Taxonomy of Need
Bradshaw (1972) proposed a methodology to define real needs by examining four types of social needs: normative, felt, expressed, and comparative. Normative needs are professionally defined standards, felt needs are what people want, expressed needs are equivalent to demands, and comparative needs measure people against those receiving services. Real needs are defined as the presence of all four types of needs in a given situation.
