This paper presents Reef, a system for generating publicly verifiable succinct non-interactive zero-knowledge proofs that a committed document matches or does not match a regular expression. We describe applications such as proving the strength of passwords, the provenance of email despite redactions, the validity of oblivious DNS queries, and the existence of mutations in DNA. Reef supports the Perl Compatible Regular Expression syntax, including wildcards, alternation, ranges, capture groups, Kleene star, negations, and lookarounds. Reef introduces a new type of automata, Skipping Alternating Finite Automata (SAFA), that skips irrelevant parts of a document when producing proofs without undermining soundness, and instantiates SAFA with a lookup argument. Our experimental evaluation confirms that Reef can generate proofs for documents with 32M characters; the proofs are small and cheap to verify (under a second).

35. Thailand’s Single Emergency Number Project
• The idea was officially introduced to the government in
2011.
• After 3 feasibility studies and a number of debates in
Congress over almost 7 years, the Single Emergency
Number Act was introduced to the cabinet for approval in
2017.
• This legislation was rejected by the cabinet later at the end
of 2017 with the reason of lack of project’s information for
decision making and further study needed.
36. Challenges
• Each emergency service organization has invested in developing their own IT system
without collaborating with each other.
• No data/ knowledge sharing
• Different mindset and working culture of emergency service agencies involved
• The Royal Thai Police has power and potential to make this project a reality; but, policy
makers of the organization still do not have enough knowledge and understanding of
what the system actually is.
• No professional training for emergency call takers
• Lack of technical expertise; it’s very new for Thailand!
• The project requires a large amount of money for the project investment.
• Lack of knowledge and understanding of the government and policy makers at the
national level
• Long dispute over what emergency number should be established as a national
emergency number by new legislation (191, 911, 112,…)
37. Key Findings
• The single emergency number system will definitely be
critical to Thailand’s economy in the future if invested and
deployed.
• Major Obstacles: - Different long-standing culture of all
emergency service organizations
- Special technical expertise required
- Lack of Government’s education of the
system
38. Lessons Learned & Recommendations
• Success Factors: (1) Quality, Consistent Public Education
(citizens & international visitors)
(2) Educating government/policy makers on
critical issues
Ex. - What is it? – How is it important to the country? – ROI?
(3) Finding appropriate PSAPs model and
financial mechanism in the context of the
country
(4) Strong collaboration of concerned emergency service
organizations
(5) Legislation in place
• Issues to be considered: prank calls, non-emergency calls, proper use of emergency
service through public education
