4. JOURNEY MANAGEMENT (DEFINITION)
Journey management means the actions taken by a
person to authorize, plan, monitor and close-out a
journey so that any risk to health, safety or the
environment is identified, assessed and controlled, and
so that recovery measures are made available should
the journey not be completed as planned for any
reason.

5. Journey Plan: shall mean the written document which details the timings
and route of the journey, including rest stops, the vehicle and the driver and
passengers on the manifest.
Home base: shall mean the operating base where the driver and the
vehicle are normally based, and from where the outward journey starts
Authorizing Person: The authorizing person is a manager or department
head who guarantees the integrity of the journey management system of
the company or department.
Journey Manager: The Journey Manager is the person who plans,
monitors, and closes out the journey. The Journey Manager also initiates
any relevant accident or man-lost procedures in the event of an accident or
a vehicle becoming overdue.

10. PRINCIPLES OF JOURNEY MANAGEMENT
Journey management is carried out to reduce the risk and number
of accidents and security incidents during all transport operations,
and enable suitable emergency response.
The responsibility for journey management shall be with the
supervisor operating the journey. The supervisor managing the
journey is called the Journey Manager.
A contractor is responsible for making sure that subcontractors
comply with the provisions of this Operating Standard. Contractor
shall take care to brief the management and supervisors of these
companies as necessary.

15. RESPONSIBILITIES OF THE AUTHORIZING
PERSON
The authorizing Person is a manager or department head who guarantees the integrity of the
journey management system of the company or department and gives specific authorization
for certain types of journeys.
The authorizing person is responsible for informing the Journey Managers and for ensuring
that they are fully aware of the Journey Plan.
There can be more than one authorizing person in any company or department, but their
identity and function shall be understood by all supervisors and Journey Managers.
The authorizing person is responsible for compliance with this standard by his subordinates,
passenger and Journey Manager.
He shall ensure the security cover for both Shuttle and Inter-site journey is provided and
adequate.

16. The Journey Manager is responsible for the planning, monitoring, and
analysis of a journey. The Journey Manager remains responsible for the
vehicles and the driver until they return to the home base, unless the
vehicles and the personnel are retained by another location for other
work. The responsibility for the personnel and vehicle must then be
accepted by a Journey Manager at that other location.
The Journey Manager is responsible for initiating any emergency
procedures (such as man-lost, accident, etc.) when he is notified of an
accident or the vehicle becomes overdue, by contacting the relevant
emergency control room or Senior Duty Officer.

Responsibilities of the Journey Manager
17. The driver is responsible for his vehicle, load and passengers and
for driving safely and according to the journey plan.
The driver shall not depart until he has received and understood the
journey plan, together with the manifest and any relevant
information.
When the driver arrives at the destination, he shall contact his
Journey Manager immediately by telephone if he has been
instructed to do so. The driver shall also contact the journey
Manager when he stops driving at the end of the day, if necessary.
The driver may also be required to contact the Journey Manager at
certain times or places during the journey, as agreed with the
journey Manager before departure.

18. The driver shall contact the journey Manager if there are any
problems or difficulties en-route and when he returns to base.
Vehicles are inspected using an appropriate checklist before the
journey begins, reports any defects noticed to the Journey
Manager and reports any malfunction of IVMS system in the
vehicle.
The Driver clearly understands his/her responsibility to report
completion of the trip to the Journey manager and complete the
vehicle manifest for every journey.

19. He shall ensure the journey management form is
filled and approved before commencement of the
journey.
He shall ensure the seat belt policy of the
company is strictly adhered to by him and the co
passengers prior to commencing the journey.
To ensure the driver operates within national and
company speed limits and in a safe manner, taking
note of prevailing weather conditions.

20. Passengers shall not pressurize or divert the driver to
change from the Journey plan and instructions except for
safety reasons.
Passengers must ensure no unauthorized passengers

26. CONTROL OF VEHICLE OPERATION
The motor vehicle is a machine.
The operation of the motor vehicle cannot be controlled
by itself. It must be controlled by a person, the driver.
Always hold the steering wheel with both hands except
when shifting gear or giving signals.
The recommended way is to hold the steering on nearly
opposite sides in a position termed “ten-to-two.

27. SPEED LIMIT REGULATIONS
Obey speed limit regulations hence control
the speed of the vehicle within the allowable
speed regulation.
The law imposes maximum speed of
100kmph for any vehicle on any highway in
Nigeria.
But common sense dictates lower speed

Before you begin a trip, take time to make sure everything is safe
and in good working order, inside and outside. Ensure that your
license plate, vehicle stickers and drivers license are current.
Take a quick walk around your vehicle to be sure: -

- All mirrors are properly adjusted
- All fluids under the hood are adequate

• Use your warning triangle, place it 45 metres on the high way
(90 metres on the express way).
• This is not only meant to serve as advance warming to
approaching road users, but also to protect you and your
vehicle.
• Do not place this warning triangle in an obscure place or
position.
Switch on your hazard lights if necessary especially at night.
Act fast to prevent more serious accidents. Arrange for a
mechanic if the fault cannot be rectified by you.

45. LEARNING FROM INCIDENT
What happened
On November 7, 2010 at approximately 1626
hrs, a contract road tanker transporting crude oil
was travelling on a rural highway in Oklahoma
when it departed the asphalt surface onto the
soft earth shoulder to the right. The driver
attempted to steer the truck to the left, back onto
the road.
During this steer movement, the unit jack-knifed;
the tanker swung round across the side road, hit
the soft terrain and rolled over with its right side
leading. The driver died at the scene and 120
bbls of product was spilled.
Why it happened
While it is not known exactly what caused the unit
to depart the road to the right, the immediate cause
of the incident was driver error. The driver
attempted to steer the unit back onto the road and it
is believed he over steered resulting in the tractor-
tanker jack-knife. The investigation also revealed
the following contributory factors:
The unit was travelling at approximately 70 mph
when it departed the road where the speed limit
was 65 mph(excessive speed).
According to the police report, the driver was not
wearing his seat belt at the time of the incident.
The autopsy revealed that the driver was positive
for alcohol use.
