Thus far, this book has introduced the foundations needed to understand public pol-icy and how policy is made, implemented, and changed within the U.S. political setting. Moving forward, Chapters 8 through 12 will provide case studies of specific
social policy issues at the federal level. Each chapter will begin by exploring how a par-
ticular policy area has evolved in contemporary times and will then use that policy issue
to illustrate a particular stage of the policy process discussed in Chapters 4 through 7.
This chapter will discuss problem identification in terms of environmental policy; Chapter 9
will discuss public agenda setting and the policy-making agenda in terms of education policy;
Chapter 10 will discuss how policy is formulated in terms of welfare policy; Chapter 11 will
discuss policy adoption in terms of health-care policy reform; and Chapter 12 will discuss
policy implementation and evaluation in terms of immigration policy.
The United States provides a good case study in environmental policy making, because
it serves as a role model of success and failure for other nations. Understanding U.S. fed-
eral environmental policy clarifies environmental policy at local, state, and international
levels. Environmental policy making in the United States has evolved over time and
over various presidential administrations. From the early days of the nation, when there
existed a general perception of infinite land and inexhaustible natural resources, to the
later part of the 20th century, which saw an increased desire for sustainable development,
the goals of environmental policy and the surrounding ideological belief systems have
influenced how environmental problems are identified. The approach to environmental
policy making in the United States has been one of command and control. That is to say,
environmental policy has been about setting legal limits and threatening violators with
punishment. The federal government and state governments promote desirable behavior
or discourage undesirable activities using subsidies, taxes, and tax breaks.
In all industrialized countries since the early 1980s, policy agendas have given environ-
mental issues an increasingly prominent place (Heidenheimer, Heclo, & Adams, 1990).

Traditionally, the state policy literature on higher education has exhibited
a major blind spot: Research has focused nearly exclusively on policy ef-
fects, ignoring consideration of the determinants of state policy for higher
education. A substantial empirical literature exists on the effects of state
policies on students (e.g., impacts of financial aid regimes on college at-
tendance), on campuses (e.g., consequences of state regulation for campus
quality), and on society more broadly (e.g., the contribution of higher
education to economic development). Yet, scholars have studied factors
associated with interstate variation in public policy for higher educa-
tion far less frequently. Thus, although the current era has witnessed dy-
namic policy changes for higher education,1 our understanding of the
forces that have led states to reform and adopt new policies remains
rudimentary.
The ignoring of political determinants of policy is especially trou-
bling. Until very recently, students of higher education largely over-
looked political science as a framework for organizing state policy
research. This omission seems vexing on a number of levels. First, re-
searchers seeking to explain the policy choices state governments make
for higher education should surely account for the governmental con-
texts in which those choices are made, in much the same way as studies
of the decisions of students (e.g., what college to attend, whether to drop

From the case, it is apparent that SFK-NY is one of the non-profit organization that is striving a lot to ensure that its mission of empowering the human spirit in every child is achieved. The case indicates that there is a huge gap in the society concerning the human spirit and hence SFK-NY has done its best to fill this gap. However, a closer look at the case reveals that the SFK-NY has not yet achieved its goal or rather its missions and vision. The vision statement for the organization is “One World, Every Child” (Vallas and Sherman, 2012). According to the case, it is stated that the mission of ensuring that the vision “ One World, Every Child” is achieved would only be complete when every child and young adult in the target region has participated in the SFK-YK program (Vallas and Sherman, 2012). This is because for all the children to learn he tools to help them make wise choices that provide them with certainty, happiness, concern for the well-being of others, the organization needs to invest a lot not only in employing personnel but also in expanding their project worldwide.
Expanding the program worldwide would need an enormous amount of money. Given that the SFK-YK is a non-profit organization, it means that it does not get capital from the services they offer. This is because they do not charge the beneficiaries for the services they get. The organization, according to the case, depends on donations from individuals, corporations, foundations, groups, clubs, and organization as well as their own fundraising from special events. Despite the fact that the organization gets a lot of assistance from well-wishers and clubs, the organizational Advisory Board and the director argue that their major concern is that SFK is not generating as much revenue through fundraising to support the current operation. They are also concerned that the organization is gaining a lot of popularity and that because of this, it is likely that it may experience massive growth. The board is also claiming that the cost for every student is approximately $300 per program, which is too much because every student needs to finish level 1,2 and even 3 depending on the availability of funding. Thus far, this book has introduced the foundations needed to understand public pol-icy and how policy is made, implemented, and changed within the U.S. political setting. Moving forward, Chapters 8 through 12 will provide case studies of specific
social policy issues at the federal level. Each chapter will begin by exploring how a par-
ticular policy area has evolved in contemporary times and will then use that policy issue
to illustrate a particular stage of the policy process discussed in Chapters 4 through 7.
This chapter will discuss problem identification in terms of environmental policy; Chapter 9
will discuss public agenda setting and the policy-making agenda in terms of education policy;
Chapter 10 will discuss how policy is formulated in terms of welfare policy; Chapter 11 will
discuss policy adoption in terms of health-care policy reform; and Chapter 12 will discuss
policy implementation and evaluation in terms of immigration policy.
The United States provides a good case study in environmental policy making, because
it serves as a role model of success and failure for other nations. Understanding U.S. fed-
eral environmental policy clarifies environmental policy at local, state, and international
levels. Environmental policy making in the United States has evolved over time and
over various presidential administrations. From the early days of the nation, when there
existed a general perception of infinite land and inexhaustible natural resources, to the
later part of the 20th century, which saw an increased desire for sustainable development,
the goals of environmental policy and the surrounding ideological belief systems have
influenced how environmental problems are identified. The approach to environmental
policy making in the United States has been one of command and control. That is to say,
environmental policy has been about setting legal limits and threatening violators with
punishment. The federal government and state governments promote desirable behavior
or discourage undesirable activities using subsidies, taxes, and tax breaks.
In all industrialized countries since the early 1980s, policy agendas have given environ-
mental issues an increasingly prominent place (Heidenheimer, Heclo, & Adams, 1990).
The number of political parties and political leaders representing themselves as “green”

Traditionally, the state policy literature on higher education has exhibited
a major blind spot: Research has focused nearly exclusively on policy ef-
fects, ignoring consideration of the determinants of state policy for higher
education. A substantial empirical literature exists on the effects of state
policies on students (e.g., impacts of financial aid regimes on college at-
tendance), on campuses (e.g., consequences of state regulation for campus
quality), and on society more broadly (e.g., the contribution of higher
education to economic development). Yet, scholars have studied factors
associated with interstate variation in public policy for higher educa-
tion far less frequently. Thus, although the current era has witnessed dy-
namic policy changes for higher education,1 our understanding of the
forces that have led states to reform and adopt new policies remains
rudimentary.
The ignoring of political determinants of policy is especially trou-
bling. Until very recently, students of higher education largely over-
looked political science as a framework for organizing state policy
research. This omission seems vexing on a number of levels. First, re-
searchers seeking to explain the policy choices state governments make
for higher education should surely account for the governmental con-
texts in which those choices are made, in much the same way as studies
of the decisions of students (e.g., what college to attend, whether to drop
out, etc.) or of colleges and universities (e.g., tuition setting) typically
seek to account for key attributes of the individual or the institution of
interest. One important context conditioning the policy choices of state

In his fictitious account of The Monkey Wrench Gang (CN), Edward Abbey describes a group of characters who violently interfere with the plans of some developers. Introduction and problem statement
From the case, it is apparent that SFK-NY is one of the non-profit organization that is striving a lot to ensure that its mission of empowering the human spirit in every child is achieved. The case indicates that there is a huge gap in the society concerning the human spirit and hence SFK-NY has done its best to fill this gap. However, a closer look at the case reveals that the SFK-NY has not yet achieved its goal or rather its missions and vision. The vision statement for the organization is “One World, Every Child” (Vallas and Sherman, 2012). According to the case, it is stated that the mission of ensuring that the vision “ One World, Every Child” is achieved would only be complete when every child and young adult in the target region has participated in the SFK-YK program (Vallas and Sherman, 2012). This is because for all the children to learn he tools to help them make wise choices that provide them with certainty, happiness, concern for the well-being of others, the organization needs to invest a lot not only in employing personnel but also in expanding their project worldwide.
Expanding the program worldwide would need an enormous amount of money. Given that the SFK-YK is a non-profit organization, it means that it does not get capital from the services they offer. This is because they do not charge the beneficiaries for the services they get. The organization, according to the case, depends on donations from individuals, corporations, foundations, groups, clubs, and organization as well as their own fundraising from special events. Despite the fact that the organization gets a lot of assistance from well-wishers and clubs, the organizational Advisory Board and the director argue that their major concern is that SFK is not generating as much revenue through fundraising to support the current operation. They are also concerned that the organization is gaining a lot of popularity and that because of this, it is likely that it may experience massive growth. The board is also claiming that the cost for every student is approximately $300 per program, which is too much because every student needs to finish level 1,2 and even 3 depending on the availability of funding. This essay will support why lack of finance is the major strategic obstacle to the SFK-YK Program.

As a formal process, appraisal is a part of a performance system designed to manage an organizations human resources. Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
