The Korea International Cooperation Agency (KOICA) Tanzania Office is inviting qualified contractors to construct the Serengeti Media Centre in Serengeti National Park with a grant from the Korean government. The 592 square meter building is to be completed within 14 months on a vacant site in the Serengeti Visitor Centre. Contractors must meet pre-qualification criteria including being a Class 1 building contractor registered in Tanzania, financial stability, experience completing projects valued over $2 million USD in Tanzania including at least one in a conservation area. The budget for the project is a maximum of $590,000 USD excluding VAT, and the selection process will evaluate technical and price proposals to identify the highest ranked bidder.

Building Contractor
1. The Korea International Cooperation Agency (KOICA)
Tanzania Office invites qualified contractors to construct
for “The project for the establishment of Serengeti Media
Centre (SMC) in Serengeti National Park”. The Project is to
be constructed with grant aid from the Korean Government.
- Project Objective : To establish the Serengeti Media
Centre (hereinafter referred to as “the SMC”) in Serengeti
Visitor Center enabling visitors to have an educational
and informative experience that enhances their visit of the
park
- Summary of Work
• Building Area: 592m2
• Contract Period: 14 months
• Site area : Serengeti Visitor Centre (SVC) in Serengeti
National Park, specifically the vacant place currently
used as an open air resting place for visitors

③ Pre-Qualification Criteria
- All of below criteria must be satisfied:
a. The company shall be registered with the CRB
(Contractors Registration Board) as the level of Building
contractor Class 1.
b. The company shall have neither engaged in a lost civil
case raised due to the company’s debt in the last three (3)
years nor be currently engaged in an on-going lawsuit that
is more than 50% of the company’s capital stock.
c. The company shall have a Debt Ratio less than 150% and
Liquidity Ratio more than 100% as of 2015.
d. Average of recent 5 years(2011-2015) turnover in
Tanzania is required more than 5 million USD
e. Accumulated value for completed construction
performance in Tanzania over the past 3 years (2013-2015)
is required more than 5 million USD.
f. The company shall have at least one completed project as
single project which values more than 2 million USD
within 8 years (2008-2015) in Tanzania.
g. The company shall have completed in building at least one
(1) in the Conservation Area* of Tanzania within 8
years(2008-2015)

** Any case of exposing forged document, company
will be disqualified.
④ Selection of the Successful Bidders: Selection by Negotiation
i. Eligible tenders are selected by conducting a technical
proposal evaluation.
ii. After a price quotation evaluation of eligible tenders,
the bidder with the highest total points (technical
points: 70%, price points: 30%) shall have the highest
priority for negotiation

2. The available budget for this procurement assignment is
Maximum USD 590,000 (VAT Excluded) and Bidders’
Proposals should not exceed this budget. Note that
KOICA is not responsible for any VAT related matter,
thus cannot guarantee VAT refund in any case. The
matter shall be raised to the relevant national authority
(Tanzania Revenue Authority or Ministry of Natural
Resource and Tourism), in case it is needed.

4. The KOICA Tanzania Office requires that Bidders and
Contractors observe the highest standard of ethics during
the procurement and execution of such contracts. In
pursuance of this policy, KOICA;
(a) will reject a proposal for award if it determines that
the Bidder recommended for award has engaged in
corrupt or fraudulent practices in competing for the
contract in question.
(b) will recognize such a Contractor as ineligible,
for a period determined by KOICA.

7. KOICA will not be responsible for any costs or
expenses incurred by Bidders in connection with the
preparation or delivery of bids.
8. Failure to furnish all information required by the
bidding documents or submission of a bid not
substantially responsive to the bidding documents in
every respect shall be at the Bidder's risk and may
result in the rejection of the bid.
