguishes the economies of the Arab region from other developing countries. Compared to suitable aggregates or, more poignant, the successful Asian emerging economies, manufacturing exports from the Arab region do not contribute sufficiently to growth. Concurrently, growth is volatile and saving and investment rates are significantly below what is required to undertake this economic transition. This paper by the International Policy Centre for Inclusive Growth (IPC-IG) approaches fiscal space by asking: What barriers to the creation and use of such fiscal space must be removed in order to undertake such a transformation? In posing this question, the paper seeks to clearly demarcate its treatment of the fiscal space issue from that of the fiscal fundamentalist: its concern is to ensure that fiscal space is created
not in the abstract for an unspecified purpose.
Lessons from INDC preparation
The preparation for the new international climate agreement has advanced national policy making even before the agreement is adopted. NewClimate Institute assessed the extent to which preparation of intended nationally determined contributions has catalyzed enhanced national climate change mitigation capacity and action. Results showed that preparation increased priority of climate change, mainstreaming in sectoral plans, and inter-ministerial coordination. However, challenges remain in assessing technical options, impacts, and finance needs.

3) The project resulted in the first definition of a national strategy for sustainable development as a "coordinated set of participatory and continuously improving processes" that seeks to integrate economic, social and environmental objectives.

Maximizing Synergies in the Climate Finance Architecture discusses challenges faced by countries in coordinating climate finance from various international and domestic sources. It emphasizes that effective complementarity and coherence between climate funds and within countries is needed to help address these challenges. Specifically, it recommends that countries strengthen coordination through their focal points, engage in strategic planning around climate finance as part of their NDCs and NAPs, and coordinate programming to identify financing priorities and opportunities for scaling up and co-financing projects.

- 3. Anne introduced the Targeted Topics Forum as a “space to allow for honest and practical exchanges around NAP processes.” The three day forum will be an opportunity to discuss the progress we’ve made, the challenges and questions we’ve encountered, and what we have learned so far.
- 4. Climate change poses an existential threat to Grenada. But the majority of Grenada’s adaptation costs have to come from external sources, which are less predictable than domestic funds. The NAP should be structured in such a way that it ‘ speaks to’ its proposed domestic implementers (i.e. it follows their ‘ sectoral’ approach) and has clear Ownership.
- 6. Why does integration of adaptation into national budgets matter?
- 8. Togo is creating a NAP reference document and a NAP process financing strategy. Some challenges do remain, include ministerial coordination and scaling up the number of sectors involved.
