With effect from 1 August 2014, firms in Singapore submitting new Employment Pass (EP) applications will have to comply with the advertising requirements set by the MOM. 33 Talent has created a step by step guide to help you get started.

With effect from 1 August 2014, firms
submitting new Employment Pass (EP)
applications will have to comply with the
advertising requirements set by the MOM.
This means before you can apply for an EP
you need to advertise a role for 14 days on
the newWDA jobs bank
3. Why Has It Been Introduced?
The Ministry of Manpower wants
companies to improve their hiring and
career development practices so that
Singaporeans are considered first at
the Professional, Managerial and
Executive (PME) level.
4. Who Does It Affect?
⢠Anyone making a hire who could end up offering the
role to an EP holder.
⢠As the role must be advertised for at least 14 days
before you make the EP application you should
advertise straight away when the vacancy first goes
âliveâ.
⢠This is to give Singaporeans a fair chance to apply
for the role before the decision on who to hire is
made. It will also avoid delays in the hiring process
should you decide to employ an EP holder.
5. Are There Any Exemptions?
There are a few situations that will exempt you
from the FCF:
⢠You have less than 25 members of staff
⢠Your vacancy pays more than $12,000/month
⢠The FCF applies to EP passes only, S-Pass and
Work Permits are exempt
6. What If Iâm Using a
Recruitment Agency?
Companies that use recruitment agencies will
still be required to meet the advertisement
requirement.
The recruitment agency may advertise on
behalf of the firm on the jobs bank.
7. Iâve Offered the Role, What
Now?
If no suitable Singaporean candidates apply, you may
offer your role to someone who requires an EP.
Youâll be required to provide theWDA Jobs Bank ID
number when you apply for their EP.
MOM will cross check this to ensure the role was
advertised for 14 days before you made the offer.
The role offered must be an exact match to the role
advertised.
8. What Do I Need to Do Next?
Itâs legal requirement from August 1st so get ahead of the
game and start using it now.
Next time you have a vacancy below $12,000/month, use the
WDA jobs bank and get used to the system.
Set up an account with IRAS (see next page) and authorise
which people in your company can post jobs - this will
include authorising 33Talent if we are going to post on
your behalf
You can still use all your usual advertising and recruitment
methods alongside this.
9. Register A Company Account
Step 1: A company will have to prepare the following information:
⢠Companyâs UEN
⢠e-Service Access Code from the IRAS (Obtain your code here)
⢠SingPass accounts of company personnel authorised to access the Jobs Bank (Register for
a SingPass account here).
Step 2: Companies login to IRASâ e-Services Authorisation System (EASY) portal , chose the role of a
âProposerâ or âApproverâ, and select âJobs Bank Employer e-Servicesâ that is offered by the âSingapore
Workforce Development Agencyâ.
Step 3: A company will proceed to authorise their staff to access the Jobs Bank within EASY (Learn how to
authorise your staff here).
Step 4: Authorised personnel from a company will login to the Jobs Bankâs Employer Portal via
their SingPass accounts.
Step 5: After login, authorised personnel of a company will provide the companyâs details on the Jobs Bank
and process use the Jobs Bankâs features.
