Awareness
An Environmental Management System (EMS) is a system developed to
prevent damage to the environment and to save natural resources for
future generations. The EMS is mandated by US Army Regulation
200-1 and Executive Orders.
The goal of EMS is to fully establish the Army Strate-
gy for the Environment (Army Sustainability) and
achieve optimum environmental controls.
Fort Buchanan has integrated its EMS
Installation-wide activities, with sustainability initiatives and has chosen
to refer to the ISO 14001 conformant, Environmental Management
System (EMS), as the “Sustainability and Environmental Management
System” (SEMS). The scope of the SEMS applies to all civilian,
military, contract, and dependent personnel working for or on behalf of
the US Army Garrison Fort Buchanan Installation activities, facilities,
and tenant organizations.

SEMS Policy and Commitment
Fort Buchanan will implement programs that will ensure that land, air and water resources are always
available for Soldier readiness. Fort Buchanan Sustainability Programs will prioritize in delivering
resilient energy and water provisions to reduce cost and waste, increasing waste diversion and
recycling solutions. Therefore, that will enable Fort Buchanan to carry out and support its critical mis-
sions expending the least possible amount of natural resources and relying as little as possible in off-
post sources for water, energy, and waste disposal. Fort Buchanan’s priorities will be: Compliance, En-
ergy Conservation, Water Consumption, Solid Waste and Recycling, Protecting Natural and Cultural
Resources and Climate-Change.
SEMS Environmental Significant Aspects
The SEMS policy establishes the principles that provide the framework upon which Environmental
stewardship objectives are based. The SEMS incorporates environmental aspects that the Installation
can control and directly manage and those it can influence under action plans, as follows:
 Vehicular Consumption of Gasoline and Diesel Fuel
 Solid Waste Management and Recycling
 Energy Consumption
 Water Consumption
 Pesticide/Herbicide Usage
 Hazardous Material Management
 Hazardous Waste Management
 Endangered Species Habitat Management
 NEPA reviews/approvals (Real Property Management)
 Storage, Transfer, and/or Release of POL (Spills)

an Environmental Management System is beneficial
to you by:
Reducing costs, such as for electricity
and water usage.
By inducing these savings, Fort Buchanan has more
resources available to invest for renovation,
expansion projects and maintaining facilities such as
playgrounds, sport facilities, etc.
Risk identification and prevention outside of
regulatory requirement.
The identification and prevention of risks contributes
to a more secure daily life for you at home
and at work.
Improving environmental awareness
and stewardship.
An improved environmental awareness helps to keep
our environment clean and to conserve natural
resources, such as water and fuel. It is a critical
component of allowing you and following
generations to continue to live as you know it.
An EMS is a continual cycle of planning,
implementing, reviewing and improving the
processes and actions that an organization under-
takes to meet its business and environmental goals.
Plan, Do, Check, Act
Most EMS are built on the "Plan, Do, Check, Act"
model. This model leads to continual improvement
based upon:
PLAN
Planning, includes identifying environmental
aspects and establishing goals
DO
Implementing, includes training and
operational controls
CHECK
Checking, includes monitoring and corrective actions
ACT
Reviewing, includes progress reviews and acting to
make needed changes to the EMS.
How Does an Environmental
Management System (EMS) work?
“SUSTAIN THE MISSION, SECURE THE FUTURE”
...the Army strategy for the environment.
Establishes the long range vision for a Sustainable Army, and the goals upon which this vision is
based, in order to: Foster a sustainability ethic, Strengthen Army operations, Meet test, training, and
mission requirements, Minimize impacts and total ownership costs, Enhance well-being and Drive
innovation.
The US Army has recognized that a healthy, functioning community relies
on a healthy environment. We play an important role in building a
sustainable future. To sustain our mission, we must strive to become
system thinkers if we are to benefit from the interrelationships of “the
triple bottom line-plus”: Mission, Environment, Community, plus the
economic benefits that sustainability provides by reducing costs and
impacts, and accelerating innovation.
ACS END STATE
The Army will be a resilient and sustainable
land force able to operate in all domains with
effective mitigation and adaptation measures
against the key effects of climate change,
consistent with Army modernization efforts.
ACS GOALS
 Achieve 50% reduction in Army net GHG
pollution by 2030, compared to 2005 levels
 Attain net-zero Army GHG emissions by 2050
 Proactively consider the security implications of
climate change in strategy, planning, acquisition,
supply chain, and programming documents and
processes.
The ACS has three lines of effort (LOE):
 Installations will enhance resilience and
sustainability by adapting infrastructure and
natural environments, securing access to training
and testing lands into the future, and mitigating
GHG emissions
 Acquisition and Logistics will increase
operational capability while reducing sustainment
demand and strengthening climate resilience
 Training will prepare a force that is ready to
operate in a climate-altered world.
The Fort Buchanan SEMS legal drivers were the
US Army Regulation 200-1 and the Presidential
Executive Orders. The SEMS integrates the goals
and elements of the Army Sustainability
Campaign Plan which is already conglomerate of
several Army plans, including the Strategy for the
Environment, Climate Change and Energy
Resilience, Green Procurement and Water
Conservation Plans, as well as becoming aligned
with the comprehensive Installation
Management Campaign Plan.

of materials and by engaging our community
to cooperate with sustainable initiatives
and strategies.

What are the benefits of having a
Sustainability & Environmental
Management System Program (SEMS)?
The SEMS’ structure of Fort Buchanan is
composed of, and directly involves, the tenants,
units, organizations and contractors through
the appointment and designation of
Environmental Compliance Officers (ECO’s)
by direct request of US Army Garrison
Fort Buchanan Commanding Officer.
Executive Orders (EO) 14008 and 14057 instruct the
U.S. government to work deliberately to put the world
on a sustainable climate pathway, build resilience
both at home and abroad, and catalyze beneficial
private sector investment.

  • 1. Sustainability & Environmental Management System Fort Buchanan SEMS Program Awareness An Environmental Management System (EMS) is a system developed to prevent damage to the environment and to save natural resources for future generations. The EMS is mandated by US Army Regulation 200-1 and Executive Orders. The goal of EMS is to fully establish the Army Strate- gy for the Environment (Army Sustainability) and achieve optimum environmental controls. Fort Buchanan has integrated its EMS Installation-wide activities, with sustainability initiatives and has chosen to refer to the ISO 14001 conformant, Environmental Management System (EMS), as the “Sustainability and Environmental Management System” (SEMS). The scope of the SEMS applies to all civilian, military, contract, and dependent personnel working for or on behalf of the US Army Garrison Fort Buchanan Installation activities, facilities, and tenant organizations. Fort Buchanan’s SEMS Policy and Commitment Fort Buchanan will implement programs that will ensure that land, air and water resources are always available for Soldier readiness. Fort Buchanan Sustainability Programs will prioritize in delivering resilient energy and water provisions to reduce cost and waste, increasing waste diversion and recycling solutions. Therefore, that will enable Fort Buchanan to carry out and support its critical mis- sions expending the least possible amount of natural resources and relying as little as possible in off- post sources for water, energy, and waste disposal. Fort Buchanan’s priorities will be: Compliance, En- ergy Conservation, Water Consumption, Solid Waste and Recycling, Protecting Natural and Cultural Resources and Climate-Change. SEMS Environmental Significant Aspects The SEMS policy establishes the principles that provide the framework upon which Environmental stewardship objectives are based. The SEMS incorporates environmental aspects that the Installation can control and directly manage and those it can influence under action plans, as follows:  Vehicular Consumption of Gasoline and Diesel Fuel  Solid Waste Management and Recycling  Energy Consumption  Water Consumption  Pesticide/Herbicide Usage  Hazardous Material Management  Hazardous Waste Management  Endangered Species Habitat Management  NEPA reviews/approvals (Real Property Management)  Storage, Transfer, and/or Release of POL (Spills) What is an Environmental Management System (EMS)? 2022FEB_EMS_Brochure The Directorate of Public Works Environmental Division’s goal is to fully establish Army Strategy for the Environment (Army Sustainability) and achieving optimum environmental controls in order to ensure healthier and safer environmental management standards that strengthen and sustains the US Army Garrison Fort Buchanan’s mission.   • 2. Because you are an essential part of the environment, an Environmental Management System is beneficial to you by: Reducing costs, such as for electricity and water usage. By inducing these savings, Fort Buchanan has more resources available to invest for renovation, expansion projects and maintaining facilities such as playgrounds, sport facilities, etc. Risk identification and prevention outside of regulatory requirement. The identification and prevention of risks contributes to a more secure daily life for you at home and at work. Improving environmental awareness and stewardship. An improved environmental awareness helps to keep our environment clean and to conserve natural resources, such as water and fuel. It is a critical component of allowing you and following generations to continue to live as you know it. An EMS is a continual cycle of planning, implementing, reviewing and improving the processes and actions that an organization under- takes to meet its business and environmental goals. Plan, Do, Check, Act Most EMS are built on the "Plan, Do, Check, Act" model. This model leads to continual improvement based upon: PLAN Planning, includes identifying environmental aspects and establishing goals DO Implementing, includes training and operational controls CHECK Checking, includes monitoring and corrective actions ACT Reviewing, includes progress reviews and acting to make needed changes to the EMS. How Does an Environmental Management System (EMS) work? “SUSTAIN THE MISSION, SECURE THE FUTURE” ...the Army strategy for the environment. Establishes the long range vision for a Sustainable Army, and the goals upon which this vision is based, in order to: Foster a sustainability ethic, Strengthen Army operations, Meet test, training, and mission requirements, Minimize impacts and total ownership costs, Enhance well-being and Drive innovation. The US Army has recognized that a healthy, functioning community relies on a healthy environment. We play an important role in building a sustainable future. To sustain our mission, we must strive to become system thinkers if we are to benefit from the interrelationships of “the triple bottom line-plus”: Mission, Environment, Community, plus the economic benefits that sustainability provides by reducing costs and impacts, and accelerating innovation. ACS END STATE The Army will be a resilient and sustainable land force able to operate in all domains with effective mitigation and adaptation measures against the key effects of climate change, consistent with Army modernization efforts. ACS GOALS  Achieve 50% reduction in Army net GHG pollution by 2030, compared to 2005 levels  Attain net-zero Army GHG emissions by 2050  Proactively consider the security implications of climate change in strategy, planning, acquisition, supply chain, and programming documents and processes. The ACS has three lines of effort (LOE):  Installations will enhance resilience and sustainability by adapting infrastructure and natural environments, securing access to training and testing lands into the future, and mitigating GHG emissions  Acquisition and Logistics will increase operational capability while reducing sustainment demand and strengthening climate resilience  Training will prepare a force that is ready to operate in a climate-altered world. The Fort Buchanan SEMS legal drivers were the US Army Regulation 200-1 and the Presidential Executive Orders. The SEMS integrates the goals and elements of the Army Sustainability Campaign Plan which is already conglomerate of several Army plans, including the Strategy for the Environment, Climate Change and Energy Resilience, Green Procurement and Water Conservation Plans, as well as becoming aligned with the comprehensive Installation Management Campaign Plan. Sustainability Is the intelligent use of our resources, (natural and technological), to meet our communities’ needs today, as well as and in the future. What are the benefits of having a Sustainability & Environmental Management System Program (SEMS)? The SEMS’ structure of Fort Buchanan is composed of, and directly involves, the tenants, units, organizations and contractors through the appointment and designation of Environmental Compliance Officers (ECO’s) by direct request of US Army Garrison Fort Buchanan Commanding Officer. Executive Orders (EO) 14008 and 14057 instruct the U.S. government to work deliberately to put the world on a sustainable climate pathway, build resilience both at home and abroad, and catalyze beneficial private sector investment.
