PQ does not want the east-west pipeline that would allow Alberta oil to flow for
exports. The exports would mean higher tax revenue to both the federal
government and the Alberta government. The higher tax revenue would impact
both equalization as well as the transfers for CST/HST. The proposed
healthcare accord ties spending to GDP as such the stronger the GDP the more
