The projects client is a joint venture between Kuala Lumpur City Hall (DBKL)
and Malaysian Extreme Sports Associaaon (MESA).
DBKL is the city council which administers the city of Kuala Lumpur in Malay-
sia. This council was established aaer the city was officially granted city
status on 1st February 1972.
Malaysian Extreme Sports Associaaon (MESA) is the Official Governing Body
for Extreme Sports Accviies in Malaysia. They are dedicated towards the
growth, progression, unity, and expansion of Extreme Sports in Malaysia.
MESA is currently very accve in Skateboarding, Inline Skaang, and BMX accv-
iies. Besides sending Malaysia’s Naaonal Extreme Sports Athletes to Inter-
naaonal Tournament and Championships, MESA also accvely organizes Na-
-onal and Internaaonal Extreme Sports Championships.

The proposed site is located directly in front of Tasik
Tiiwangsa, which is crowded during the morning
and evening with users ranging from children to el-
derlies. Tasik Tiiwangsa is currently under the River
of Life (RoL) project where they aim to revers the
decades of nglect by cleaning up 110km of water-
ways in and around Kuala Lumpur by 2020. And as of
May 2017, the project is deemed to be 46% com-
pleted. The traffic along Jalan Tembeling is rather
quiet as compared to the main road, Jalan Kuantain
which connects the main roads. The site is only ac-
cessible via private transportaaon as the nearest
public transportaaon located is 2.2km away which
takes at least 27min walk by foot. Therefore, the
lack of development have lee the park to only be ac-
cesible by the nearby residennal occupants.

Kuala Lumpur’s town planning, public transporta-
-on, pedestrian circulaaon, and cycling routes
around the through the capital were never properly
designed for the users. Consequently, a recent push
by the Kuala Lumpur City Hall (DBKL) with permis-
sion of the Federal Government saw the city as a
whole and began to draa plans to redesign the city
landscape to favour all users. Through the develop-
ment of a building in the given site which aims to
benefit the public physically and mentally, a green
lung in this area would no doubt be greeted with
open arms by both the Federal government and mu-
nicipal body
The site given is located right in front one of
the River of Life (RoL) project iniiaave- hence,
upon the compleeon of the iniiaave, it is ex-
pected to increase the overall econimic in
terms of tourism .
The number of cultural building present
around the site represents the Malaysian’s art
and therefere, further strenghten the cultural
district in Tiiwangsa as a cultural idennty.
Kuala Lumpur is slowly stepping into a phase
which it relies mainly on technology with im-
plementaaons of city-wide centralised close
monitoring circuit system. Furthermore, dwell-
ers and communiies are heavily relying on
technology to commute or communicate on a
daily basis. With a recent technology reliant
services that have entered the market such as
e-bike sharing systems, the technology pene-
traaon of the city is to remain high into the
future.
Besides the basic regulaaons set out by DBKL,
new regulaaons are also being imposed in par-
allel with the Rive of Life project. Standardiza-
-on of signage, pathway finishes and building
facade are some of the requirements that
should be taken into consideraaon. In addiion,
the employment law and health & safety law
hashas to be taken into consideraaon along the
project development.
Polluuon of the river is one if the biggest issue
faced by the city. The lack of awareness of the
people and the increase in construccon are
contribuung to the exissng environmental
problems. Therefore, related departments and
communiies are required to take accon in
order to provide a healthier and beeer quality
ofof life in Kuala Lumpur. Where the Rover of Life
projects iniiaave aims to provide beeer envi-
ronmental and water management.

The overall layout is designed based on the concept synergy in re-
sponse to the building programme and the site context of Tasik Tii-
wangsa. The design aims to appreciate and synergies natural element
together with architectural elements in generaang a new sustainable
and open public building. The public open square on the ground floor
aims to aaract the park users and passer-by towards the building
which encourages interaccon as well as engagement of public in this
open sports ceopen sports center.
The trampoline spaces are designed in different sizes and units that
extends from the interior to the exterior and vice versa to express the
synergy effect through the alternaang solid and void arrangement.
Ressng/ breathing spaces and pocket gardens are added throughout
which allows strong conneccons both inside out the building, thus,
adding different outdoor experience to the users.
/ / K e y f e a t u r e s &
c o n t e x t u a l r e s p o n d
The Trampoline Park acts as the heart of the building while other sub spaces such
as gymnassc hall and parkous route are branches towards the heart. To catch the
aaennon of the public, the gymnassc hall make use of a perforated facade which
would spark the curiousity of the users to venture throughout the building, it also
gives off an elegant and mysscal light effect to the gymnassc hall. The structures
of the building are also extended to the exterior to create interessng voidal spaces
to frame and capture the accviies around the building. Which at the same me,
could act as part of the parcould act as part of the parkour route for the parkour experts.
The orientaaon of the massing is designed in consideraaon of the climaac issue.,
such as wind direccon, sun direccon and pedestrian flow. The public square which
covers the ennre center ground of the ground floor area are made to connect with
the park and the tennis court from the north and south subsequently. Therefore, it
could diffuse the crowd towards the tennis court which had been abandoned. In
order to provide friendly and safe pedestrian access, the vehicular circulaaon is
tucked to the sides of the site, allowing smooth movement of pedestrian flow from
the parkthe park to the proposed building.

The programs are separated verrcally according
to it funccon and user groups. The privacy of the
building increases as it progress upwards, howev-
er the transparency of the building remains the
same. The ground floor intends to serve the
public, as public square that can aaract users and
passerby to allow for impromptu accviies. The
fifirst floor plan houses the main programs, rang-
ing from trampoline park to gymnassc hall.
Whereas the second floor consists of a private
gym serving as a training ground for the parkour
enthusiats as well as gymnasscs’. Finally, the top
most floor acts as the parkour route for the park-
our experts, including a few pockets of green to
sosooen the overall architecture language.

An architect’s role as a contract administrator during the contract implementaaon phase of a building
projects, which includes the duues and responsibiliies, are both defined by the Client/ Architect Agree-
ment, and by the provisions in the building contract between the employer and the contractor. Under
the terms and condiions of PAM Standard Form (2006) of building contract, the architect as superin-
tending officer carries out his professional duues, both as the employer’s agent and contract amdinistra-
tor. The laaer roles imposes on the architect an obligaaon, not only to exercise competent professional
judgement, but also a duty to act fairly between the contraccng parres.
PAM 2006 contains provision that give contractor to suspend the progress of work if the contractor is
faced with the problem of delyaed or non payment by the Employer. It is clearly stated in Clause 30.7,
but it requires the contractor to give a wriien nooce to employer with reason to suspend the works unnl
the employer has paid the amount due to the contractor.

Project success criteria is a tool or standard by which the project will be judged to decide
whether or not it has been successful in the eyes of the stakeholders. This will provide a learn-
ing opportunity for future undertakings by evaluaang the true effeccveness of the project. To
the project manager’s concern, the 3 main keys in determining the degree of success are
scope, me and cost.
The project success could be evaluated by
checking if the project have achieved the
objeccves stated in the scope statement
within the given framework.
1. Scope of the project should be clearly
stated and easily understood by the stake-
holders.
2. AAennon paid to the criical accviies and
paths listed using the project management
tool such as WBS, Gann Chart and Pert Chart
to ensure minimal delays.
3. Constant Review and updates of the latest
work progress.
scope
The project are to be scheduled in a mely
manner with extra aaennon to the criical
paths in order to meet deadlines with mini-
mal delay as the me and cost are directly
affected.
1. The project is aimed to be completed
within 18 months starrng from 1st May
2018 to 31st November 2020
2. Gann chart and criical paths are to be
planned accordingly
3.3. Risk Analysis are carried out with solu-
-ons well planned to ensure an efficient
work flow
time
Idennfying and taming cost escalaaon
during project execuuon are the keys to
ensure that the project is delivered within
budget.
1.1. The budget of this project is essmated to
be RM 7 Million funded by DBKL and MESA,
as well as the investor for a quality assured
sports center
2. Collaboraaon of the team and work plan-
ning to ensure resource efficiency
3.3. Building material and construccon meth-
ods are well thought and planned to im-
prove cost efficienct
4. Passive design feature (natural lighhng,
natural vennlaaon) are implemented to
ensure cost effeccveness in a long run
cost
However, the 3 main criteria discussed are not enough to determine a project’s success.
Listed below are the other success criteria criical in this project, which is more prone to the
stakeholder’s concern.
quality
Quality is defined as the standard to which the outcome of deliverables
meets its specificaaon and expectaaon. Quality tracking is essennal and
adjustment in response to the changes should be made accordingly in a
mely manner. MESA requested for a high quality sports center to foster
and train professional athletes for the beeer future. Thus, achieving the
quality is one of the most important criteria in this project.
organization benefits and business objectives
A project is considered to be more successful when the business objec-
-ves are met and extra benefits are obtained. Emphasizing the theme of
environmental sustainability, the building aims for Plaanum GBI raang
with 86+ points. This sustainable outcome would then benefit the organi-
zaaon by increasing its popularity and meeeng the objeccves by promot-
ing innovaave green features.
stakeholder & client satisfaction
Along with the team, the feedback of the clients are important. From
a strong engagement with the stakeholder, DBKL and MESA to track
saasfaccon throughout the project life cycle which extends all the way
to delivery phase. If any changes or dissaasfaccon are idennfied, alter-
naave soluuon must be provided while meeeng the planned frame-
work. This should be well documented for improvements in the future
undertakings.
health, safety & government requirements
Plan a review schedule in line with the project governance policy.
Review adequately throughout the project life cycle and check with
the advisory commiiee regularly to ensure the project meets the
health, safety, government requirements, and building codes.
/ / p r o g r a m m e m a i n t e n a n c e
The main program of the building consists of trampoline park , gymnassc hall and gym which
needs proper care and maintenance to ensure the quality of space. Other major spaces such
as public plaza and cafe requires more frequent maintenance as it is expected to be a high
traffic area.
elements frequency strategy
Daily To ensure cleaning are carried out every morning to provide a good quality
recreaaonal environment for oppmal performance
/ / B u i l d i n g m a i n t e n a n c e
Frequent maintenance is required in order to ensure smooth operaaon of the building. Mechanical system requires to be monitored regularly and public spaces
should be regularly cleaned and equipment are need to be replaced when necessary.

Malaysian Extreme Sports Associaaon (MESA) is the Official Governing Body for Extreme Sports Accviies in Malaysia. They are dedicated towards the growth, progression, unity, and expansion of Extreme Sports in Malaysia. MESA is currently very accve in Skateboarding, Inline Skaang, and BMX accv- iies. Tasik Tiiwangsa is currently under the River of Life (RoL) project where they aim to revers the decades of nglect by cleaning up 110km of water- ways in and around Kuala Lumpur by 2020. And as of May 2017, the project is deemed to be 46% com- pleted. The traffic along Jalan Tembeling is rather quiet as compared to the main road, Jalan Kuantain which connects the main roads. The site is only ac- cessible via private transportaaon as the nearest public transportaaon located is 2.2km away which takes at least 27min walk by foot. Therefore, the lack of development have lee the park to only be ac- cesible by the nearby residennal occupants. / / s . w . o . t . a n a l y s i s Located right opposite a large public park Located within walking distance of several landmarks such as Balai Seni and Istana Budaya PPublic park provides aaraccve water sports accviies Potennal to insert different types of sport faciliies Future development to take into con- sideraaon of the outstanding dynam- ic form Introduccon of open and green con- cept that acts as ressng and gather- ing place for the local community Lack of development on transporta- -on which cause the site to be diffi- cult to access by public One way entry point causes inconve- nience Illegal parking further blocks the one way circulaaon at Jalan Tembeling The lake is inhabited with harmful mi- croorganism which causes water ac- -viies to be temporarily shut down Some people will take the faciliies provided for granted Vandalism of public spaces by the ir- responsible people
  • 6. / / p e s t l e a n a l y s i s Kuala Lumpur’s town planning, public transporta- -on, pedestrian circulaaon, and cycling routes around the through the capital were never properly designed for the users. Consequently, a recent push by the Kuala Lumpur City Hall (DBKL) with permis- sion of the Federal Government saw the city as a whole and began to draa plans to redesign the city landscape to favour all users. Through the develop- ment of a building in the given site which aims to benefit the public physically and mentally, a green lung in this area would no doubt be greeted with open arms by both the Federal government and mu- nicipal body The site given is located right in front one of the River of Life (RoL) project iniiaave- hence, upon the compleeon of the iniiaave, it is ex- pected to increase the overall econimic in terms of tourism . The number of cultural building present around the site represents the Malaysian’s art and therefere, further strenghten the cultural district in Tiiwangsa as a cultural idennty. Kuala Lumpur is slowly stepping into a phase which it relies mainly on technology with im- plementaaons of city-wide centralised close monitoring circuit system. Furthermore, dwell- ers and communiies are heavily relying on technology to commute or communicate on a daily basis. With a recent technology reliant services that have entered the market such as e-bike sharing systems, the technology pene- traaon of the city is to remain high into the future. Besides the basic regulaaons set out by DBKL, new regulaaons are also being imposed in par- allel with the Rive of Life project. Standardiza- -on of signage, pathway finishes and building facade are some of the requirements that should be taken into consideraaon. In addiion, the employment law and health & safety law hashas to be taken into consideraaon along the project development. Polluuon of the river is one if the biggest issue faced by the city. The lack of awareness of the people and the increase in construccon are contribuung to the exissng environmental problems. Therefore, related departments and communiies are required to take accon in order to provide a healthier and beeer quality ofof life in Kuala Lumpur. Where the Rover of Life projects iniiaave aims to provide beeer envi- ronmental and water management.

  • 8. / / d e s i g n c o n c e p t & L a y o u t The overall layout is designed based on the concept synergy in re- sponse to the building programme and the site context of Tasik Tii- wangsa. The design aims to appreciate and synergies natural element together with architectural elements in generaang a new sustainable and open public building. The public open square on the ground floor aims to aaract the park users and passer-by towards the building which encourages interaccon as well as engagement of public in this open sports ceopen sports center. The trampoline spaces are designed in different sizes and units that extends from the interior to the exterior and vice versa to express the synergy effect through the alternaang solid and void arrangement. Ressng/ breathing spaces and pocket gardens are added throughout which allows strong conneccons both inside out the building, thus, adding different outdoor experience to the users. / / K e y f e a t u r e s & c o n t e x t u a l r e s p o n d The Trampoline Park acts as the heart of the building while other sub spaces such as gymnassc hall and parkous route are branches towards the heart. To catch the aaennon of the public, the gymnassc hall make use of a perforated facade which would spark the curiousity of the users to venture throughout the building, it also gives off an elegant and mysscal light effect to the gymnassc hall. The structures of the building are also extended to the exterior to create interessng voidal spaces to frame and capture the accviies around the building. Which at the same me, could act as part of the parcould act as part of the parkour route for the parkour experts. The orientaaon of the massing is designed in consideraaon of the climaac issue., such as wind direccon, sun direccon and pedestrian flow. The public square which covers the ennre center ground of the ground floor area are made to connect with the park and the tennis court from the north and south subsequently. Therefore, it could diffuse the crowd towards the tennis court which had been abandoned. In order to provide friendly and safe pedestrian access, the vehicular circulaaon is tucked to the sides of the site, allowing smooth movement of pedestrian flow from the parkthe park to the proposed building. green spaces to cool down the building building orientated to minimize heat gain cluster arrangement to allow cross ventilation extended structure to create voidal spaces
  • 9. / / s p a t i a l p r o g r a m m i n g The programs are separated verrcally according to it funccon and user groups. The privacy of the building increases as it progress upwards, howev- er the transparency of the building remains the same. The ground floor intends to serve the public, as public square that can aaract users and passerby to allow for impromptu accviies. The fifirst floor plan houses the main programs, rang- ing from trampoline park to gymnassc hall. Whereas the second floor consists of a private gym serving as a training ground for the parkour enthusiats as well as gymnasscs’. Finally, the top most floor acts as the parkour route for the park- our experts, including a few pockets of green to sosooen the overall architecture language.

  • 16. Project success criteria is a tool or standard by which the project will be judged to decide whether or not it has been successful in the eyes of the stakeholders. This will provide a learn- ing opportunity for future undertakings by evaluaang the true effeccveness of the project. To the project manager’s concern, the 3 main keys in determining the degree of success are scope, me and cost. The project success could be evaluated by checking if the project have achieved the objeccves stated in the scope statement within the given framework. 1. Scope of the project should be clearly stated and easily understood by the stake- holders. 2. AAennon paid to the criical accviies and paths listed using the project management tool such as WBS, Gann Chart and Pert Chart to ensure minimal delays. 3. Constant Review and updates of the latest work progress. scope The project are to be scheduled in a mely manner with extra aaennon to the criical paths in order to meet deadlines with mini- mal delay as the me and cost are directly affected. 1. The project is aimed to be completed within 18 months starrng from 1st May 2018 to 31st November 2020 2. Gann chart and criical paths are to be planned accordingly 3.3. Risk Analysis are carried out with solu- -ons well planned to ensure an efficient work flow time Idennfying and taming cost escalaaon during project execuuon are the keys to ensure that the project is delivered within budget. 1.1. The budget of this project is essmated to be RM 7 Million funded by DBKL and MESA, as well as the investor for a quality assured sports center 2. Collaboraaon of the team and work plan- ning to ensure resource efficiency 3.3. Building material and construccon meth- ods are well thought and planned to im- prove cost efficienct 4. Passive design feature (natural lighhng, natural vennlaaon) are implemented to ensure cost effeccveness in a long run cost
  • 17. However, the 3 main criteria discussed are not enough to determine a project’s success. Listed below are the other success criteria criical in this project, which is more prone to the stakeholder’s concern. quality Quality is defined as the standard to which the outcome of deliverables meets its specificaaon and expectaaon. Quality tracking is essennal and adjustment in response to the changes should be made accordingly in a mely manner. MESA requested for a high quality sports center to foster and train professional athletes for the beeer future. Thus, achieving the quality is one of the most important criteria in this project. organization benefits and business objectives A project is considered to be more successful when the business objec- -ves are met and extra benefits are obtained. Emphasizing the theme of environmental sustainability, the building aims for Plaanum GBI raang with 86+ points. This sustainable outcome would then benefit the organi- zaaon by increasing its popularity and meeeng the objeccves by promot- ing innovaave green features. stakeholder & client satisfaction Along with the team, the feedback of the clients are important. From a strong engagement with the stakeholder, DBKL and MESA to track saasfaccon throughout the project life cycle which extends all the way to delivery phase. If any changes or dissaasfaccon are idennfied, alter- naave soluuon must be provided while meeeng the planned frame- work. This should be well documented for improvements in the future undertakings. health, safety & government requirements Plan a review schedule in line with the project governance policy. Review adequately throughout the project life cycle and check with the advisory commiiee regularly to ensure the project meets the health, safety, government requirements, and building codes.
