Even a company without a formal public relations program will generate program will generate goodwill when it meets the public’s needs through the sale of products and services and when it operates in a reasonable responsible manner. Survival as a business automatically confirms that a company is providing the public with desirable services. If management treats employees with the consideration that attracts and retains competent people, it will more or less automatically develop fairly good public relations with its workforce.
Public Relations Campaign
The public relations campaign Chevron is expecting to achieve the objective of having goodwill. Goodwill will create a positive relationship with the community. The company may divide their goodwill by personal, intellectual or business. Goodwill will create a positive relationship with the community. Chevron is focusing on improving instructions with science, technology, engineering and math (STEM). The company is also helping provide careers and technical training that will lead to well-paying jobs. Chevron believes critical skills are needed to provide jobs, for the enterprise to be successful and for this country to compete in the global markets.
Internal and External Publics
Publics are the customers, employees, investors, suppliers, media, or government that are important to any company. The internal publics are the people employed by a company. They are also closely related with how the company functions. Chevron's internal publics are employees, suppliers, investors, and shareholders. Internal public relations focus on improving the relationship with employees by assisting the communication between the managers and employees. For example, giving information at the right time or boosting employee morale. Internal publics looks into the goodwill of coworkers, maintain good relationships, and takes corrective action when a problem arises in the company.
The external publics are people and organizations that are doing business with a company. They concentrate on any issues that relates to value, policies, procedures and the attitude of the company. Chevron’s external publics are their customers, the community, financial institutions, media, and government. For example, the majority of the STEM programs are introduced in elementary and high schools and this is important for Chevron to comply with school guidelines.

During our Creating Change seminar you gave us all a challenge to create a new Corporate Social Responsibility program that would benefit our local Silver Spring, MD community as well as Discovery Communications. With the achievement gap affecting minorities in Montgomery County Public Schools (MCPS), Discovery should consider utilizing its educational products and services towards an after school employee volunteer tutoring program for struggling students. A program such as this one would not only help these students but it will also give Discovery a competitive advantage as well as favorable publicity within the community. The following investigation and examination indicates how such a project could be organized.
Achievement Gap
In the last decade MCPS has made many strides to close the achievement gap between minorities and their fellow white/asian students. The MCPS achievement gap is closely related to a student’s ethnicity, race and income level. The MCPS system is divided between its advanced high schools where White and Asian students attend; and its low-scoring ranked minority high schools. Most of these low performing schools are located in Silver Spring, Md. According to the findings of the County Council’s Office of Legislative Oversight found in MCPS website, “Since 2010, the economic, racial and ethnic stratification of students among MCPS high schools has increased . . . the achievement gap between high- and low-poverty high schools has widened [since 2008] ” (p. 9). Achieving as well as maintaining high grades in these schools is increasingly harder for struggling students of all walks of life, leading several students to drop out and forgo continuing their education.
Nevertheless MCPS states on their website, they will narrow the gap by adding more teachers. As well as decrease classroom sizes specifically in high schools [where there is more need], this will allow a more focused attention to students who are experiencing difficulty in school (p.1). Under these circumstances, creating an after school-tutoring program would be most beneficial to the community. Together with focusing MCPS’s resources on failing students, we can increase MCPS’s chances of lowering the achievement gap. Correspondingly, struggling students will experience a sense of community through our program as well as giving them the confidence needed to engage in becoming active participants in furthering their education.

Three Strategies for Reaching Your Audience
If you have a national, school-based outreach program for educators or students, then you know that to
make the greatest impact, you want them to join and participate in your program and you need to report
the results that matter most to your organization.
Simply stated, you need to reach, engage, and
measure impact. And in today’s school environment,
it isn’t always easy—even if your program is free.
Whether you offer a student competition, an
online program, educational games, competitive
grants, or host in-person events, the first step is
to reach your audience. That means identifying
the right audience, crafting a compelling message,
and selecting the best channel for sharing it.
Below are effective, education market-specific
strategies for reaching teachers and administrators
who will either participate in your program directly or encourage
their students to do so.
#1: Be Targeted
There are more than 99,000 public schools, including charter schools1
, in the United States and almost
3.3 million K-12 teachers2
. Finding the teachers, administrators, and other stakeholders that are most
likely to participate and/or be in need of your program is the first step. You can start with broadly defined
characteristics such as grade level or subject area and add other segments to help you pinpoint your
audiences in schools and districts. Here are just a few segments to consider:
• Geographic (by state) • Student enrollment
• Educator job title • Academic performance
• Type of community • Federal program funding
• Technology use • School calendar

2. #2: Be Relevant
Educators have to make choices about what programs they can implement in their schools and classrooms
and how to best invest one of their most valuable resources—their time. Your messages to educators
should call out what benefits they, or their students, will derive from participating, how your program
relates to their curriculum goals, and how they will interact with you and your program. Remember to:
• Share the critical issue your program addresses and leverage any national attention it has received
—whether it’s enhancing STEM education or preparing students for 21st century careers.
• Highlight any educational trends your program relates to such as project-based learning, Common
Core State Standards, educational games, mobile learning, open educational resources, or others.
• Let potential participants know how they can interact with your program—online, during the day,
after school, or with other educators. They will want to know how much time they need to
implement the program effectively and if there are different implementation models they can follow.
#3: Be Direct
When you market your program, even when it is free to
schools, you can borrow from the education marketer’s
toolbox! Direct marketing channels descibed below can be
used independently, and there’s a tremendous benefit to
building an integrated campaign. Selectively utilize the best
channels to support your campaign goals, whether that’s
building awareness, recruiting participants, announcing grants,
soliciting feedback, or sharing ongoing announcements.
Whichever channels you select, you’ll want to track and
measure results. Understanding how individuals respond
to your campaigns will help you refine future campaigns.
