This document summarizes the key challenges facing scaling up REDD+ efforts in the Democratic Republic of Congo and the country's proposed answers to address each challenge. The three main challenges are attracting and building human resource capacities, absorbing technical and financial resources efficiently, and ensuring an enabling environment. For human resources, the challenges include developing skills and attracting/retaining qualified staff, while DRC's answers center on training programs and incentive structures. For technical and financial resources, challenges involve implementing strategies and raising funds, while answers focus on capacity building, pilot projects, and funding mechanisms. For the enabling environment, challenges involve governance, infrastructure, and international pressures, which DRC seeks to address through mainstreaming REDD+ and partnerships.
