    Earl  Dombroski  –  Page  2   Earl.Dombroski@gmail.com 505-321-8134 Achievements  and  Experience  Summary:   Ø At  Document  Imaging  of  the  Southwest,  I  provided  software  engineering  services  to   provide  XML  transport  codes  for  customers  moving  to  electronic  documents  over   paper.   Ø At  Core  Wafer  Systems,  previously  Sandia  Technologies  Inc.,  I  began  with  a  few   thousand  lines  of  source  code  on  technology  transfer  from  Sandia  National   Laboratories,  and  built  on  that  to  create  a  successful  industrial  product  retailing  for   $15,000.  From  there  I  built  facility  infrastructure,  hired,  trained  and  managed  staff,   and  then  designed  and  a  produced  a  multiplatform  software  suite  with  an  average   sale  price  of  $35,000.  I  then  negotiated  hardware  OEM  and  reseller  contracts  and   began  selling  turnkey  solutions  ranging  from  $250~$500,000.  Following  that,  I  was   able  to  negotiate  and  successfully  prosecute  multimillion-­‐dollar  contracts  for   complete  solutions  entailing  new,  unique  hardware  that  we  designed  for   semiconductor  testing.  Those  negotiations  were  conducted  at  the  VP  and  board  level   of  multinational  companies  on-­‐site  in  the  USA,  Taiwan,  and  Japan.  As  VP  of   Operations,  I  engaged  services  and  managed  foreign  support  partners  for  the  Asia   region.     Ø At  Tech  Reps  @  Sandia  National  Laboratories,  I  rose  to  staff  management,  the  only   contractor  ever  to  do  so  as  that  was  a  special  exception  to  their  practices,  approved   at  the  VP  level.  I  began  as  an  assistant  test  manager,  brought  that  team  SEI  CMM   Level  3,  and  then  moved  on  to  a  sister  project  as  system  test  manager  and  brought   that  team  to  SEI  CMM  Level  4.  In  the  course  of  doing  that,  I  won  the  Sandia   President’s  Silver  Quality  Award,  modeled  after  the  Malcolm  Baldrige  National   Quality  Award  in  the  private  sector.  Following  that,  I  led  a  Tiger  Team  that  rebuilt   the  control  processor  for  a  satellite  ground  station,  including  managing  hardware   redesign  and  implementing  kernel  design  changes.   Ø At  SAIC,  I  was  the  Code  Architect  and  managed  the  conversion  of  a  commercial   reactor  simulator  into  one  suitable  for  a  weapons  grade  reactor.  That  effort  resulted   in  its  use  by  the  Savannah  River  Site.   Ø At  Booz,  Allen,  I  served  as  a  Level  3  Associate  and  was  the  principle  investigator  for   a  number  of  classified  operational  tests  on  various  missile  and  manned  aircraft   nuclear  delivery  platforms.  That  work  included  brining  forward  research  from  my   previous  position  into  system-­‐level  upset  during  electromagnetic  threats,  such  as   may  occur  to  flight  systems  during  wartime  or  lightning  storms,  leading  to  the   upgrade  of  the  MIL-­‐STD-­‐461C  specification.   Ø At  Dikewood,  I  began  as  a  Staff  Programmer  and  rose  to  Analyst.  My  work  was   featured  in  Guinness  Book  of  World  Records  for  the  F-­‐106  Joint  USAF/NASA  Project,   evaluating  system  performance  while  flying  the  aircraft,  modified  for  data   acquisition,  directly  into  thousand  of  lightning  strikes.
