Schema de Garanție pentru Tineri este un program al Uniunii Europene care își propune să combată șomajul în rândul tinerilor la nivel european și să asigure că orice tânar cu vârsta sub 25 de ani primește o ofertă de calitate de educație, formare, ucenicie sau stagiu de adaptare profesională în termen de 4 luni de la terminarea școlii sau pierderea locului de muncă, indiferent dacă s-a înregistrat sau nu ca șomer.
România nu a început cheltuirea banilor europeni destinați Schemei de Garanție pentru Tineri.
Măsurile asociate acestui program și finanțate din IOT și FSE 2014 - 2020 sunt incluse integral în Pro gramul Operațional Capital Uman (POCU), program care a fost elaborat, adoptat și aprobat de Comisia Europeană, dar pe care n-au fost deschise până în acest moment linii de finanțare. Situația nu este singulară României, o parte din statele Uniunii Europene aflându-se în situația de a nu fi început cheltuirea banilor europeni alocați pentru această perioadă de programare. Cu toate acestea, având în vedere că la nivel European Schema de Garanție pentru Tineri se dorea a fi implementată în special în anii 2014 – 2015, cu un maximum de cheltuieli în această perioadă, este evident că România nu a putut atinge indicatorii propuși pentru această perioadă.
Diagnoza a fost realizată în cadrul proiectului „Tineri pentru democrație: transparență și bună guvernare în alocarea și gestionarea fondurilor publice pentru tineret la nivelul autorităților locale” – http://tineripentrudemocratie.cpedu.ro/ – proiect implementat de către Centrul pentru Politici Educaționale, în parteneriat cu Consiliul Tineretului din România și Societatea Academică din România.
„Diagnoza privind utilizarea și alocarea fondurilor publice destinate tinerilor” a fost realizată la nivelul celor 41 consilii județene și al consiliilor locale aferente celor 41 de municipii reședințe de județ din România, inclusiv la nivelul primăriilor de sector din municipiul București, pentru anii 2012-2015, și include o analiză a situației actuale precum și o serie de propuneri de îmbunătățire a modului de gestionare a fondurilor publice de tineret.
Doar 68 dintre autoritățile publice locale contactate au răspuns solicitărilor de informații de interes public, dintre care doar 21 au constituit un fond destinat tinerilor. Mai mult, 66 din cele 68 respondente nu au constituit la nivelul structurii interne consilii consultative pentru gestionarea fondurilor destinate tineretului, precum prevede Legea Tinerilor nr. 350/2006. De asemenea, doar 6 autorități publice locale (8,82%) au organizat în ultimul an concursuri de proiecte, prin care au finanțat ONGT-uri, din alte surse de finanțare în afara fondului destinat activităților de tineret. Situația constatată în urma realizării diagnozei este una alarmantă, iar proiectul își propune în continuare aducerea acestui subiect pe agenda publică.
Schema de Garanție pentru Tineri este un program al Uniunii Europene care își propune să combată șomajul în rândul tinerilor la nivel european și să asigure că orice tânar cu vârsta sub 25 de ani primește o ofertă de calitate de educație, formare, ucenicie sau stagiu de adaptare profesională în termen de 4 luni de la terminarea școlii sau pierderea locului de muncă, indiferent dacă s-a înregistrat sau nu ca șomer.
România nu a început implementarea propriu-zisă a unei părți majore din Planul de Implementare a Garanției pentru Tineri (PIGT) și Sectorul Neguvernamental de Tineret nu este implicat integral în procesul de dezvoltare și implementare a măsurilor aferente PIGT. Astfel, structurile sindicale și patronale de tineret sunt parte a procesului, spre deosebire de organizațiile și federațiile neguvernamentale, fundațiile județene pentru tineret și alte structuri precum Consiliul Național al Elevilor. Acestea ar putea aduce un plus de valoare important atât în reintegrarea tinerilor în situații NEET în piața muncii cât și, mai ales, în îmbunătățirea măsurilor care pot preveni eșecul tranziției spre piața muncii.
Astfel, în parteneriat cu Organizația de Tineret a Blocului Național Sindical (OT BNS) și cu Patronatul Tinerilor Întreprinzatori din România (PTIR), CTR a realizat în luna martie 2015 raportul „Schema de Garanție pentru Tineri – Implementarea în România” cu scopul de a analiza nivelul și stadiul actual de aplicare a măsurilor programului și de a propune o serie de recomandări.

Subject: Unleashing the potential of Europe’s youth
Mr. President,
On 16th September 2016, you and 26 other Heads of State and Government from
the European Union Member States will meet in Bratislava for an informal Summit
to discuss the future of Europe.
This Summit takes place at a crucial moment, when Europe is at a crossroads. In
the wake of the vote by the British people to leave the European Union, it is now
high time to face the truth. The European project, supported by a vast majority of
young people, is the only viable and sustainable path for European countries’
prosperity; but the European project has a future only if it is a European project by
and for its citizens.
This is why EU Leaders must listen to and see the needs and interests of the
citizens who will build the future of Europe: the young people. If young people are
forgotten in Bratislava, Europe will be heading in the wrong direction.
At this crossroads, young people from all over Europe are ready to make their voice
heard and be taken into account. We, the Romanian Youth Council (CTR), together
with the European Youth Forum, of which we are a member, are convinced that
Europe can take a step forward only if people are included in discussions among
European leaders and in the follow-up.
Young people want to be part of Europe, but large barriers still exist. The European
Union and its Member States can be a champion of young people.
In Bratislava, we call on you to take decisions that will lead to a hopeful horizon for
young Europeans. Therefore, we call on the European Union and its Member States
to:
- Invest in quality job creation
- Ensure youth participation in decision-making
- Give the European Union the means to ensure that young people can fulfil
their potential
2. We believe youth organisations are the best interlocutors to
find common ground on these questions. In the annexed document, we present
more in depth our proposals for a change that will benefit to young Europeans.
Sitting at the Leaders’ table, you have the opportunity to voice the interests of young
people and young Romanians and Europeans count on you. However, direct
dialogue, leading to action, between leaders and young people is key. We therefore
call on you to include citizens, and especially young people in your debates.
Mr. President, do not allow young people to become a “lost generation”. Build a
united Europe that will benefit all its citizens, including young people.
We hope our call will be heard and we are ready to work with you.
