RESPONSIBILITIES OF THE POSITION OF ENVIRONMENTAL OFFICER ON BOARD HAL PASSENGER SHIPS
PRIMARY FUNCTION:
The EO ensures environmental compliance by providing oversight and assistance to shipboard personnel in
complying with international, federal, state, and HAL laws and regulations and Focused ECP (FECP)
requirements that apply to the assigned ship. Additionally, the EO provides oversight and management of
the ship’s Learning Management System (LMS) and coordinates training. The EO is a non-watch standing
officer with responsibility for the oversight and verification of shipboard environmental compliance. The EO
has full access to all employees and to all areas of the ship.
REPORTS TO:
Master
Maintains an open line of communication to the VP Environmental Compliance Program (ECP)
MAJOR RESPONSIBILITIES:
1. Compliance Oversight and Verification:
Conduct, together with pertinent shipboard personnel, monthly shipboard environmental self-
assessments to ensure the self-assessments are properly performed and reported to the VP ECP, among
others.
Review the Oil Record Book, Garbage Record Book, Ballast Water Reporting Forms and Sewage and Gray
water Record Books for completeness and accuracy. Communicate needed corrections as appropriate.
Participate in Flag State, Port State and other government inspections regarding environmental matters.
Participate and facilitate internal and external audits as relates to Environmental, Safety Management
System, FECP, and other requirements as appropriate.
Provide oversight and assistance to bring vessel related EMS Audit, Investigation, and Other Audit
findings, as appropriate, in the operating line’s Computerized Tracking System to closure.
Ensure all wastes subject to special handling requirements are being managed properly and in
compliance with applicable requirements and operating line policies.
Complete the weekly/monthly jobs assigned in AMOS-W.
2. Implementation of Environmental Management Systems and Objectives, Targets and Programs:
Participate in the development, implementation and enforcement of corporate operating line
environmental policies and procedures

Coordinate with the VP ECP and her/his staff to assess the vessel’s shipboard environmental programs
including, but not limited to:
Pollution minimization
Evaluation of new technologies
Bilge water management
Gray and black water management
Hazardous materials and chemical management
Solid and hazardous waste management
Spill response
Research and maintain appropriate documentation in hard copy or electronically, applicable laws and
regulations for Flag State and destination Port States.
Supervise the collection and shipment of waste stream samples, when required, in accordance with
established sampling protocols. The EO will receive copies of the results of such sampling and shall
ensure that appropriate action is taken.
Monitor as appropriate fuel, lubrication and sludge oil transfers; hazardous, bio and solid waste transfers
and other ship operations that have a potential impact on the environment.
Complete the Environmental Initial Incident Information Sheet and assist as necessary with the
investigation of pollution incidents.
Assist in the selection and development of EMS related Objectives, Targets and Programs and associated
measurement systems.
Facilitate implementation of the EMS Targets and Objectives on board as appropriate, working
interdepartmentally and with small task teams as appropriate. Provides feedback to ECP department as
needed
Provide data for measurement of continuous improvement projects
Other duties and responsibilities as assigned.
3. Training:
Deliver required environmental and other training as assigned.
Manage the ship’s training room and Learning Management System (LMS), including
Support and facilitate users of LMS
Provide reports to Department Heads as requested to facilitate training
Perform administrative tasks such as back-ups, password re-sets and training data entry
Enter training data for recordkeeping/reporting
Coordination with shipboard Facilities/Engineering to assure proper maintenance of the
training room facilities
Manage the work hours of the training room and its security
Work with ECP department and Fleet Training to identify opportunities for improvement of existing
training, or need for additional training.
Assist in the training of shipboard personnel on environmental policies and procedures.
4. Support - Communications - Liaison:
Participate in regularly scheduled meetings of the Master and vessel’s department heads to discuss
environmental and training issues

Serve as the ship’s liaison to the VP ECP for all aspects of evaluating shipboard environmental
management and performance.
Assist the Master and the VP ECP in responding to inquiries or complaints of any crewmember or guest
regarding perceived improper environmental practices.
Assist the crew in resolving environmental concerns, such as itinerary waste discharge requirements,
inoperative or ineffective pollution prevention and waste handling equipment, questions regarding
policies and procedures, pollution minimization programs, such as recycling, hazardous materials
management and minimization of oily bilge waste.
Ensure the Master is notified of releases or spills into the environment, and ensure that the Master
notifies the Senior VP Fleet Operations and the VP ECP, as well as local, state, federal and international
authorities, as required. In the event the Master is unavailable or fails to make the required reporting,
the EO shall notify the Senior VP Fleet Operations and the VP ECP.
Chair the environmental committee or the combined environmental/safety committee if established.
Participate in passenger, crew and public environmental awareness programs, e.g. vessel environmental
tours and environmental presentations.
Facilitate shipboard audits, inspections and other visits from shore-side persons/ organizations and/or
government.
5. Administration - Record keeping - Reporting:
Track and retain ship copies of all waste manifests and provide copies of manifests to shore side offices
(compliance department) for corporate record keeping.
Retain miscellaneous records associated with environmental and compliance requirements as
documented in Marine Regulations, Operational Directives and other requirements.
Compile and submit periodic reports such as Monthly Self Assessments, Training Activity, etc. as specified
by Marine Regulations, Operational Directives and other requirements.
