Emergency numbers in Austria – constitutional structure
• Austria consists of 9 federal states
• competence is divided into federal and state (province) levels
• different emergency numbers with different responsibilities:
− either responsible for the entire federal territory
− or responsible for each federal state
• special challenges due to heterogenous emergency numbers

• The federal states (governors) are responsible of the following national emergency numbers:
− 122 fire brigade
− 128 gas failure
− 140 mountain rescue
− 141 medical service
− 144 rescue service
• The federal states (archdiocese) are responsible of the emergency number:
− 142 telephone counseling
• The Austrian radio (ORF) is responsible of emergency number:
− 147 emergency call for children and young people

individual PSAP in each state (rescue control
centers, fire control centers, integrated control
centers with rescue and fire brigade, etc.)

• The Federal Minister of the Interior is responsible of the following emergency numbers:
− 112 European emergency number
− 133 Police

common CAD (“ELKOS”), operated by
9 interconnected PSAP
• Historical grown emergency system, not able to fulfill current and future requirements
• Project to restructure the Austrian Police PSAPs/command and control center
− one common computer aided dispatch (ELKOS)
− consolidation of the police-PSAPs from about 100 to 9 (1 each state/province)
− standardization, comprehensive training programme, etc.

Further Project Targets
• replacement of the existing not up-to-date deaf service
• no further requests from different app manufacturers
− proprietary apps
− not compatible with NG112-standards and the existing PSAP Structure
• national and international interoperability
→require central core services
• further development with a minimum of migration/integration efforts (costs)

NG112 / DEC112 Implementation
• the Federal Ministry of the Interior relies on international standards:
− ETSI TS 103 479 Emergency Communications (EMTEL); Core elements for
network independent access to emergency services
− ETSI TS 103 698 Emergency Communications (EMTEL); Lightweight Messaging
Protocol for Emergency Service Accessibility (LMPE)
− Order of the minister to develop NG112 and start
with the implementation of DEC112
− anchorage of the core services in national law
(new telecommunication act will come into effect)

Implementation in the control system
• Support of DEC112 was already considered in an early phase of the ELKOS project
implementation
• DEC112 is in operation since 14.12.2020 for the entire national territory for 133
(Police) and 112 (European emergency number)
− currently one receiving point (PSAP Vienna)
• ISO 18295-1 Certification of all Austrian police PSAPS including the DEC112 Service

Approach to implementation of NG112
• NG112 as an ongoing development in Austria → process
• start with DEC112 and step by step development
• we do not implement all functionalities at once
− risk of failure too great due to enormous organizational and technical effects
• further implementation in several projects
− first project to make core services available to other organizations
• cooperation with regulation authority and emergency response organisations

• standardisation → interoperability
• new and modern media desired:
− voice
− text (real-time communication via chat)
− transfer of pictures or videos
− videocalls (e.g. to send an emergency call in sign language)
• switch to internet-based communication (digital transformation)
