The International Federation of Red Cross and Red Crescent Societies will host a two-day Disaster Risk Reduction Practitioners Workshop in Thailand on November 13-14, 2013. The workshop aims to bring together 60 practitioners from 7 Southeast Asian countries, as well as DPR Korea and Mongolia, to share best practices and lessons learned in community-based disaster risk reduction initiatives. Participants will identify effective approaches to strengthen community resilience and integrate local programs with national and regional efforts. The workshop will be funded by the European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations and organized by the IFRC's Southeast Asia Regional Delegation.

“Disaster Risk Reduction Practitioners Workshop”
Thailand, 13-14 November 2013
1. Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) South- East Asia
Regional Delegation has been implementing the Regional Project Initiative supported by ECHO
through DIPECHO Action Plans 6th, 7th and 8th. The project targets to seven countries of
Cambodia, Indonesia, Laos, Myanmar, the Philippines, Timor Leste and Viet Nam with major
focus on institutional capacity building for national societies in strengthening and scaling up
community based risk reduction initiatives and approaches toward vulnerable communities in
South- East Asia region. In this framework, the IFRC is gearing up to organize a so called
“Disaster Risk Reduction Practitioners Workshop” to further engage relevant DIPECHO
partners to explore what are key learning points for the future intervention and what can be
collectively achieved in the region as well.
2. Purpose and objectives
The workshop aims to bring together 60 Disaster Risk Reduction (DRR) practitioners with
hands-on experience with implementation of community based risk reduction activities on the
ground under the current DIPECHO Action Plan in Cambodia, Indonesia, Laos, Myanmar, the
Philippines, Timor Leste and Viet Nam plus DPR Korea and Mongolia and review and identify
the best practices and lessons learned for future references when implementing DIPECHO
Action Plans.
The workshop will also focus on further identification of persisting bottlenecks and up to date
practices related to more integration of DIPECHO projects into longer term sustainable
programmes supported by governments and donor community.
Two expected specific objectives toward the workshop:
 Understand and identify the good practices, lessons learned, gaps, skills, challenges, tools
and methods and share experiences in community based risk reduction initiatives to
enhance integrated community based programming
 Identify inclusive areas and approaches toward community resilience linking the grass root
level with national, regional and global level initiatives.
The event intentionally focuses on several themes below:
 School safety- empowering youth in risk reduction;
 Early warning- early actions;
 DRR & livelihoods;
 Community mobilization and inclusive approach (People with disability; Women; Children
Ethnics etc.)
 Advocacy; Awareness; and Accountability

3. The target and selection criteria
Current DIPECHO partners in South- East Asia; 35 international and local non-governmental
organizations and their local partners1, Red Cross, ECHO, Cambodia, Indonesia, Laos,
Myanmar, the Philippines, Timor Leste and Viet Nam, government representatives, ADPC,
DFID, USAID, JICA, FAO, UN-ISDR, UNDP, and community representatives.
4. Duration and Venue
The workshop will be conducted in two (2) days from 13-14 November 2013 in the Imperial
Queen’s Park Hotel, Sukhumvit Soi 22.
5. Expected outputs vs. process
Identification of good practices, lessons learned, gaps, skills, challenges, tools and methods
and share experiences in community based risk reduction initiatives to enhance integrated
community based programming are major expected outputs of the workshop. In order to
achieve it, participatory methodology to be carried out including country focused
presentations; plenary and group work sharing experience and practices under different
themes, from global to local updates on common issues to guide us is future programming
and sharing individual experience and impressions.

7. Logistics and financial support
The IFRC’s South- East Asia Regional Delegation is primary contact and providing necessary
