Many have stated that it is impossible to know whether or
not we are living in the last days before the second coming
of Jesus Christ. However, below you will find dramatic
proof that this is the last times. All of the proofs below
taken together defy coincidence.
1.

EUPHRATES RIVER TO BE DRIED UP: In
Revelation 16:12,
the Bible predicts
that the Euphrates
River will be dried
up to prepare the
way for the kings
of the east to invade Israel. This
will happen at the
time of the battle
of Armageddon
according to verse
16 of the same
chapter. The battle of Armageddon will be the final battle at
which time Jesus Christ will return and fight on the side of
the nation of Israel. Immediately thereafter He will establish His kingdom and usher in His 1000-year reign of
peace.
On January 13th, 1990, the Indianapolis Star carried the
headline “Turkey will cut off flow of Euphrates for 1
month.” The article stated that a huge reservoir had been
built by Turkey. While filling up the reservoir, the flow of
the Euphrates would be stopped for one month and a concrete plug for a diversion channel built. These things have
now been done. With this newly built dam, Turkey has the
ability to stop the Euphrates River at will. The conditions
for fulfilling this 1900 year old prophecy are now in place!

CHINA GOES TO WAR: In Revelation 9:1516, the Bible prophesies that an army of 200 million
soldiers will launch a
war which will kill
“the third part of
men”. Never in the
history of the world,
until our present generation, has there
been a power on
earth that could field
200 million soldiers.
However, the late
ruler of China, Mao
Tsetung boasted in
his diary that he
could field an army of 200 million. We see that this
prophecy pertaining to the very last times could not ever
have been fulfilled until now.

WORLDWIDE NUMBERING SYSTEM PREDICTED: In Revelation chapter 13, the Bible prophesies
that a world dictator will soon rule over a world government. He will cause all people on the earth to receive a
number without which they will be unable to buy or sell.
We are seeing this prophecy fulfilled before our eyes in a
most astonishing way. Nearly every human being in the
world now has been assigned a number. In America it is our
social security number. In the last few years we have seen
this number extended to small children. A child without a
social security number cannot be declared as a dependent on
an income tax return. We have seen the emergence of electronic money, shopping with credit cards, and many people
are urging the abolishment of cash. All of these things could
not possibly have been fulfilled until this present time. Only
after the invention of the computer could such a worldwide
numbering system be administered.

THE EMERGENCE OF A NEW WORLD
ORDER: Revelation 13:7 and Daniel 7:23 prophesy the
establishment of a
world government.
We recently have
seen the term “new
world order” being
used by the leading
political people of our
world.
Mikhail
Gorbachev has made
the term famous, and
Pope John Paul II has
referred to it repeatedly. Finally our
former
President,
George Bush, in the
Chicago Tribune, September 12, 1990, said “Iraq is the
first test for the new world order.” He stated emphatically
that the Iraq War is Saddam Hussein against the world. The
United Nations troops are continually referred to as the
multi-national forces. The decision has been made to establish an interdependent community of nations that will rule
the world under United Nations authority. The Bible says
that this will lead us into a great world government. We can
see this happening right before our eyes.
COINCIDENCE OR DIVINE PROVIDENCE? The
Euphrates River can be dried up, the necessary 200 million
man army is available, a worldwide numbering system is
possible because of the computer, and now the new world
order is appearing.
Is it coincidental that all of these major prophecies pertaining to the last times are being fulfilled simultaneously?
Hardly!

have I seen such a convergence
of
prophetic
fulfillment!

• The constitution for the United
Religions Initiative was signed on June
26th.
• The Middle East Summit was convened by President Clinton at Camp
David on July 11th.
• The Millennium World Peace Summit
will be held at the UN August 28-31.
• The Millennium Summit at the UN
will be held September 6-8.
• Mikhail Gorbachev’s State of the
World Forum will run in New York
from September 4-10.
• Yasser Arafat has announced that he
will unilaterally declare a Palestinian
state by September 13th if one has not
been achieved through peace negotiations.
• Meanwhile the potential war between
China and Taiwan simmers ominously
in the background.
Every one of these events has a direct
bearing on at least one of the major
prophecies of the Bible. And most all of
them are unfolding within the next two
months!
The signing of the United Religions
Charter was a huge leap toward the
prophesied one-world religion.
The Middle East Summit is dealing
with the issues that will trigger the final
seven-year period leading up to the
Battle of Armageddon. The Summit is
also attempting to settle the status of

Jerusalem—the issue over which the
Battle of Armageddon will be fought.
The Millennium World Peace
Summit, a gathering of 1,000 of the
world’s top religious leaders, will be another big step toward unifying the
religions of the world as we move rapidly
into the New World Order. The goal of
this meeting is a signed declaration for
world peace and the establishment of an
ongoing international advisory council
of religious and spiritual leaders, which
will serve as a resource for the United
Nations in its conflict prevention and
resolution efforts. This summit of religious leaders was suggested to Kofi
Annan by none other than CNN’s Ted
Turner.
The Millennium Summit of the
United Nations will boast the largest
gathering of heads-of-state in the history
of the world. There are presently 188 nations on earth. It is expected that 160 of
the leaders of these nations will converge
on the UN for the Millennium Summit.
The goal of this meeting is to take a
quantum leap forward into the structures
for world government. Maurice Strong
and Mikhail Gorbachev hope that their
Earth Charter will be accepted as the belief system for the emerging global
governmental structures.
Mikhail Gorbachev has decided to
take his annual State of the World
Forum to New York, hoping to capitalize
on the unprecedented number of world
leaders that will have converged at the
UN for the Millennium Summit. The
State of the World Forum’s stated purpose is “determining the course that
global governance should take.”

If Yasser Arafat unilaterally declares
Palestinian statehood on September 13,
2000, many global observers are predicting war in the Middle East. Israel says she
will unilaterally draw the borders separating Israel from Palestine. If things
happen in this way, it will be interesting
to watch what Israel does with the
Temple Mount, especially since the Bible
prophesies the building of a temple on
the Temple Mount in the near future.
And then there’s the prophecy that
threatens to dwarf all the prophecies—
the prophesied war that will kill
one-third of the human race. It is entirely possible that this horrendous war
with its 2 billion fatalities could occur yet
this year.
Ladies and Gentlemen, the endgame
of the endtime has begun!

Prophecy Tour 2001
United Nations-Egypt-Israel
March 27-April 7 (12 days)

Moses grimaced when he saw the whip of the Egyptian taskmaster snake across the back of the
Israeli slave. Anger welled up in him when he saw the angry stripe that was left across the Jewish
back. At that moment, he made up in his mind that he and his people were leaving that place! It
took forty years, but leave they did.
The excitement was high as they headed north toward the long-dreamed-of “Promised Land.”
Little did Moses know that it would be forty years before he would stand on Mount Nebo, gazing
longingly into the land of Israel. That was as close as he would ever get.

In Egypt:

Upside down cross refers to Peter
In regard to V equaling U that was mentioned on your
Preterist/Futurist program, I would believe that to be true. If
you were to take a look at various Roman inscriptions, you
would find U’s written as V’s and J’s written as I’s.
A while back one of your callers mentioned an upside down
cross on the Pope’s miter. This represents St. Peter, who asked
to be crucified in the opposite direction than Jesus was, out of
respect for Him. This representation on the Pope’s miter and
some of his chairs is simply the Roman Catholic affirmation
that they believe Peter to be the founder of the Roman
Catholic Church.

UN Security Council explained
I am just learning about endtime events. Please help me
with an answer. Is the United Nations the World Council of
Security or is it another organization?

Reply: I think you are referring to the UN Security Council.
The Security Council is the most powerful part of the United
Nations. It is there that the critical decisions are made for the
UN. There are five permanent members on the Security Council
and ten rotating members. The permanent members have veto
power over the decisions on the Security Council. The rotating
members have a vote but do not have veto power.

Mainstream media “missed the boat” on Chen’s
speech
You mentioned two things which I think are very important. First, the fact that the mainstream media missed the boat
when reporting on the speech of the new Taiwanese President.
Second, when asked by a caller about whether or not the
Antichrist could be involved in the war with China, you said
that you doubted it, but that rather he (the Antichrist) would
be waiting in the wings to pick up the pieces. Both of your
comments are perhaps more related than even you thought at
the time.
I printed President Chen Shui-bian’s speech and read it
with much interest. The mainstream media reported correctly

on the last few paragraphs of the speech, but certainly glossed
over the myriad references to democracy and the terse implication that Taiwan had no intention, even to its own
extinction, of giving up its sovereignty. Notwithstanding, the
media’s reporting may serve the greater good. That is, should
China now decide to attack Taiwan before the United States
can elect a President who might retaliate, the rest of the world
would likely tend to be incensed at such a barbaric and unwarranted act. This would probably lead to consequences the
Mainland Chinese could not long endure.
With respect to and certainly related to the second issue, as
you know a Reuters article dated May 20, 2000, reported the
“family of five nuclear weapons owners” in the UN gave “unequivocal” commitment to eliminate nuclear weapons. Of
course there is no deadline. The lack of a deadline gives fuel
to the waiting Antichrist, whoever and wherever he is, just as
you have suggested.
As a retired Air Force Officer and former Military Wargamer, I know that, should there be a nuclear exchange
between or among nations as a result of a Chinese invasion of
Taiwan, the devastation would be virtually unfathomable.
Scriptures tell us plainly that two-thirds of the population will
remain after a cataclysmic war. If I did not believe in the word
of God, I would find that estimate highly optimistic. Even in
the absence of any type of prophecy, it is virtually a given that
some charismatic leader would emerge to try to pull the rest of
the world back together and into recovery. He would also
likely be the one who became most vocal about the slow pace
of nuclear weapon disarmament promised by the “Nuclear
Family,” before such an exchange.
So, perhaps we should begin to watch the “potential”
Antichrist candidates to see who barks the most and the loudest about immediate and complete nuclear disarmament,
knowing full-well it will not happen.

Reply: The perspective you offer is certainly interesting.
Although I stated that the Antichrist would probably not be involved in the coming China war, it should be noted that we have
no biblical guarantee for this position. Time will tell.

What about the family?
When Jesus was telling His disciples about the endtime, He
told them what was going to take place. Then He said, “But
woe to them that are with child and to them that give suck in
those days!”
Do you think that Jesus was warning us to stop having children when we see the endtime upon us? Or do you think He
was just saying it would be hard on those who were pregnant

or had small children?
I know it may seem like a silly question, but I know several
people who have decided not to have children because we are
living in the endtime. Please answer. I know many people who
would like an answer.

Reply: You are referring to the prophecy of Jesus in Matthew
24:19. Jesus was specifically speaking about the people who would
be in Judea at the time of the Abomination of Desolation. Judea is
the area called the West Bank, which Israel is preparing to transfer
to Palestinian control.
In my opinion, Christians should not be overly concerned until
we know for certain that we have entered the final seven years.
Once we are positive, it might be prudent to prayerfully consider
the times when planning for a family.

How many resurrections are there?
I was quite disappointed when I read your cover story “The
Year 2000 In Prophecy.” You wrote the next thing prophesied
in the Bible for the human race is the Second Coming of Jesus
to earth.
What about I Corinthians 15:51-52 and I Thessalonians
4:14-17? When He comes for His saints, meeting them in the
air? Is not this the first phase of His Second Coming? You
wrote only about the second phase of His Second Coming,
which is prophesied in Daniel and Revelation.
Are there not two phases of the Second Coming, each separated by a period of seven years, the Great Tribulation? The
first phase, which we call “the Rapture,” has been neglected in
the teaching of the Second Coming, and many church members never hear it mentioned from their pulpits. To me it is
most important. It is the blessed hope and comfort for all
Christians.
Please write another part of your story about the Rapture. I
think it is most important for believers to know and look forward to. It must be the next great event to happen.

Reply: There is a difference of opinion among Bible students as
to whether there are two phases to the Second Coming or one. It is
my opinion that the Bible does not teach the two phase theory. To
fully explain would take an entire article. However, there is one
scripture that, in my opinion, totally eliminates the two phase theory.
In Revelation 20:4-5, John said, “…and I saw the souls of them
that were beheaded for the witness of Jesus, and for the word of
God, and which had not worshipped the beast, neither his image,
neither had received his mark upon their foreheads, or in their
hands; and they lived and reigned with Christ a thousand years. But
the rest of the dead lived not again until the thousand years were finished. This is the first resurrection.”

Notice that John was speaking of those who had been killed because they would not worship the beast nor receive his mark. They
obviously were on earth during the Great Tribulation. He says that
these were raised from the dead and reigned with Christ. Then he
says, “This is the first resurrection.”
Since this is the first resurrection, there could not have been a resurrection seven years before this time. If there had been a
resurrection prior to this, then the resurrection of Revelation 20:45 would have been the second resurrection. For this reason and
many others, I believe that the two phase theory is unbiblical.

What is Endtime Magazine?

torn down, reuniting Germany, and that event would be

n June 26, 2000, I watched
as Bishop William Swing
picked up the pen, becoming the first signer of the
constitution of the United
Religions Initiative. The stated goal of
the URI is to end religiously motivated
violence and to create cultures of peace,
justice and healing for the Earth and all
living beings.
It really doesn’t sound too bad to me.
After all, I’m against violence. I’m for
peace, and for justice and for healing. Yet
a very persistent nagging at the root of
my belief system just wouldn’t leave me
alone.
Really now! Did they seriously expect
me, as a Christian, to validate Buddhists,
Muslims, Indigenous worshipers of the
Great White Spirit, Wiccans (witches)
and the myriad other pagan faiths that
were represented at the signing? Were
they serious when they said I should denounce proselytizing (trying to convert
practitioners of other faiths to
Christianity) and that I should respect all
religions as having value?
This goes against everything that the
Bible teaches. How about the uncompromising declaration of Jesus, “…for if ye

believe not that I am he, ye shall die in
your sins?” (John 8:24). And then there
is Acts 4:12, “Neither is there salvation
in any other: for there is none other
name under heaven given among men,
whereby we must be saved.”
The United Religions was the contends that it is this kind of
narrow-minded, literal interpretation of
scripture that has led to so much religious
conflict throughout the ages. Granted,
there have been a lot of wars fought over
religious ideology. But I’ve never fought a

war over religion. I have never even attempted to force anyone to be a
Christian. Furthermore, a true Christian
never would. The Bible itself teaches us
to “…do violence to no man.”
Oh yes…one more thing! I was
haunted by the prophecies in the Bible
that foretell a global government and a
global religious system. I’ve been alarmed
for some time by the world’s blind acceptance of the “World Community”
intervening in the sovereign affairs of nations. Of course, the United Nations has

always disguised its emergence as a oneworld government by referring to itself as
the “World Community” or the
“International Community.” But after
the violations of national sovereignty in
Haiti, Bosnia, Yugoslavia and then East
Timor, it became obvious that what we
have on our hands is, in fact, a one-world
government.
So the fulfillment of the global government part of the prophecies is far
advanced at this present time. When I
began to read about the possibility of a
United Religions organization that
would act as a sister organization to the
UN, I was filled with no small intrepidation.
And now here I was, sitting in
Carnegie Music Hall in Pittsburgh,
Pennsylvania, personally witnessing the
birth of the United Religions. To make
my misgivings worse, the signing of the
United Religions constitution was purposely taking place on June 26th because
the constitution of the United Nations
had been signed fifty-five years prior on
the very same day. Had I just witnessed
the planting of the second leg of the politics and religion tandem spoken of in
Bible prophecy?
The ceremony began with a march
from the Carnegie Melon campus to
Carnegie Music Hall approximately
three blocks away. The Manipuri drummers from India set the cadence for the
marchers with the methodical beating of
their drums. Following behind were representatives of many religions, all dressed
in the costumes of their particular religious traditions. There were Baha’i,
Buddhists, Jews, Muslims, Zoroastrians,
Wiccans, Catholics, Protestants, Hindus,
Hoa Hao, Taoists, Cao Dao, Sikh,
Indigenous People and many others.
Once the procession entered Carnegie
Music Hall, the delegates made their way
to their respective places. The Manipuri
worshipers, bare from the waist up, continued to beat their drums until all were
seated.
After preliminary remarks were made,
Mrs. Ny Gedong Oka of Indonesia led
the Interfaith gathering in prayer. Sitting
in the Lotus position on a stool, she
prayed in her native tongue and repeated
each phrase in English. After a few minutes of prayer, she then progressed deeper
into her meditation. “Om,” she prayed.
And then came the refrain from the

congregation, “Om.”
Again she intoned, “Om.”
This time the refrain from the delegates was a little louder, “Om.”
Back and forth the response continued
until the echo of the Hindu prayer was
heard throughout Carnegie Music Hall.
It appeared that most of the delegates,
whether Hindu or not, entered into the
Hindu refrain. It was definitely an unprecedented Interfaith moment. As for
me, my hair bristled on the back of my
neck as supposed Christians slid easily
into the act of pagan worship.
Then came the phone call from the
United Nations. The UN official extended
the
United
Nations’
congratulations on the birth of the
United Religions. The call was amplified
over the PA system for all to hear. It was
obvious that a very close relationship exists between the United Nations and the
United Religions.
When the crowning moment of signing the United Religions Constitution
arrived, Bishop William Swing, head of
the United Religions Initiative, was afforded the honor of being the first signer.
Other attendees then added their signatures to the document.
Once the signing was complete, enthusiastic applause erupted from the


delegates. From a balcony a Jewish rabbi
sounded on the shofar in Interfaith celebration. The United Religions was born!
And all of this without mentioning
the name of Jesus one time!
The birth of the United Religions was
webcast live around the world. A chat
room was available on the Internet so
that people could ask questions during
the signing ceremonies. Endtime staff
member Dan Barkley visited with the
woman who was operating the chat room
for the United Religions. Noticing that
she was wearing an unusual headband,
Dan asked what its significance might be.
She informed him that the insignias on
the headband indicated that she was a
Wiccan high priestess, in other words—a
witch.
It was absolutely beyond belief! A
witch was running the chat room for the
birth of the United Religions?! Can you
believe it?!
“…because they received not the love
of the truth, that they might be saved.
And for this cause God shall send them
strong delusion, that they should believe
a lie: That they all might be damned who
believed not the truth, but had pleasure
in unrighteousness” (II Thessalonians
2:10-12). ❏

Europe awards Clinton the Charlemagne Award.
Why?

I

n the mid-fifteenth century, French
playing card manufacturers arbitrarily gave identities to each king,
queen and jack. The King of Spades
was given the name King David,
Diamonds became representative of the
Roman emperor Julius Caesar and Clubs
went to Alexander the Great. The King
of Hearts was Charlemagne.
This story is about Charlemagne. It
is a story about the prophesied
endtime revival of his world dominating empire, the Holy Roman
Empire. It was founded in 800
AD, but the Bible tells us that it
will rear its ugly head again on
earth just before Jesus returns
to defeat the Antichrist and
False Prophet.
The endtime Charlemagne will
be the Antichrist. Beware of the King of
Hearts.

Pawns and kings
On June 3rd, 2000, U.S. President Bill
Clinton flew to Aachen, Germany, to receive the 50th Annual International
Charlemagne Prize. The award is given
to the person each year who does the

to further the cause of
European unity. Previous recipients include the great Winston
Churchill, Czech president and world
statesman Vaclav Havel and King Juan
Carlos of Spain.

These
men,

in Aachen, Germany, and ruled over a
united Europe. This coronation marked
the birth of the Holy Roman Empire.
Why would the European Union place
such prestige and reverence over a king
who has been in the grave for over 1,100
years? The fact is, the European Union
has chosen King Charlemagne as its
George Washington. The heads side on
the first coin minted by the EU in 1987
bears the image of Charles the Great.
It is critical to understand that the
European Union is recreating the Holy
Roman Empire. It is likely that its king
will ultimately become the Antichrist.
Let’s take a closer look.

Half a king
The history books record that Charles
Magna wasn’t all that magna. The unpublicized fact is, Charles was only half of
a king. Charles, you see, had a partner.
He shared his authority. His partner was
the pope.
Back in the eighth century,
Charlemagne wanted to bear rule over
the known world of his time, but he didn’t wield enough power. Interestingly,
the pope of the Roman Catholic Church
wanted the same. As the vicar of the Son
of God on earth, the pope felt that he
should rightly be in charge of the world’s
affairs. Neither Charlemagne nor the
pope was powerful enough by himself to
assume the desired role of authority, so
the two of them cut a deal. Pope Leo III
crowned Charlemagne as emperor of the
Holy Roman Empire. They would share
the power. And so it was born.
Understanding the source of
Charlemagne’s shared power status, why
in the world would the European Union
place all of its marbles into this chintzy
half a basket? Why choose the King of
Hearts and not the King of Diamonds?
After all, Julius Caesar ruled over the
same territory, but didn’t have to split his
authority with anybody. Why not put
Julius Caesar’s image on their coins?
The answer is simple. It’s because the
Vatican is inexorably involved in the
creation of the European Union and, de
facto, the re-creation of the Holy Roman
Empire.
Understanding the Holy Roman
Empire and its leadership structure is the
most important insight in the Bible
for recognizing the Antichrist and
False Prophet.

Holy Roman Empire in prophecy
In order to grasp the staggering implications of the EU’s formation, let’s look
at the prophecy. It’s found in Daniel
Chapter 2.
Nebuchadnezzar, king of Babylon, had
a dream. Daniel recounted his dream and
then provided the interpretation. The
actual dream is recorded in Daniel 2:3135…the interpretation in verses 36-45.
The dream depicted a great image
whose head was of gold, breast and arms
of silver, belly and thighs of brass, legs of
iron, and feet of iron mingled with clay.
Then a stone, which was cut out without
hands, smote the image upon the feet. It
broke the iron, the brass, the clay, the silver and the gold into pieces. As
Nebuchadnezzar watched, the stone that
smote the image grew until it became a
great mountain and filled the whole
earth.

The interpretation: Five world
empires
In Daniel 2:36-45, the meaning of the
dream was revealed. Daniel said to the
king, “Thou art this head of gold” (v. 38).
Then he explained that, after
Nebuchadnezzar’s kingdom, another
would rise which would be inferior to his
kingdom. After that kingdom, yet a third
kingdom would arise. This third kingdom was represented by the belly and
thighs of brass.
To fully understand the importance of
this prophecy of Nebuchadnezzar’s
image, carefully notice the key phrase in
verse 39, “which shall bear rule over all
the earth.” We know that many nations
have existed from the time of Daniel
until now. However, only five empires
have existed since Daniel’s time which
have ruled the entire world. They are the
empires depicted in this image of
Nebuchadnezzar’s dream.
Nebuchadnezzar’s Babylon ruled the
known world of its day and was the head
of gold. In the days of Belshazzar, the last
king of Babylon, the hand of God wrote
on his palace wall foretelling that his
kingdom would fall that night and that
his kingdom would be replaced by the
kingdom of the Medes and the Persians
(Daniel 2:40). Both history and the Bible
(Daniel 5:30-31) tell us that this
did occur.
The empire of the Medes and the
Persians is the kingdom symbolized by

at UN

will find there over 1,000 spiritual leaders from all over the world convening
with the hope of encouraging each
other to bury ancient hatchets and cooperate in resolving world conflicts.
Occurring on the coattails of the June
26 constitution signing of the United
Religions Organization, this is being
hailed as one of the UN’s most ambitious projects to date. This summit
appears to make official the UN’s intent
to extend its global peacekeeping role
into the sphere of religious conflict.
The summit’s organizer is Bawa Jain
of the Interfaith Center of New York.
The intent to establish a new global
spiritual order has been in the works at
the UN for years. Credit for coming up
with the brilliant idea for this summit,
however, has been bestowed upon Ted
Turner. Bawa Jain related the inside
story: “Ted Turner said to the SecretaryGeneral (Kofi Annan), ‘If you want peace
in the world you have to bring together
religious leaders at the UN and get them
to sign a declaration.’”
Cardinals, rabbis, Islamic imams and
“living-god-gurus” will be in attendance. The Tibetan Buddhist leader, the
Dalai Lama, is expected to skip the
event because his presence might aggravate the Chinese.
Will the summit have a genuine impact? One skeptic, Barbara Smoker,
former president of the National Secular
Society, notes the role religion has had
in virtually every conflict in history.
“They have a lot to answer for,” she
said. “They won’t have much influence
on the majority of believers, who are
more motivated by ingrained emotion
engendered by religion than by what
their leaders say.”
Stay in New York for another week
and you may catch a glimpse of the
UN’s largest single gathering of headsof-state ever held in the world. The
Millennium Summit will be held
September 6-9.

the arms and breasts of silver. This empire dominated the world for over 200
years, from the night that Babylon fell in
539 BC until it was defeated by the
Grecians under Alexander the Great in
331 BC.
The Grecian Empire is the third world
empire of King Nebuchadnezzar’s image.
The Grecian Empire is symbolized by the
belly and thighs of brass. Alexander the
Great, the “King of Clubs,” conquered
the entire world by the time he reached
his early thirties. Greece was the dominant force in the world for 134 years
until defeated by the Romans in 197 BC.
Then began the rule of the Roman
Empire which was symbolized by the
“legs of iron” (v. 40). The Roman Empire
still ruled the world at the time of Jesus
Christ. That’s the reason there were
Roman soldiers present in Israel at the
crucifixion of Jesus. During the life of
Christ, the entire world was under tribute to the Roman Empire. This empire
continued for 500 years until it decayed
from within and was overrun by barbarians.
The prophecy states that one more
empire would rise which would rule over
“all the earth.” Until this last empire,
each section of the image in the king’s
dream had a completely different metal
from the previous section. From the head
of gold, to the arms and breasts of silver,
to the belly and thighs of brass, and to
the legs of iron, each is a total change of
metals. The feet, however, consist of two
elements — iron and clay. The mixture
indicates that the element of iron (the
Roman Empire) from the legs would survive; however, another element (the
clay) would be mixed in.
After the Roman Empire came another empire, which was related, but
different. This latest empire was called
the Holy Roman Empire.

The Holy Roman Empire
In order to understand this part of the
prophecy, you must understand the difference between the Roman Empire and
the Holy Roman Empire. They are not
the same. The Roman Empire existed
during the time of Christ, and ceased to
exist around 300 AD. The Holy Roman
Empire was founded five hundred years
later in 800 AD.
From the time of Charlemagne until
now, the Holy Roman Empire has risen

and fallen several times. As previously
explained, the Holy Roman Empire has
always been ruled by two men, a political
leader and a spiritual leader. The last
world government, which is now emerging, will also be ruled by two men. The
political leader will be the Antichrist,
and the spiritual leader will be the False
Prophet (Revelation 19:19-20).

The feet of iron and clay
Note that the iron element of the former Roman Empire remained, but that
the new clay element, the Roman
Catholic Church, had been added.
Remember that the image in the king’s
dream had feet of iron mixed with clay. It
is easy to see that the clay represents the
Roman Catholic Church. The Holy
Roman Empire has always been a union
of church and state.
The passage also states that “...they
shall not cleave one to another, even as
iron is not mixed with clay.” This passage
has been explicitly fulfilled. Each time
the Holy Roman Empire has been established, it has succeeded for only a short
time. Each time, after reaching world
domination, the pope and the emperor

began to quarrel over which one between
them should be the final authority. The
popes have always held that “spiritual”
should rule over “temporal.” On the
other hand, the emperors have insisted
that they should have the last word.
Because of the quarreling, their alliances
eventually disintegrated. It has certainly
been as the scriptures said: the iron will
not cleave to the clay!
The most important element of
Nebuchadnezzar’s dream is the “stone.”
The stone, which was cut out of the
mountain, rolled down and smote the
image upon the feet. The stone represents the kingdom of God (v. 44). The
feet of the image represent the Holy
Roman Empire! This illustrates to us that
the Holy Roman Empire will be in existence when Jesus returns to establish His
kingdom.

Political leader and spiritual
leader
This prophecy gives us a crystal clear
understanding that the kingdom of the
Antichrist will be a modern-day Holy
Roman Empire. And remember, there
have always been two leaders in this em-

pire, a political leader and a spiritual
leader. The political leader has always
been from Europe and the spiritual leader
has always been the pope of the Roman
Catholic Church.
In the book of Revelation we have the
same thing. The two leaders are called
the beast (the Antichrist) and the False
Prophet. We know for certain that whoever is pope at the time of the Antichrist,
he will be the False Prophet.
Let’s pause here for a moment. This
last statement can be offensive to some
people. The goal here is not to offend.
We must point out that Catholic
prophecy books teach the very same
thing. They teach that an evil pope is
coming. Both Catholic prophecies and
the Bible are seeing the very same
events. There are many Catholic people
who believe that the next pope will be
the prophesied “evil pope.” Time will
tell.

Summarizing the prophecy
The Bible prophesies an endtime revival of a world order with the structure
of the historical Holy Roman Empire. It
will be a union between a political leader
of Europe and the Vatican. Charlemagne
was the first leader of this fifth world
dominating empire.
When the political entity called the
European Union makes Charlemagne
their George Washington, then, my
friends, it appears that you and I are witnessing the prophesied revival of the
Holy Roman Empire.

Others see it too
The reason the French playing card
companies assigned the hearts suit to
Charlemagne was apparently because of
his tie with the Vatican. The suit of
hearts was more symbolic of the church
than spades, diamonds or clubs. The
“holy” part of the Holy Roman Empire is
universally recognized. It was recognized
by the French in the fifteenth century,
and it is recognized today as the
European Union assigns Charlemagne
first place among kings.
Most of the prophecy world fails to
recognize that there are five parts to
Nebuchadnezzar’s image. It is taught that
his image has four sections, the fourth
being the Roman Empire. This is why
you will not find the information written
in this article in many other places.

The feet of the image in Daniel Chapter 2 depict a revival of the Holy Roman Empire. This kingdom will be replaced by the kingdom of Jesus Christ.

Does anyone else recognize the emergence of a modern-day Holy Roman
Empire and Charlemagne? The
Economist magazine does though it is not
a religious publication. Quite to the contrary, the Economist is known as the
periodical of kings and presidents. It is
owned by the Rothschilds, one of the
most influential families in the entire
world. A section in each edition is called
“Charlemagne.” It is a feature article on
a person who in some major way is contributing to European unity. The May 27,
2000 column, for instance, began by proclaiming that there are a few countries in

Europe that are, in fact, “unreservedly
proud of their place in the European
Union, that look forward to further sacrifices of sovereignty and view the euro
currency as an all around success, that
applaud publicly the work of the
European Commission, and that want
from Europe only more of the same.”
There are some in Great Britain who
also see an emerging Holy Roman
Empire. They don’t like what they see,
however. Consequently, they are able to
see the developments more clearly.
Daniel Johnson, opinion writer for the
UK’s Daily Telegraph, recently went so

far as to call a spade a spade, or rather, if
you will excuse me, a heart a heart.
Speaking on German Foreign Minister
Joschka Fischer’s plan for a federalized
European Union, he summarized by writing, “Fundamentally, it still dreams of a
Germanic Holy Roman Empire.”
Eleven of the fifteen EU states now
have the same currency, the euro. The
German deutchmark will cease to exist
in July 2002. The Italian lira is leaving.
The French franc as well.
Did you know that there is a Vatican
official present at all high level EU meetings? Interesting.

Working the plan
There is a definite, intentional plan to
revive the Holy Roman Empire. And further, this is specifically prophesied in the
Bible. Bill Clinton just received the
Charlemagne Prize because he has
bought into the vision that there should
be a united Europe. It was specifically
mentioned at the giving of the award
that Clinton had contributed to the unification of Europe through his leadership
in the Bosnia conflict and in the Kosovo
crisis.
When the revival is accomplished, it
will probably not be called the Holy
Roman Empire. It will, however, be just
that. And out of this union will come the
Antichrist.
In his acceptance speech Clinton
urged EU members not to leave Russia
out. This is highly significant, because
the prophecies indicate that Russia will
be very much involved with the endtime
one-world government and the Battle of
Armageddon.
During the 1,000 years of the reign of
the Holy Roman Empire, most all of
Europe was Roman Catholic. If the pope
said it, then that’s the way it went. He
gave his blessing to Europe’s political
leaders because temporal leaders were
needed to administer the Holy Roman
Empire. But the pope always felt that he
was the ultimate authority.
Bill
Clinton

Charlemagne Prize from the EU should
be a signal to us. We should take a closer
look at the EU, and what exactly is being
created. They are fulfilling Bible
prophecy, but they haven’t a clue. It’s
amazing to look at the prophecies of the
Bible, to know what’s coming and then
to see it fulfilled before your very eyes.

image of Charlemagne.
All we had to go on were
the prophecies of the
Bible.
Now all the pieces of
the puzzle are coming together. The prophesied
endtime revival of the
Holy Roman Empire is
developing very rapidly.
It is happening far from
U.S. soil, but it will, ultimately, come to affect us
all.

Maurice Strong

Editor’s note: Endtime was privileged to
speak recently with Maurice Strong, possibly
one of the most powerful men on earth. The
first half of our interview appeared in the
previous issue of this magazine.
Mr. Strong is a high level official at the
UN and is one of Mikhail Gorbachev’s closest associates. Together they authored the
Earth Charter, and are now actively seeking
its acceptance by the United Nations. As
one of the world’s leading environmentalists,
he also has had an ongoing relationship with
Al Gore.

Reforming the United Nations
Baxter: There is a plan to reform the
UN Security Council and perhaps add
members. I also think there is a lot of
sentiment toward some kind of change in
the veto power in order for the UN to
function in global governance. Can you
comment on those issues for us?
Strong: Some of the fundamental
changes are, of course, the ones you mentioned. The Security Council is the
organ of the UN that makes the basic decisions on interventions in conflict
situations. The deployment of these
forces is done to try and meet the main
reasons why the UN was created — to
insure world peace and security. It cannot function, except by majority vote.
Furthermore, five of the members each
have a veto. These five are the original
permanent members. They were chosen
from among the victors in WWII. This
means, even if you have a majority vote,

you cannot proceed with the action if
one of the five permanent members votes
against it. That veto has made it impossible for the UN to act in many situations
where it was needed. It was particularly
true during the Cold War. One of the
benefits of the demise of the Cold War is
that there have been many situations
since then in which it has become possible to move. One of the anachronisms is
that two of the political and economic
powers that have now emerged in the
world are Germany and Japan, but they
are not among the permanent members.
Neither is India or Brazil. Some of the

major countries of the Third World are
not permanent members, yet you could
say that some of the countries that are
members, like Britain and France, are no
longer political and economic powers.
They are still important countries, but
not as important as they were. So the
present Security Council does not reflect
the real world of geopolitics as it is today.
That makes it more and more difficult for
the Security Council to make decisions
that can be credible and accepted. We
need a significant revision of the Security
Council, but it has been impossible so far
to achieve.

Change Security Council
Sax: How do you achieve that revision? Do you add members to the
Security Council that would have veto
power? That would seem to be counterproductive. And how do you look at a
nation like France and say, “We want you
to step down?”
Strong: One of the problems is exactly
that. It is very hard for those who enjoy
privileges that they won at an earlier
stage to recognize that their role in the
world has changed. Britain and France
still have very, very important
roles in the world, but certainly
not the same as they were. So expansion of the Security Council to
reflect the current situation in the
world in which the power structure has significantly changed and
broadened out is essential. This
means perhaps a larger Security
Council, but not so large as to
make it inefficient. People are suggesting 22 or 23 members—not
just the addition of Germany and
Japan. Virtually everybody agrees
that those two nations should be
on there. But you cannot then
omit some of the major countries
in the developing world. After all,
the developing world represents
some 75% of both the number of nations
of the world and the number of people.
By any democratic principle there should
obviously be some recognition of that in
the structure of the UN, and in particular, its Security Council. So if you bring
Germany and Japan in, you’ve got to
bring in a number of others from the developing world to create that balance.
Remember, right now four of the five
permanent members with veto power are
from the industrialized world. Only
China represents the developing world.
Under conditions like that, an organization is bound to lose credibility and,
ultimately, its effectiveness. It has to be
brought to a situation where it reflects
real world geopolitics.

Countries, even the U.S., do not use the
Security Council to sanction all of their
international actions. Increasingly, actions are taken unilaterally, or in context
of NATO or a smaller group outside the
UN. The Security Council is extremely
important, but it will not remain that
way unless it is reformed. And there is no
effective substitute for it. You must have
a global organization that reflects the realities of the world it serves if it is going
to be effective.

Toward Enforceable Global Law
Baxter: Tell us about the International
Criminal Court Statute of Rome that
was adopted in July of 1998. It was a big
deal at the time, and then all of a sudden
it has faded into the background. We are
not hearing anything more about it.
Where does that stand?

“The Security Council
is extremely important,

is no effective

Baxter: Is that going to happen, and if
so, how long will it take?
Strong: People have recognized the
need for some time, but they have not

Strong: Well, it hasn’t been fully
ratified and none of these agreements can come into play until
they are ratified. As you know, the
U.S. itself does not adhere to it.
Sometimes the international
processes, like national legislative
processes, take time. This is partly
because they are controversial. I
am not completely sure of its current state. It isn’t yet fully
functioning — that I know. It certainly will function. Whether or
not the U.S. ever adheres to it is a
very important issue, because
without the U.S. it will be certainly a good deal less effective.

Rethinking veto power?

Sovereignty-Loss Double-Speak

Baxter: Let’s talk about the veto power
for a moment, Maurice. I know this is
super-sensitive. Is there any possibility
that the members of the UN Security
Council would voluntarily consent to
turn loose of the veto?

Baxter: The reason the United States
did not vote for the International
Criminal Court, we were one of the
seven that did not, was because President
Clinton apparently felt that it infringed
on American sovereignty in some respects. That is also the reason we have
such a difficult time with turning loose of
our veto power on the UN Security
Council. I had a conversation with
Secretary of State James Baker in 1993
just a month or so after he left power. We
were discussing the emergence of global
governance and the difference between
global governance and one-world government. He said to me, “We have veto
power on the UN Security Council, and
therefore, that retains the sovereignty of
the United States.” Is it accurate to say
that once you tamper with that veto
power that you actually are starting to
surrender sovereignty?

Strong: I think that it is likely that any
move to reform the Security Council
that is finally accepted will involve some
modification of the veto—perhaps by extending it to countries that don’t have it.
This again would make it more reflective
of the real world. Secondly, perhaps having it apply only in certain limited
circumstances. Or perhaps more than
one country would have to join in the
veto to make it effective. Or providing
some basis, like you do in American presidential politics, where the veto could be
overridden in the General Assembly,
which is like the Congress, by a two-

Strong: No. Let’s be clear about this.
No nation has to surrender sovereignty.
No nation can certainly force the U.S. to
surrender sovereignty. But it is in the
U.S. interest in many cases to make that
decision. On issues that affect its wellbeing and its future, it can only act
effectively in concert with others.
Therefore, as an act, as an assertion, of its
sovereignty, it agrees to be bound by certain international agreements. That is
not an abdication of sovereignty. That is
an exercise of sovereignty, collectively
with others, in areas where it cannot be
made effective unilaterally. There is a big
misunderstanding in many quarters
about that. Nobody can force the U.S. to
surrender sovereignty. No one can override U.S. sovereignty. It can only be
subjected to international agreements
when the U.S. decides voluntarily to
agree. Now that isn’t an abdication of
sovereignty. It is an exercise of sovereignty.
Baxter: Maurice, how would
that apply to what just happened
in Yugoslavia or to Saddam
Hussein? Since they don’t have
veto power they don’t enjoy that
same privilege. Is that true?
Strong: That’s right. That is
true. The only powers that do
have the privilege are, of course,
the five permanent members —
the Soviet Union—now Russia,
the U.S., China, France and
Britain.

Can Anyone Kill the Veto?

Strong: It is built into the Charter of
the United Nations. The Security
Council itself would be the primary
forum in which that is negotiated, but it
will require an act of the General
Assembly to actually make that change.
Then, if it is a fundamental charter
change, it will need to get the endorsement of the parliaments of each separate
country. It is a significant and difficult


Baxter: So what we are saying here is,
as long as any of the five permanent
members don’t want to surrender their
sovereignty, they could veto that action.
Is that correct?
Strong: Well, they can’t veto the constitutional action directly through their
exercise of Security Council veto, but, de
facto, unless a majority of those members
agree, the change will not occur. Now
there will be pressures operating on all of
them, which will help to influence them
in deciding to agree on measures which
involve some change in their own situation. U.S. has little to fear from this,
because in the foreseeable future there is
no question that the U.S. will always be
a dominant if not the dominant power.

that may lose power or who don’t want

through a committee of the General
Assembly. I am not advocating this. I am
just saying that history tells us once institutions cease to reflect the political
realities in which they have to exist, they

Baxter: I understand. It’s obviously
not an easy situation when you get right
down to it.

Global spirituality at the “Baca”
Baxter: Maurice, I have read an article
some time back in one of the magazines
about a ranch that you own in Colorado
that is sort of a Mecca for global spirituality. Can you tell us about it?
Strong: I was a partner in a company that owned a very large
ranch, and we bought a piece of
land out of that ranch on the
foothills of the San de Cristo
Mountains, a beautiful part of
Southern Colorado. They call it
the San Luis Valley. It is one of the
largest mountain valleys in the
world. Beautiful mountains surround it, and at the base of those
mountains is a community we call
the Baca. It is centered on the village of Crestone. My wife,
Hannah, in particular, through her
Manitou Foundation, has made
available land for various philosophical and spiritual communities
to come out there and develop
their own thing. It is not a homogenizing
ecumenical community, but they come
out expressing their own particular traditions. They are Hindus, Zen Buddhists,
Tibetan Buddhists, the Carmelite Order
of the Roman Catholic Church—a
whole series of spiritual organizations.
Most of them are rather traditional, doing
their own thing, giving courses to their
people and conducting retreats; but then
interacting with each other in a community setting. That is true ecumenism
because it is not a forced ecumenism. It is
one that happens simply because they
have a common interest in a community
they all love and enjoy living in.

Baxter: Who will ultimately be
able to make the decision if there is to be
the setting aside of the veto in some
cases? Does the General Assembly have
the power to do this or does it take the
UN Security Council to do this?

war. India would be a logical member of
the Security Council if permanent memberships were increased. Pakistan,
however, wouldn’t like that. If Germany
is added to France and Britain, why not
Italy? In Latin America, Brazil is the
biggest single country, and logically
should become a member. However,
other countries, while friendly to Brazil,
would be unhappy if only Brazil became
a member. So it will be difficult to
achieve agreement. However, if agree-

Baxter: So this has proven to be a popular thing?
Strong: It is. It’s like every community.
It’s a real world. There are lots of little
controversies and pressures, but on the
whole it has evolved into a situation
where people of various religious and
spiritual traditions — however they may
differ with each other — learn how to
deal with their differences in a friendly,
cooperative way. They also learn to appreciate the community in which they
are all living, and learn to work together
in that community.

How the UN Sees China-Taiwan
Baxter: Let’s talk about China
and the crisis that is presently
brewing over Taiwan. You rub
shoulders with people who are
very much involved in world affairs. What is the feeling here? We
are reading articles that are quite
alarming. China is threatening to
shed “all of their blood” to reunite
Taiwan with the mainland. The
United States says that any invasion of Taiwan by China would be
observed with the gravest of consequences. What is your take on
this situation? Is this a real danger
to us?

General the UN has ever had. I think
that alone should give the member nations of the UN the confidence to give
him another term. He is not seeking it
and he is not hungry for it, but he is the
best man for it.

Sax: Will the United Nations view
this as an internal conflict within a nation or an external conflict between two
nations?

Strong: No, I have never made it a
condition of my service to the United
Nations that I be Secretary General. I am
not at the age, let’s be clear, at which that
is practical, if it ever was. I have
been always flattered if my name
has been mentioned once in a
while, but that is not a realistic
possibility. It is not part of my ambition structure. I am interested in
serving the United Nations and
most of all serving the purposes for
which the UN was created. I am
very, very happy to do that in
whatever capacity, but that capacity does not include the Secretary
Generalship. I am fully supportive
of, and I work for, and I very much
admire Kofi Annan. I am quite a
bit older than him, and it would be
quite illogical for me to pretend
any sense of wanting that job at
this stage of my life. I just want to
serve the UN and serve under Kofi
Annan just as long as that is feasible for me.

Baxter: The next question is loaded. I
have heard rumors that Maurice Strong
may some day be Secretary General of
the United Nations. Any possibilities?

Strong: There is no question
that it is a danger. Let us look first
at the common elements. The
good news is that both China’s—the one
we call Taiwan, which is a Republic of
China and the People’s Republic of
China, the larger China — have long
agreed that the two countries are one
and need to be reunited. They have disagreed as to when and how. The United
States has endorsed that position. The
current tensions exist because there has
been a movement in Taiwan (I’ll call it
that because most people know it as
Taiwan), and particularly with the election of the new president, to break that
pattern of one single China. There are
two separate governments at the present
time. The underlying assumption has always been that ultimately these two will
unite. If you break that, you unleash obvious tensions. Feelings run very, very
high in China and indeed in Taiwan that
the two countries will ultimately be

united. If China begins to see that
Taiwan is going to break out of this pattern of agreed co-existence as one nation
with two sets of governments, then you
can expect that the most dangerous of
situations could arise. It will evoke very
strong feelings. We have already seen
signs of this in China. We should not kid
ourselves. If Taiwan decides to go it alone
and decides to assert its independence,
there will clearly be a very real prospect
that China will react even militarily.

Strong: No, the United Nations position will be quite clear. There is only one
China in the United Nations. As I mentioned, the United States and most other
world powers recognize China as the
People’s Republic of China and do not
recognize Taiwan as a separate nation, although they recognize it as an important
economic entity and have relationships
with it. Even China has economic relationships and trade with Taiwan, but
within the United Nations the position
is quite, quite clear. There is only one
China.

Taiwan Stands Up
Implications of the Taiwan’s Elections

hese headlines, and scores of
similar ones, appeared in
newspapers worldwide the
day following Chen Shuibian’s May 20 inauguration
speech. Reports flooded the newswires
that Chen satisfied the preconditions
Beijing had set for the new Taiwanese
president. President Jiang Zemin and
Premier Zhu Rongji of communist
Mainland China made it quite clear
there would be “dire consequences” if the
new Taiwanese president said the “wrong
things” in his speech.
There was concern across the globe
that Chen would make overt claims of
sovereignty; a tune Beijing did not want
to hear. There was fear he would pound
away at the virtues of Taiwan’s free
democracy over Beijing’s hard line communism. Many worried Chen would
compare Taiwan’s human rights record to
China’s questionable performance in this
area. But most of all, there was dread that
he would count two, two, yes two
China’s instead of one.
But the worldwide media carefully listened to Chen’s speech and in it they
found beautiful music. The vote is unanimous. Chen sings on-key, China is
content, tensions ease and time marches
on.
If it were only true.
The ugly facts are that the Taiwanese

Played Up Independence. You see, Jiang
and Zhu were listening to the same
speech.

Beijing’s Preconditions
China’s leaders had set forth specific
criteria for the so-called president of its
renegade province. They made it abundantly clear that unless Chen Shui-bian
hit these notes there would be war. Here

were some of the preconditions:
First, democracy. China hates the development of democracy. They, of
course, are a brutal communistic dictatorship. The two ideologies don’t mix
well. “Chinese Democracy” is an oxymoron, and a potentially explosive one
at that. On May 20th, China did not
want to hear a lot about democracy.
Next, sovereignty. China adamantly
denies the sovereignty of Taiwan, and

has repeatedly threatened war if Taiwan
declares independence. Claims of sovereignty in Chen’s speech would be
tantamount to national suicide.
Reunification on China’s terms. China
had publicly stated that if sincere and
speedy moves toward reunification were
not begun, that in itself would be cause
for war.
Finally, there must be one and only
one China. There would be no negotiation, nor compromise, on Beijing’s
One-China policy, and Taiwan must accept this One-China policy before the
reunification process can even begin.
China promised “the most dire consequences” if Chen Shui-bian did not
pledge his support for Beijing’s OneChina policy in his inaugural speech.
Remember, three days before Taiwan’s
March 18th elections, China stated that
the election of the pro-independence
candidate, Chen Shui-bian, would almost certainly mean war. In the face of
these threats and intimidation the people went forth and elected Chen. On

president, and according to every newspaper in the world he delivered a
masterful speech, allaying Beijing’s concerns and the threat of war.
Again, that’s what was reported. But
what did Chen say?

“I must abide by

ensure the
well-being of
all citizens.”
heavy responsibility of this country’s future,” he said. Take note — he called
Taiwan a country, not a renegade
province.
“The government exists for all the
people and serves all the people.” In
other words, Beijing is a ruthless totalitarian system that brutally oppresses its
people.
“We will abide by the Universal
Declaration of Human Rights… (and
bring Taiwan) back into the interna-

tional human rights system.” Our brothers in Beijing who mowed down 2,000
students in Tiananmen Square ten years
ago, he implied, will not.
Does this sound as though Chen allayed China’s concerns?
And how did he do on their OneChina policy? Not so well. His only
reference to it was this: “While upholding the principles of democracy and
parity, building upon the existing foundations, and constructing conditions for
cooperation through goodwill, we believe that the leaders on both sides
possess enough wisdom and creativity to
jointly deal with the question of a future
One China.” In other words, lip service.
He continued: “I must abide by the
Constitution, maintain the SOVEREIGNTY, dignity and security of our
COUNTRY, and ensure the well-being
of all citizens.”
This is what the international media
called downplaying independence, hitting the right notes and easing tensions.
“Long live freedom and democracy!”
Chen concluded. “Long live the people
of Taiwan!”
In your face, Beijing!

The government accused Chen of

faith,” he proclaimed—a clear response

elections and before his inauguration

said. “The Taiwan leader intended to
separate
Taiwan
from
China.”
Apparently Beijing read the speech itself,
not what the newspapers wrote about it.
A few days later, Chen’s feisty and outspoken Vice President, Annette Lu,
added fuel to the growing fire. She publicly snubbed the One-China policy as
nothing more than “a political spell” that
Beijing has tried to cast on Taiwan.
P.S. She stressed that she was speaking
personally, “not as someone authorized
by President Chen.”

Actions speak loud
What is China doing in reaction to
Chen’s speech? The American Foreign
Policy Council sees a number of worrisome signs that they are preparing to
invade Taiwan and go to war with the
United States if necessary. Among these
signs was China’s purchase of 24 deadly
nuclear-capable anti-ship missiles from
Russia. They are designed to destroy U.S.
aircraft carriers.
The AFPC and Hong Kong’s South
China Morning Post are both reporting
that Chinese military leaders are growing
increasingly impatient with their
President Jiang Zemin and Premier Zhu
Rongji. They themselves have begun
stepping up calls to invade Taiwan.
People’s Liberation Army (PLA) generals are presenting petitions written in
blood by soldiers and officers who are
pledging that they are ready to “sacrifice
their lives for the cause of liberating
Taiwan.”
The PLA’s daily newspaper declared
that the separatists in Taiwan’s new government would be engulfed in a “sea of
fire.” A top PLA official warned that
Beijing would be forced to take resolved
measures to achieve reunification if
Taiwan shunned national unification.
The Chinese navy has begun test firing offensive missiles in the East China
Sea north of Taiwan. They are reporting
that they have successfully tested a new
weapon capable of shooting down incoming cruise missiles at low altitude.
One week before Chen’s speech,
Taiwan’s coast guard seized a Chinese
ship loaded with spy equipment. The five
crewmembers claimed not to be spies.
They said they had been fishing. No fishing equipment or fish were found on
board. What the coast guard did find

Taiwanese maps. The film seized from
the men showed photos of military facilities and sentries deployed on the
outlying islands of Penghu and Wuchiu,
Taiwan’s first line of defense in case of
Mainland Chinese attack. It was later
confirmed that four of the five men arrested worked for China’s state security
ministry.

the communist-led People’s Republic of
China in Beijing. From this position
there can be no discussion and no negotiation, and unless Taiwan accepts this
position, and soon, war is promised. His
statement was denounced in China, as
well as by his own people, and has served
to exacerbate the growing tensions.
Neither side has changed its policy.
There is no reconciliation, no talks and
no signs of peaceful reunification.

Chen “embraces” One-China?
On June 28, Chen Shui-bian made a
surprise announcement of sorts, saying
that he now embraced “a One-China
policy.” This was big news. Would it diffuse the escalating tensions and
movements toward war? The media
chimed yes. Beijing said no. It turns out
that President Chen’s One-China is not
President Jiang’s One-China. “Each
side,” Chen said, “could have its own interpretation.”
No it can’t.
The One-China policy, defined by
Beijing, states there is but one China,
Taiwan is part of that one China and the
only legitimate government of China is

Gertz & Scarborough Fare
It is expected that any armed conflict
between China and Taiwan will involve
the United States, and it will not be
pretty. The latest Chinese spy scandal,
which came to light on June 21, should
not be taken lightly. Rowan Scarborough
and Bill Gertz from the Washington Times
broke a story on the sale of a seven-story
building overlooking the Pentagon to
Xinhua, the official Chinese government
news agency.
“Specialists in Chinese affairs expressed surprise that the U.S.
government would allow (the sale),”
wrote Scarborough, “because Xinhua is

directed by the People’s Republic of
China and is described by Western observers as a front for the Ministry of State
Security (MSS), China’s version of the
Soviet KGB. The ministry conducts security operations at home and espionage
abroad.”
From this new high-ground position,
military experts are stating Xinhua will
have an ideal setup for effective electronic surveillance. Bill Triplett,
co-author of the book “Year of the Rat,”
stated that for many years, the upper
floors of the Xinhua building in Hong
Kong were an MSS station. “With modern sophisticated, wireless listening
devices,” said Triplett, “the Pentagon is
vulnerable.”
Gertz reported that the sale violated
the 1985 Foreign Missions Act, because
Xinhua failed to notify the State
Department, which must approve the
sale.
Both Triplett and Gertz have been interviewed on Endtime’s “Politics &
Religion” radio broadcast.
Four days after the Washington Times
disclosure, Xinhua demanded an official
admission of error from the paper for reporting that the building was purchased
for spying. The Times is offering no such
admissions.
Truth being stranger than fiction, the
East Germans occupied this same sevenstory building during the Cold War and
were suspected of using the apartments as
a spy base.
According to a recent Pentagon intelligence report released to Congress,
China is, in fact, building up its military
forces in preparation for a possible war
with the United States over Taiwan. If
America became involved in defending
Taiwan, the report says, China “would
employ all means necessary in the hope
of inflicting high casualties and weakening (America’s) resolve.”
“U.S. officials who have seen the classified version of the report,” wrote Gertz,
“say the public version appears to have
been modified to play down the more
ominous elements of Chinese military
activities, such as Beijing’s recent threats
against the United States and Taiwan.
Chinese military writings recently
warned that China is prepared to use nuclear weapons against the United States
if it intervenes in a conflict between
China and Taiwan.”

198 million soldiers
There is conclusive evidence that the
first five Trumpets from the book of
Revelation have already blown. The
6th Trumpet describes a war that will be
launched by an army of 200 million who
will kill “the third part of men.”
Endtime has long believed China will
be the nation to precipitate this war.
The most significant reason for this belief comes as a result of a statement
made by the late Chinese dictator, Mao
TseTung. He boasted in his diary that
China could field an army of 200 million, the exact number stated in the
prophecy. Was this God’s way of letting
us know that China would be the nation to trigger this fateful war? We
cannot be positive of this. The country’s
population is huge, and given that the
first five Trumpets appear to have
blown, and considering the current political climate, the conclusion does not
seem entirely off-base. The PLA, however, has only 2.5 million soldiers. This
is a far cry from the prophecy’s 200 million.
Consider with us this new, stunning
piece of information from the CIA
World Factbook for 1999. It carried an
entry on China’s Military manpower. As
of the end of 1999, there were
198,398,601 males fit for military service between the ages of 15-49. The
number grows by 10,273,696 per year.
This means as of right now, according to
the CIA, there are about 205 million
Chinese citizens ready to fight if called.
Revelation 9:16 reads, “And the
number of the army of the horsemen
were two hundred thousand thousand:
and I heard the number of them.”

The beat goes on
Taiwan has just applied again for membership in the United Nations, another
blatant self-assertion of sovereignty. The
PLA continues to hold offensive military
drills in waters off the northern coast of
Taiwan. They are publicly demanding
that Taiwan make the “right choice
soon” and that the island is “unsafe” until
it does. Russia, China and other Central
Asian states continue to beef up joint security arrangements. Chen is officially
warning his military of increasing evidence that China seeks armed conflict.
The 6th Trumpet may be hanging in
the balance—ready or not. ❏

France May Ban Proselytizing
Equating proselytizing with “mental
manipulation,” the nation of France is
set to pass a law to imprison proselytizers
for up to two years. Among the “dangerous
sects”
targeted
by
this
groundbreaking piece of legislation are
mainstream evangelical Christian denominations.
The bill, drafted by members of the
Socialist Party, would allow the French
government to shut down a religious
group when two members of that group
are found guilty of at least one infraction.
“Overly aggressive evangelical preaching could be interpreted by some as
mental manipulation,” said Rev. N. J.
L’Heureux, moderator of the religious liberty panel of the National Council of
Churches.
The far-reaching implications of this
bill is in keeping with the principles of
Interfaithism. It parallels the anti-proselytizing requirement of members of the
newly formed United Religions.

Bush on Israel
George W. Bush pledged that, should
he be elected president, he would move
the U.S. Embassy to Jerusalem or to “the
city Israel has chosen as its capital.” The
pledge was made to the Washingtonbased American-Israel Public Affairs
Committee.
He further said, “America should not
interfere in Israel’s Democratic process,
and America will not interfere in Israeli
elections when I am president.” His
statement was a not-so-subtle swipe at
the Clinton Administration’s direct involvement in the election of Ehud
Barak, which was engineered by
Clinton’s aide James Carville.

Locusts Down Under
Australian farmers are braced for the
worst plague of locusts to hit that continent in the last 50 years. Lush growth

The UN Committee Against Torture
delivered a severe public rebuke to the
United States for its horrific record on
preventing torture in its prisons. Harold
Koh, State Department official, told the

would give the report “very close and

Amnesty International, an independent human rights organization,
welcomed the report saying that it was
high time the U.S. ended its selective approach to international law. Spokesman
Fob Freer said, “It’s a strong message to
the United States that once you ratify
these treaties, you have to do so in the
same way that everybody else does.”

Commissioner for Human Rights, expressed regret over Texas’ recent
execution of Gary Graham. “I believe
the execution ran counter to widely accepted international principles and to
the international community’s desire for
the abolition of the death penalty,” she

the Rights of the Child stipulates that
the death sentence should not be passed
on those who were juveniles at the time
a crime was committed.

Confirming the
Covenant?
Will Final Seven Years Begin This Year?

T

he prophecy has lain dormant for 2,600 years. The
prophets have puzzled over
it; Bible students have studied it; and the naysayers
have ridiculed it. But still it has been
there, with its promise of final things that
will someday come.
It is one of the few prophecies with a
timetable attached. Once its events are
set in motion, we can start counting
down seven years to the Battle of
Armageddon. It is at Armageddon that
Jesus returns to destroy the Antichrist

and to be crowned King of kings and
Lord of lords. It is the prophecy of
Daniel’s seventieth week recorded in
Daniel 9:27.
There are very convincing reasons to
believe that the beginning of this final
seven-year period that Daniel prophesied
about looms just ahead. It is very possible
that the seven-year countdown to
Armageddon could begin yet this year!

Why this year?
The seventieth week prophecy states
that the Antichrist will confirm a

covenant for seven years. In the middle
of this seven-year period, he will stop the
by-then resumed daily sacrifices that are
being offered in the rebuilt Jewish temple
and will stand in the temple claiming to
be Messiah and God. This event is called
the Abomination of Desolation in the
prophecy. The Abomination of
Desolation marks the beginning of the
Great Tribulation, which will continue
for three and one-half years. At the end
of the Great Tribulation, the Battle of
Armageddon takes place.
As we can see, this prophecy has

everything to do with a rebuilt temple
and the resumption of animal sacrifices
in that temple in the endtimes. However,
the Temple Mount is disputed territory.
The Israelis captured it in the 1967 War,
but the Muslims actually are in charge of
it because their two holy sites, the Dome
of the Rock and the Al Aqsa Mosque, are
there. Yet the religious faction in Israel
very much wants to build its Third
Temple on the Temple Mount. The status of the Temple Mount must be dealt
with in order to settle the final status of
Jerusalem.

Time to settle the Jerusalem
question
Zechariah 14:2 specifically states that
Jerusalem is the issue over which the
Battle of Armageddon will be fought. As
we go to press, Yasser Arafat, Ehud Barak
and President Clinton are meeting at
Camp David in an attempt to settle the
final status of Jerusalem. They are discussing right now the issue that will
ultimately throw the world into the
Battle of Armageddon. And they are also
discussing the very things that will mark
the beginning of Daniel’s seventieth
week. The deadline that has been set for
the resolving of all these issues is
September 13, 2000—a mere two
months from now!

What is the covenant?
Daniel’s prophecy states that the final
seven-year period will be begun by the
confirmation of a covenant. The big
question is, “What is the covenant?”
We know that the entire “seventieth
week” prophecy revolves around the status of Jerusalem and the Temple Mount.
This would imply that the covenant has
something to do with these issues.
In 1993, when it became apparent that
the peace process had begun in earnest,
Israelis understood that eventually the
negotiations would challenge Israel’s
right to Jerusalem. Consequently, Jewish
leaders produced a document called
“The Jerusalem Covenant.” It was paraded to Israel’s capital building and
placed on display in a beautiful glass case
on the main floor of the Israeli Knesset.
The Jerusalem Covenant states that
Jerusalem is Israel’s eternal capital and
must remain forever under Israeli control. The document concludes with the
following:

From this place, we
once again take this
vow: “If I forget thee, O
Jerusalem, may my
right hand lose its
strength; may my
tongue cleave to my
palate if I do not remember you, if I do not
raise up Jerusalem at the
very height of my rejoicing.”

What is the
confirming of
the covenant?
The prophecy states
that the Antichrist
will confirm the
covenant for seven
years. If the Jerusalem
Covenant is the
covenant in the
prophecy, then what
would the “confirming” of the covenant
be?
To confirm means
to agree with or to
strengthen. It is possible
that
the
Antichrist, confirming the Jerusalem
Covenant,
merely
lends his approval to
the fact that Jerusalem
remains under Israeli
sovereignty.

So what will
happen?
In the present
Camp David Summit,
the core issue is control
of Jerusalem.
Israel states that
Jerusalem can never
again be divided or
shared—it must remain forever under
Israel’s sovereignty.
The Palestinians say that a Palestinian
state must be established with at least
East Jerusalem as its capital.
Many proposals have been set forth to
resolve this impasse. Recognizing the impossibility of reaching a solution to the
Jerusalem problem at this time, some
diplomats have proposed settling all


other issues while leaving the Jerusalem
question for later. Arafat says this is not
acceptable. Creating an open city to
serve as two capitals and to be shared by
all has been considered, but Israel has
been unwilling to consider this solution.

“I

slept for 17 straight hours
when I got home,” is what
Layne said to me with a victorious grin on her face
when I saw her at our
Dallas conference on May 12. Our flight
had landed at JFK four days earlier, and I
had yet to find time to “rest” after our
“vacation.” She had. Clearly, God’s will
was not being executed here.
Let’s face it, though. The 88 members
of Endtime Prophecy Tour 2000 didn’t
exactly set out to lie on a beach for 13
days. We went to experience the lands of
the Bible, and this we did. But God had
more in store. He gave each of us seven
dozen new friends. If I were to take but
one memory of this trip with me to last
forever, that’s the one. It was the people.
Yes, I will remember forever the morning of our first day sitting in an
amphitheater on the Mount of Olives
looking down in the Temple Mount. The
words that Irvin gave us there penetrated
deep into our intellects and deeper into
our souls. Oh, what that place has meant
to Israel in the past! And, oh, what it will
mean in the future! We stood on the very
spot where Jesus may land with ten thousands of His saints, and every one of us
intends to be in that number.
But I will remember just as well that
fateful night aboard our Greek Island
cruise when all six feet and seven inches
of Arvel came to dinner white as a ghost.
“My wife’s gonna kill me!” he eeked as he
tried to explain to us why his salt’n’pep30

per hair was now just pepper. “I asked the
lady to cut my hair and she dyed it!”
