W ramach przedmiotu edukacja dla bezpieczeństwa uczniowie odbywają przy-
sposobienie obronne i zdobywają umiejętności z zakresu zachowania się
w sytuacjach kryzysowych.
Zadaniem nauczyciela jest wyrabianie u uczniów nawyków oraz opanowa-
nie zasad działania ratowniczego, szczególnie z zakresu udzielania pierwszej
pomocy podczas wypadku lub innych zagrożeń.
Podczas zajęć edukacyjnych obejmujących ćwiczenia w zakresie udzielania
pierwszej pomocy i ratownictwa w oddziałach liczących więcej niż 30 uczniów
wskazany jest podział na grupy.
W czasie ferii letnich mogą być organizowane specjalistyczne obozy
szkoleniowo-wypoczynkowe z zakresu edukacji dla bezpieczeństwa.

Potrzeba bezpieczeństwa zawsze towarzyszyła człowiekowi − jest jedną
z podstawowych potrzeb oraz niezbywalnym prawem człowieka.
W przeszłość odchodzi tradycyjne pojmowanie bezpieczeństwa utożsamiane
ze zdolnością do przeciwdziałania zagrożeniom zewnętrznym, kojarzonym
zazwyczaj z działaniami wojennymi. Współcześnie o wiele większego zna-
czenia nabiera kształcenie umiejętności radzenia sobie z wieloma zagrożenia-
mi niemającymi cech typowych zagrożeń zewnętrznych. Wskutek dynamicz-
nego rozwoju cywilizacyjnego i uprzemysłowienia stale wzrasta liczba czyn-
ników powodujących bezpośrednie zagrożenie dla zdrowia i życia człowieka.
Ponadto gwałtownie postępująca degradacja środowiska naturalnego stwa-
rza poważne zagrożenia ekologiczne. Stąd też przygotowanie społeczeństwa
do radzenia sobie w tych warunkach należy traktować jako ważne wyzwanie
dla władz, instytucji bezpieczeństwa narodowego, systemu edukacji, a na-
wet pojedynczych obywateli. Konieczna stała się zatem rewizja szkolnych

wych, z jednoczesnym położeniem nacisku na obszary o priorytetowym dla
bezpieczeństwa znaczeniu.
Biorąc pod uwagę powyższe okoliczności oraz wychodząc naprzeciw oczeki-
waniom społecznym, Ministerstwo Edukacji Narodowej w uzgodnieniu
z Ministerstwem Obrony Narodowej, wprowadziło w podstawie programo-
wej nowy przedmiot nauczania – edukacja dla bezpieczeństwa, zastępujący do-
tychczasowy przedmiot przysposobienie obronne. Koncepcja tego przedmiotu
wyraża się w kompleksowym ujęciu zagadnień bezpieczeństwa z przenie-
sieniem punktu ciężkości działań edukacyjnych na problematykę zagro-
żeń pokojowych i sposobów zachowań w sytuacjach zdarzeń o charakterze
kryzysowym, w każdym miejscu i czasie.
Treści nauczania ujęte w podstawie programowej do przedmiotu edukacja dla
bezpieczeństwa zorientowane są zatem na wypracowanie umiejętności zacho-
wania się w sytuacjach różnych zagrożeń takich, jak: pożary, powodzie, wy-
padki i katastrofy drogowe itp., które mogą zaistnieć w najbliższym otocze-
niu ucznia, włączając w to umiejętność niesienia pierwszej pomocy. Dla za-
pewnienia wysokiej efektywności kształcenia należy dążyć do maksymalne-
go upraktycznienia zajęć – nauczania i utrwalania umiejętności potrzebnych
w codziennym życiu, w sytuacjach zagrożeń i nieszczęśliwych wypadków.
Dopełnieniem treści nauczania jest problematyka funkcjonowania systemu
obronności państwa, w tym Sił Zbrojnych Rzeczypospolitej Polskiej. Szkolne
programy powinny uwzględniać także lokalne warunki i zagrożenia, których
wystąpienie na danym terenie wydaje się najbardziej prawdopodobne.
Tak szeroki zakres tematyczny wymaga wsparcia ze strony kluczowych insty-
tucji bezpieczeństwa – Policji, Państwowej Straży Pożarnej i Sił Zbrojnych RP.
Wsparcie to winno obejmować zarówno udział w niektórych zajęciach przed-
stawicieli powyższych instytucji, jak i pomoc w organizowaniu pokazów wy-
korzystania specjalistycznego sprzętu oraz infrastruktury, a także w przygo-
towywaniu pomocy dydaktycznych. Stąd też wskazane jest nawiązywanie
współpracy między szkołami a lokalnymi jednostkami Policji, PSP, ośrodkami
szkolenia i jednostkami wojskowymi.
