Ladies and Gentlemen, Thank you for the opportunity to inform you about the European Business Competence* Licence in the world! I am pleased to be with you and hope that this presentation will be a very informative and an interesting one for you. Let me shortly introduce myself. My name is Bert Wissink and I am a National Reprehensive of the international centre of EBC*L, which is located in Vienna, Austria. But now let me come to EBC*L again. During the next few minutes I want to give You a short overview about the EBC*L idea the EBC*L Certification System and the Experiences we have from the last Years in Europe. After the presentation I’ll of course be ready to answer Your questions
So what is the EBC*L? What is the idea behind the European Business Competence Licence? It´s an certificate that proves that the owner of the certificate has a well defined knowledge of business management. EBC*L sets an international and fully transparent standard what to know and how to prove Your knowledge. So it´s an quality assurance system. And that´s not only true for one country but for more than 20 countries all over Europe – Russia, China and also in Africa. The next most important thing is: EBC*L is fully practical oriented. Nobody has to learn anything, that he does not need afterwards in his job. That is guaranteed by the fact that many famous companies have been involved in the development of EBC*L to make it as practical oriented as possible. So it is an initiative from the economy for the economy.
EBC*L started 7 year ago in Austria and Germany. Internationally seen there are two headquarters representing the EBC*L. One is the International Centre of EBC*L, which is located in Vienna, and which I´m licenced to for The Netherlands. The CEO of the International company in Vienna is Victor Mihalic and he is responsible for spreading the EBC*L all over Europe; and now all over the world. Of course we are also responsible for the international quality control and we are issuing the Certificates. On the other hand is the Council for Business Competence in Europe. The Council for Business Competence is responsible for giving the professional and scientific background – and to keep the quality standard high. Each country has one well known business professor as a member in the Council . The council supports the National Representative Office of EBC*L and each Professor guaranties with his name the quality of EBC*L in his country. The professor reviews the Syllabus and adopts it to the needs of the country. In each country there is a National Representative: They are responsible for spreading the EBC*L in their country, for marketing, and for organising the exams. They establish a network of Accredited Training and Exam centres (called ECs on this slide), which are carrying out trainings and examinations in accordance with given guidelines .
As I said before EBC*L started 2003 in Austria and in Germany. If You take a look on the slide with all the flags You can see how rapidly EBC*L was growing. At the moment – only a few years after the start – the EBC*L is established allover the world in 25 countries. This development will not stop. So the EBC*L really will get a worldwide certificate. (Especially the Eastern European Countries are very keen on a certificate being international and standardized. A certificate they can obtain in their country and which is accepted and known all over Europe).
The question is: What makes the success of EBC*`L? Why is the EBC*L idea so successful? There are mainly two reasons: First of all there is a substantial need in the economy for Business Management Competence. Business Management Competence and of course Entrepreneurship has become one of the main factors to be successful in the economy. All experts are confirming that it is right now one of the three Core Competencies – besides Computer Knowledge and Languages – to be successful in the world of business.
The Knowledge of the EBC*L Content is crucial. For employees in companies who want to play an active part in it and want to understand what the aims of the managers are. It is needed for owners of small and medium Enterprises who want to survive in the market. Business Competence is crucial for all those who want to found a new company and don´t want to get bankrupty immediately, because not knowing the principal rules of the business life. And of course the best would be if young people are having the Business Competence before entering the Business World. So the students in polytechnics and at universities are also a main target group. I would find it a very good idea if the EBC*L could be integrated in this Entrepreneurship Programme. It certainly would make sense. So almost everyone needs Business Competence, but only a few people have it. That’s also true for Europe.
The second reason for the success of EBC*L is its the concept, that’s really unique all over Europe: First of all it is really practice oriented and proves job relevant business knowledge. Second it´s the only business management certificate that sets on one hand an international quality standard and on the other hand can be done in the countries and in their local language. Third EBC*L is using severe quality assuring instruments and methods. We will spend a lot of money to keep the quality standard high. I will tell You more about it afterwards. Last but not least EBC*L is efficient in cost and time. This is also a profound distinctive feature of EBC*L compared to other certificates and education programs. You don´t have to study business management for many years. We will show You later that some days of investment will be enough to show Your Business Competence.
International quality control is a crucial thing. The reason is, that it has to be certain that each holder of an EBC*L Certificate really has proved the knowledge what contains the common syllabus– no matter if he has done the exam in Vienna, in Spain, Italy or The Netherlands. So severe quality assurance measures have been set. Preparatory Centres have to be accredited and the persons involved have to do a training in special workshops The exams are supervised by invigilators EBC*L International has sent The exam papers are sent in sealed envelopes direct from EBC*L International, Vienna. So nobody in Nigeria will know what questions the exam contains in advance (even the invigilators don´t know them) The Evaluation of the exams is also done by EBC*L International Office Last but not least every EBC*L certificate is printed and issued directly by EBC*L International, Vienna
Another thing that makes a big difference is the System of the three levels. It is a system that can accompany you throughout your whole professional career. Level A contains the basic business knowledge which is absolutely necessary to understand economical objectives, the general conditions and the terminology in enterprises. It gives you the licence to participate in daily business life. Based on Level A there is Level B Level B concentrates on the competences to do Business Planning, calculating the financial aspects of an idea or a specific project and checking its efficiency. The target group for Level B are managers or employees with planning and budgeting competence. The last level is called level C. This is the certificate to lead and control human resources and processes. Its targets are the higher management level. We call level A the Licence to participate, Level B the Licence to manage and level C the licence to lead.
So EBC*L is a perfect example for Lifelong Learning. For instance You can start with level A in polytechnics, take the next step at a university and finally can do the level C in a company training.
But more than this: EBC*L also enables international Mobility. Because EBC*L is international, You could do Level A in Nigeria, Level B in Austria and Level C in The Netherlands.
So EBC*L fulfills the most important targets which are set in the European Education Programmes. And for that reason the EBC*L Certificate is highly accepted by many official institutions in Europe. And fortunately they also spend a lot of money for it. First of all the European Union by itself: To spread the EBC*L in different Eastern Countries like in the Czek Republic or in Romania it spends about 500.000 Dollars. In Austria the unemployment agency spends Millions of Euros to enable unemployed persons to get the EBC*L Certificate to improve their chances to get a job. The Austrian and the German Development Agencies are also spending about 400.000 Dollars to implement the EBC*L System in Southern Europe Countries and also in Kasachstan. We are also very happy that last week the Italian Ministry of Education decided to recommend the EBC*L to all schools and universities. In many European Countries it is part of state programmes for Employment and Start Ups.
But what is most important for us. It is highly accepted by the companies. And many companies are offering the EBC*L Education for their employees. It plays an important part in their internal education and career programme. I have listed some names of Companies You maybe also know.
So let me tell something about how to get the competence needed to do the EBC* Exam. The preparation for the EBC*L exam is done by so called accredited Training and Exam Centres. Accredited means they have to meet certain quality criteria and are audited by the National Representative Offices. In Europe we have about 500 Training and Exam Centres right now. Universities are offering this programme to their students as well as Vocational Training Institutes as well as In-house Company Training Institutes. The duration of these courses vary and depend on the target groups and of the willing of doing self study. That varies a lot. So this is the reason why 2 days crash courses are offered as well as 120 hours trainings.
To keep the failure rate as low as possible, EBC*L International also has developed a full training package, including books, a Train-the-Trainer-Guideline and also a high quality e-learning programme. Because this training material is really easy to understand we gave them the brandname Easy Business. These materials are also proved and highly recommended by the Council for Business Competence.
So please let me sum up and point out the ROE of EBC*L, the RETURN ON EDUCATION The Candidates which have passed the EBC*L exam are holding an internationally recognised certificate which is unique in Europe and far beyond This should give them better chances to get a job or to enhance a career The EBC*L also means having better chances for start ups and holders of small companies to survive The Time to spend and the Costs for EBC*L Exam are really very low compared to other programmes The Education Institutions can offer a programme with high reputation. They are also getting part of an international education network. The companies get employees, who are competent in doing their job and doing business. This is the necessary competence to survive in a globalized economy. And I´m sure that EBC*L could also help Europe to achieve the aims to get more well educated entrepreneurs in all the member states.
