Tripura Road Transport Corporation, a Govt. of Tripura Undertaking, Tripura, Agartala (the
“Authority”) invites Expression of Interest (EoI) for selection of Consultant to develop
Parking cum Commercial Complex at Battala TRTC Bus Station, Agartala.
2. Scope of work:-
a) Undertake Feasibility Study:
Preparation of Feasibility Report after detailed surveys and investigation for effective
planning. The report shall include a comprehensive study of existing traffic situation, traffic
intensity, movement pattern, available infrastructure, right of way, parking demand and extent
of available facility, traffic forecast and details of infrastructure and services to be provided at
the designated land.
b) Design and development of Parking cum Commercial Complex:
This includes undertaking engineering studies, project design, cost estimates etc. Conceptual
designs for implementation of proposed Parking cum Commercial place at the identified land
will be undertaken by the Consultant.
c) Preparation of Project Information Memorandum (PIM).
d) Carrying out Bid Process Management on behalf of the Authority.
e) Selection of suitable Developer and signing of Development Agreement on behalf of
the Authority.
3. Eligibility criteria for Consultants / Consultancy Firms:-
a) The Consultant / Consultancy Firm shall have average turnover of Rs. 15 crore for last 3
(three) years taking 2010-11 as the base year.
b) The Consultant / Consultancy Firm who have completed at least 2 (two) such similar
nature of projects during last 5 (five) years shall be given preference.
c) The essential documents to be submitted along with the application are:-

1. Background
1.1. Tripura Road Transport Corporation (TRTC) is a Government of Tripura undertaking
overlooking the public transport business in Tripura. TRTC owns a land at Battala, at the heart of
Agartala City. With rapid growth of urbanization, the city of Agartala is experiencing a high
growth of private vehicles leading to a chaotic mobility situation. Non availability of a proper
parking system has further aggravated the situation. Taking into cognizance of this fact, the
Government of Tripura (GoT) through TRTC intents to conduct a feasibility study cum design
and development of parking cum commercial complex in that prime location in order to improve
the mobility scenario of Agartala.
2. Scope of Services
2.1. Tripura Road Transport Corporation (TRTC) on behalf of Government of Tripura, (the
“Authority”) invites Application (the “Proposals”) for selection of a suitable Technical
Consultant (the “Consultant”) for “Feasibility Study, Design, Development of Parking Cum
Commercial Complex at Battala, Agartala” (the “Project”).
2.2. Detailed Scope of Work
2.2.1. Undertake Feasibility Study: Preparation of Feasibility Report includes undertaking the
surveys and investigations for effective planning. It shall include a comprehensive study of
existing traffic situation, traffic intensity, movement pattern, available infrastructure, right of
way, parking demand and extent of available facility, traffic forecast, and details of
infrastructure and services to be provided at the designated land.
2.2.2. Design and Development of Parking cum Commercial Complex: This includes undertaking

implementation of proposed Parking cum Commercial place at the identified land will be
undertaken by the Consultant.

3. Procedure for Submission of Bids
Bids are to be submitted in two parts,
3.1. Part I - would comprise of the technical bid, which would include:

given in Appendix-I (the “Application”).
I. Documents supporting the eligibility criteria:
a. Completed atleast two similar nature of projects in India
b. Completed atleast one similar nature Project in North Eastern Region of India

3.2. Part II - would be the financial bid and would cover the following:

Feasibility Study, Design, Development of Parking Cum Commercial Complex at
Battala, Agartala"
b. The rate should be quoted in both figure and words.
c. Applicants should quote rates exclusive of service tax.
3.3. Please note that associating with other firm, consortiums and Joint Venture between firms is not
permitted.
3.4. The authority reserves the right to verify all statements, information and documents, submitted
by the applicant in response to the Application. Failure of the authority to undertake such
verification shall not relieve the Applicant of its obligations or liabilities hereunder nor will it
affect any rights of the Authority there under.
3.5. In case it is found during the evaluation, that one or more of the eligibility conditions have not
been met by the applicant or the applicant has made material misrepresentation or has given any
materially incorrect or false information, the applicant shall be disqualified by a communication
in writing by the authority without the authority being liable in any manner whatsoever to the
applicant or consultant, as the case may be.
3.6. The bids would have to be submitted in separate sealed covers super scribed “Technical Bid” and
“Financial Bid” respectively and both envelopes kept in a single envelope marked “Bid for
preparation of " Feasibility Study, Design, Development of Parking Cum Commercial Complex

4. Evaluation of Application
4.1. The committee headed by Managing Director, Tripura Road Transport Corporation, will
review all the eligible “Technical Proposals” and the “Financial Proposal” of the applicant
scoring the highest mark/first rank in the technical bid evaluation process would be opened and
invited for negotiations. The assessment of the technical bids would be based on the following

6. Right to reject any or all Proposals
6.1.1. Notwithstanding anything contained in this ‘Application’, the Authority reserves the right to
accept or reject any proposal and to annul the selection process and reject all proposals, at any
time without any liability or any obligation for such acceptance rejection or annulment, and
without assigning any reasons thereof.
6.1.2. The authority reserves the right to reject any proposal if:
• at any time, a material misrepresentation is made or uncovered, or
• Applicant does not provide, within the time specified by the authority, the
supplemental information sought by the authority for evaluation of the proposal.
6.1.3. Such misrepresentation/ improper response may lead to the disqualification of the Applicant. If
such disqualification/rejection occurs after the proposals have been opened and the highest
ranking applicant gets disqualified /rejected, then the authority reserves the right to consider the
next best applicant, or any other measure as may be deemed fit in the sole discretion of the
authority, including annulment of the selection process.
